Isker Aimak program: 1.2 trillion tenge will be allocated to support small businesses until 2029 24.04.2026
Pursuant to the instructions of the Head of State to stimulate business activity, the Damu Entrepreneurship Development Fund (a subsidiary of Baiterek) has launched a new Isker Aimak program aimed at supporting micro and small businesses.The initiative provides for the introduction of a single systematic approach that provides entrepreneurs with access to preferential financing through subsidized interest rates.The program is focused on the development of rural areas and small towns. The priority industries identified are manufacturing, agricultural processing, food production, furniture and building materials, as well as handicrafts.As noted by the Chairman of the Board of the Damu Foundation, Farhat Sarsekeyev, the program provides for the active participation of akimats and NCE "Atameken" in determining priority areas, taking into account the specifics of the territories. Additionally, each district will be able to select up to six industries for targeted support.By 2029, the program plans to support about 15,000 business projects worth 1.2 trillion tenge.Special attention is paid to the participants of the initiatives "Auyl Amanaty" and "One village - one product". Financing is distributed according to a two-tier system: 30% of funds are allocated to priority regions (Abai, Ulytau, Zhetisu, North Kazakhstan and Kyzylorda regions), 70% - to other regions, except for the cities of Astana and Almaty.The first projects have already been approved under the program, for which the rate for entrepreneurs has been reduced from 22% to 13.2%.Among them are projects to expand shoe production, develop sunflower oil production, as well as steel structures and construction mesh.The maximum amount of financing is up to 200 million tenge. The funds can be used for investment purposes and replenishment of working capital.The remuneration rate is formed according to the principle: the base rate of the National Bank of the Republic of Kazakhstan plus 4%, the subsidy covers 40% of the nominal rate, while the final rate for the borrower is at least 12.6%. The subsidy period is up to 3 years.Currently, six second-tier banks and four leasing companies are partners of the program. In the future, the list of financial institutions will be expanded.In addition to financial instruments, non-financial support measures are available to entrepreneurs, including preferential rent and training. Moscow, April 23, 2026 – Deputy Minister of Foreign Affairs of the Republic of Kazakhstan, Alibek Bakayev, held a meeting with Ambassadors of African states accredited to the Russian Federation.During the meeting, Deputy Minister Bakayev briefed participants on the large-scale economic and political reforms being implemented in the country. Samara coast — new prospects for international tourism 24.04.2026
Tour operators from China visited the Samara coast of East Kazakhstan as part of a working trip dedicated to the development of tourism cooperation and exploring the potential of the region. During the visit, representatives of the Chinese tourism industry discussed with local authorities the prospects for cooperation and further joint projects.According to them, the area has an advantageous geographical location and significant potential for tourism development. The guests got acquainted with the proposed recreation centers, toured tourist cabins and the surrounding area. They paid special attention to the picturesque coast and the favorable mild climate, noting their attractiveness for future tourist routes.- We are consistently developing the infrastructure of the coast, creating conditions for a comfortable and safe reception of tourists. Our coast is already popular with Russian citizens, and we will be glad to receive guests from China," said Serik Zhenisov, Akim of Samar district.Infrastructure improvements are planned for the coast in the near future. In a large-scale project that united over 55,000 people, more than 300 educational organizations from 16 districts and 4 cities of the region took part.In the Kostanay region, in honor of April 23 – the National Book Day, the results of the "Reading Nation" project were summarized, and the winners were solemnly awarded. The large-scale initiative, implemented in the region, involved 55,000 participants and turned into a major public movement popularizing reading culture.Kostanay is a sacred land with deep educational traditions. It is the homeland where the founder of the first school in the Kazakh steppe, Ybyrai Altynsarin, and one of the founders of national spirituality, Akhmet Baitursynuly, left their mark. Within the framework of this historical continuity, the initiative of the Head of State Kassym-Jomart Tokayev to form a reading nation is being systematically implemented in the Kostanay region.Speaking at the solemn ceremony, Akim of the region Kumar Aksakalov emphasized the importance of reading for the development of society:"A reading person is always ahead thanks to their knowledge, distinguished by breadth of thinking and competitiveness in any environment. Our main goal is to educate youth not only as educated but also as deeply thinking and spiritually rich. More than 11,000 teachers worked in close cooperation with libraries, systematically introducing students to reading and supporting the educational process. This significantly increased the level of children's involvement and formed an effective model of interaction "school – teacher – library".More than 400 civil servants participated in the project. Despite their high workload, they showed a sustained interest in reading, noting its influence on broadening their horizons and improving the quality of decisions made. This indicates that reading culture is gradually taking root in the civil service system as well.As a result of the project, the reading activity of participants increased severalfold. At the gala evening, the best participants were awarded diplomas and certificates worth 1 million, 600 thousand, and 400 thousand tenge. The total prize fund amounted to 40 million tenge.The implementation of the large-scale project became possible thanks to the support of the "AMANAT" party and a major agro-industrial company of the region – "Olzha Agro" LLP. This partnership clearly demonstrates the shared responsibility of the state and business for the development of human capital in the region."Reading Nation" is not just a project, but a national movement turning knowledge and intellect into key values of society. Central Asian countries strengthen cooperation on the cryosphere at RES 2026 24.04.2026
Central Asia is experiencing accelerated glacier melt. Under a high-emissions scenario (SSP5-8.5), the region could lose up to 85% of its glacier volume by 2100 compared to 2020 levels. This increases pressure on water resources, infrastructure and communities, while also heightening the risk of natural hazards, including glacier lake outburst floods. As these processes are regional in nature, they require coordinated responses across countries.In response to these challenges, the UNESCO Regional Office in Almaty organized the session “Cryosphere of Central Asia: from scientific assessment to joint climate adaptation action” during the Regional Ecological Summit (RES 2026) in Astana, in cooperation with the Ministry of Ecology and Natural Resources and the Ministry of Science and Higher Education of the Republic of Kazakhstan. The session was held within the framework of the GEF–UNDP–UNESCO Cryosphere Project and in collaboration with Central Asian countries.A key outcome of the session was the discussion of the Joint Subregional Action Programme (JSAP) on the cryosphere — a framework document developed by Central Asian countries with the support of UNESCO, aimed at strengthening regional cooperation in monitoring and research of glaciers, snow cover and permafrost, as well as aligning approaches to climate change adaptation.“UNESCO has been actively supporting Central Asian countries in strengthening the scientific basis and advancing regional cooperation on the cryosphere. Today, the key priority is to move from scientific assessment to concrete action. The Joint Subregional Action Programme provides a practical framework for this transition and enhances coordination of adaptation efforts across the region,” said Mr Amir Piric, Director of the UNESCO Regional Office in Almaty. At the conclusion of the session, heads of relevant government authorities from Kazakhstan, Tajikistan, Turkmenistan and Uzbekistan responsible for environmental protection issued a Joint Statement in support of the implementation of the JSAP, reaffirming their commitment to strengthened regional cooperation.“Today it is clear that no country can effectively address climate change challenges alone. Regional cooperation is therefore essential. Astana, 2026 April 23 – The Ministry of Foreign Affairs of the Republic of Kazakhstan hosted the 46th meeting of the Berlin Eurasian Club under the theme “Achieving Sustainable Development Together: Strategic Partnership between Kazakhstan and Germany for a Green Future”. The meeting was held as part of the Regional Ecological Summit and brought together representatives of government bodies, business communities and international organizations from both countries to discuss key issues on the climate agenda and sustainable development.In his welcoming remarks, First Deputy Minister of Foreign Affairs of the Republic of Kazakhstan Yerzhan Ashikbayev highlighted that since its establishment in 2012, the Berlin Eurasian Club has proven to be an effective platform facilitating the transition from dialogue to the implementation of concrete joint projects. He noted that Kazakh-German relations have reached the level of a mature strategic partnership based on trust, pragmatism and aligned long-term interests, further strengthened by active political dialogue and high-level mutual visits. Germany remains a key partner of Kazakhstan within the European Union, while Kazakhstan serves as an important regional hub for cooperation in Central Asia.According to the Kazakh diplomat, in the context of climate change, water is becoming a strategic resource directly impacting economic development, food security and regional stability, particularly in Central Asia. Kazakhstan considers water security a priority of its national policy and is implementing systemic measures, including the establishment of a dedicated ministry, modernization of infrastructure and the introduction of digital and water-saving technologies.In this context, the importance of strengthening regional cooperation was emphasized, including within the C5+Germany format and the “Green Central Asia” initiative, as well as Germany’s contribution to advancing the water and climate agenda in the region. Kazakhstan is currently promoting the initiative to establish an International Water Organization under the auspices of the United Nations and looks forward to the support of international partners.Chairwoman of the Eastern Committee of the German Economy, Cathrina Claas-Mühlhäuser highlighted Kazakhstan’s strong reform momentum and commitment to economic modernization. She emphasized the strategic importance of water resources for agriculture, energy and regional stability, as well as the growing role of bilateral cooperation in the water sector. The planned establishment of a Kazakh-German Water Hub was identified as a promising initiative to promote innovation, digitalization and capacity building. She also stressed the need for a comprehensive approach combining technology, investment and human capital development.The parties noted the significant potential for expanding practical cooperation, including the joint implementation of infrastructure and environmental projects, the development of research initiatives and the strengthening of the regional climate agenda.During two panel sessions participants discussed food security, water resource management, climate resilience, and the implementation of the “Green Central Asia” initiative as a tool for enhancing regional security and environmental cooperation. Attention was given to the exchange of advanced technologies and the development of cross-sectoral collaboration.The meeting reaffirmed the mutual interest of Kazakhstan and Germany in deepening their partnership and implementing joint projects aimed at achieving a sustainable future, enhancing environmental responsibility and effectively responding to global climate challenges.Following the meeting, a number of MoU were signed between the Ministry of Ecology and Natural Resources of Kazakhstan and the Independent Institute for Environmental Issues of Germany; the Ministry of Water Resources and Irrigation of Kazakhstan and the same institute; the Information and Analytical Center for Water Resources of Kazakhstan and the same institute; as well as between the Kazakhstan Center for Modernization and Development of Housing and Utilities, the German Water Partnership and the German company System S&P GmbH.In conclusion, the parties confirmed their readiness to actively implement joint initiatives, including projects in water conservation, digitalization of water management, and the development of green energy, including hydrogen technologies. Kazakh Foreign Minister Received OTS Secretary General 24.04.2026
Astana, April 23, 2026 – The Minister of Foreign Affairs of the Republic of Kazakhstan Yermek Kosherbayev received the Secretary General of the Organization of Turkic States (OTS) Kubanychbek Omuraliev.The Minister noted that Kazakhstan, as an initiator of the establishment of the OTS, attaches particular importance to the further development and strengthening of Turkic integration. Foreign Minister of Kazakhstan Meets with the OSCE Secretary General 24.04.2026
Astana, April 23, 2026 – The Foreign Minister of Kazakhstan Yermek Kosherbayev met with the Secretary General of the Organization for Security and Cooperation in Europe (OSCE) Feridun Sinirlioğlu, who arrived in Astana to participate in the Regional Ecological Summit.“We thank you for your active participation in the Regional Ecological Summit, dedicated to the pressing issues of climate change. This agenda is fully in line with the economic and environmental dimension of the OSCE’s activities”, the minister pointed out.Minister Kosherbayev emphasized that Central Asia places great emphasis on promoting the green agenda. Заместитель Премьер-министра – министр национальной экономики РК Серик Жумангарин в рамках Регионального экологического саммита встретился с заместителем Генерального секретаря ООН, заместителем Администратора Программы развития ООН (ПРООН) Хаоляном Шу.Серик Жумангарин отметил, что ПРООН остается одним из ключевых партнеров Казахстана в продвижении устойчивого развития, институциональных реформ и региональной политики.«Мы совместно реализовали Страновую программу ПРООН на 2021–2025 годы, которая сосредоточена на региональном развитии, «зеленой» трансформации и повышении эффективности государственного управления», — подчеркнул он.В рамках программы реализуется проект «Устойчивое развитие: решение проблемы неравенства на местном уровне в новых регионах», включающий программы регионального развития Абайской и Улытауской областей и институциональную поддержку реализации Целей устойчивого развития на местном уровне.«Сотрудничество с ПРООН является важным инструментом реализации наших национальных приоритетов – диверсификации экономики, развития регионов и повышения качества жизни населения. Мы ожидаем, что программа будет ориентирована на конкретные и измеримые результаты с максимальным эффектом для регионов», — отметил вице-премьер.Для усиления практической направленности проектов ООН казахстанская сторона предложила расширить компонент по мобилизации внешнего финансирования для региональных проектов, обеспечить масштабирование успешных практик по всей стране, а также активизировать взаимодействие с местными исполнительными органами на региональном уровне.Со своей стороны, Хаолян Шу поздравил Казахстан с принятием новой Конституции. Он отметил успешное сотрудничество по ряду направлений, включая развитие Цифровой карты семьи, совершенствование подходов к оценке экологических ресурсов и реформирование системы закупа лекарственных средств. Цифровая карта семьи реализуется при поддержке Программы развития ООН в партнерстве с государственными органами Казахстана и является одним из флагманских проектов цифровой трансформации социальной политики. «В рамках сотрудничества с ТОО «СК-Фармация» из 2,4 тыс. наименований препаратов мы участвовали в закупе 20 уникальных и добились снижения их стоимости в среднем на 50%. С 2018 года это позволило обеспечить экономию порядка $43 млн», — сообщил он.Отдельное внимание было уделено цифровизации государственного управления. По словам Хаоляна Шу, важной задачей является интеграция разрозненных информационных систем в единую систему поддержки принятия решений.«Данных много, но их объединение в единую аналитическую платформу позволит повысить качество управленческих решений. При успешной реализации пилотного проекта этот подход может быть масштабирован», — отметил он.Заместитель Генерального секретаря ООН подчеркнул готовность ПРООН к дальнейшему совместному развитию инициатив: «Это ваши инициативы, мы готовы совместно создавать решения и продолжать сотрудничество».В ходе встречи казахстанская сторона также обозначила приоритеты региональной политики. В частности, отмечено, что новая бюджетная модель, основанная на Системе региональных стандартов (СРС), направлена на сокращение дисбалансов в развитии социальной, транспортной инфраструктуры внутри регионов. Prospects for Expanding Cooperation with the United Nations Economic Commission for Europe Discussed at Kazakh Foreign Ministry 24.04.2026
Astana, April 23, 2026 – Minister of Foreign Affairs of the Republic of Kazakhstan Yermek Kosherbayev met with United Nations Under-Secretary-General, Executive Secretary of the United Nations Economic Commission for Europe (UNECE) Tatiana Molcean.The parties discussed the current state and future prospects of cooperation between Kazakhstan and the UNECE, including engagement in the areas of sustainable development, environment, transport and energy. The importance of further strengthening partnership within multilateral platforms, including the United Nations Special Programme for the Economies of Central Asia, was emphasized.Particular attention was paid to the implementation of the climate agenda, the development of regional infrastructure, as well as the promotion of Kazakhstan’s initiatives within the UN system. На площадке Национальной палаты предпринимателей «Атамекен» состоялся форум «Ортақ Атамекен: Өңірден басталған өрлеу», посвященный вопросам укрепления взаимодействия государства и бизнеса.С докладом на форуме выступил вице-министр национальной экономики Ерлан Сагнаев. Он отметил, что форум стал эффективной площадкой для конструктивного диалога между государственными органами, бищнес-сообществом и экспертами. По его словам, системное взаимодействие с бизнесом является ключевым фактором устойчивого экономического роста, повышения инвестиционной привлекательности и развития предпринимательства.В Казахстане функционируют постоянные диалоговые механизмы, включая Совет отечественных предпринимателей при Правительстве РК, Координационный совет при партии AMANAT и Экспертную группу при Межведомственной комиссии по регулированию предпринимательской деятельности. С 2022 года на диалоговых площадках рассмотрен 631 вопрос бизнеса.В числе ключевых направлений - формирование Реестра обязательных требований к бизнесу, направленного на устранение избыточных и дублирующих норм и снижение административной нагрузки. Проводится анализ регуляторных актов и прорабатывается применение технологий искусственного интеллекта.В части государственной поддержки в 2025 году просубсидировано порядка 3 400 проектов на сумму 365 млрд тенге, в рамках программы «Өрлеу» поддержано около 2 300 проектов на сумму 588 млрд тенге.
