Public service is the foundation of any modern society, providing stability, development and protection of citizens' interests. Public confidence in state institutions directly depends on impeccable behavior, high professionalism and strict observance of ethical norms by each public servant.In the Republic of Kazakhstan, the principles and standards of official behavior are clearly regulated by the Law of the Republic of Kazakhstan “On Public Service in the Republic of Kazakhstan” and the Code of Ethics of Civil Servants of the Republic of Kazakhstan. These documents serve as a guideline for everyone who has chosen the path of serving the Fatherland, and set high requirements for their moral and ethical character.Ethical norms and rules of official behavior are not just formal requirements; they are the basis for effective and fair work of the state apparatus. Clear adherence to ethical standards minimizes the risks of interpersonal conflicts, promotes constructive resolution of disagreements and increases overall productivity.Combating corruption and other abuses. The Code of Ethics is an important tool in preventing corrupt practices by obliging civil servants to be honest, impartial and incorruptible.Any deviation from the established ethical norms and rules of official behavior, be it rudeness, neglect, unconstructive disputes or open conflicts between employees, is categorically unacceptable. Such actions not only discredit a particular public servant, but also damage the reputation of the entire public body.Heads of public institutions have a special responsibility to uphold ethical standards in their teams. They should be role models, actively suppress any violations and create conditions for maintaining high official ethics. The role of the ethics commissioner in this process is key, as he or she acts as an advisor, facilitator and monitor of ethical standards.Violation of ethical norms and rules of official behavior is considered a disciplinary offense and entails disciplinary measures provided for by law. It may be a reprimand, reprimand, strict reprimand, and in case of systematic or serious violations - demotion or even dismissal.Public service requires from each employee not only professional competence, but also high moral qualities. Kazakh Citizens Who Set Out for Makkah by Car Have Safely Arrived in Saudi Arabia 29.05.2025
Riyadh, May 26, 2025 – Four citizens of Kazakhstan who embarked on the Hajj pilgrimage by car from the city of Semey have arrived in Riyadh, the capital of Saudi Arabia. Yerzhan Slyambekov, Aidar Kurmanov, Kanat Saimov, and Leonid Payazitov were warmly welcomed by the Ambassador of Kazakhstan to Saudi Arabia, Madiyar Menilbekov, who held a meeting with them at the Embassy.During the meeting, the pilgrims shared details of their 13-day journey and the route they followed. They departed from Semey, passing through several cities including Astana, Aktobe, and Atyrau, then crossed the territories of the Russian Federation, Georgia, Turkey, Iran, and the United Arab Emirates before reaching Saudi Arabia.The total length of this historic journey amounted to approximately 10 000 kilometers. From Riyadh, the pilgrims will head to the holy cities of Makkah and Madinah. Kazakh pilgrims have started arriving in the Kingdom of Saudi Arabia to perform the Hajj 29.05.2025
May 26, 2025, Jeddah - The first groups of pilgrims, totaling 454 people, have arrived at the international airports of Jeddah and Medina (Kingdom of Saudi Arabia). They were welcomed by the staff of the Consulate General of the Republic of Kazakhstan in Jeddah, headed by Consul General Mr. Ruslan Kospanov, as well as representatives of the Hajj mission of the Spiritual Administration of Muslims of Kazakhstan (SAMK).According to the quota allocated by the Government of Saudi Arabia for Kazakhstan in 2025, it is expected that approximately 4,500 Kazakhstani citizens will be able to perform the pilgrimage. The main rites of the Hajj are scheduled to take place from June 4 to 9 this year.Pilgrims from Kazakhstan are being transported by the airlines Air Astana (Kazakhstan), SCAT (Kazakhstan), Jazeera Airways (Kuwait), and FlyNas (Saudi Arabia). Until May 31 inclusive, aircrafts will transport Kazakhstani pilgrims from Astana, Almaty, Shymkent, and Aktau to Jeddah and Medina. Return flights are scheduled between June 10 and 16.During the pilgrimage period, the Consulate General is operating under a special regime. The reception and departure of Kazakhstani pilgrims are conducted according to a duty schedule involving diplomats and representatives of the Kazakhstani Hajj mission.The tasks of the Kazakhstani diplomatic mission include coordination and interaction with local authorities during the stay of Kazakhstani citizens in the Kingdom, as well as ensuring their safety and timely return home. To this end, contacts have been established with Saudi governmental and aviation authorities responsible for the Hajj season, as well as with members of the Kazakhstani Hajj mission.Upon arrival at the airport, diplomats from the Consulate General provide pilgrims with guidance on complying with the host country's laws, showing respect for local traditions and customs, and observing sanitary and hygiene standards to prevent the spread of infectious diseases such as flu and meningitis.In the central headquarters of the Kazakhstani Hajj mission in Makkah and Medina, stationary medical points are operating, where Kazakhstani doctors provide 24/7 medical assistance to pilgrims upon request.According to Saudi authorities, the number of pilgrims performing Hajj this year may reach approximately from 2 to 2.3 million people. The Beineu and Karakiya district probation services of the Department of the Penal Correction System for Mangystau Region held an important preventive event focused on providing social and medical support, with particular attention to the health of individuals under probation supervision.As part of the initiative, nearly 60 probationers underwent fluorographic screening. Officers of the Tupkaragan District Probation Service, part of the Department of the Penal Correction System for Mangystau Region, provided timely assistance to a traveler en route to the holy city of Mecca, demonstrating great humanity and professionalism.During an official trip, Major of Justice Indira Narymbetova, head of the probation department, and Junior Lieutenant of Justice Marat Ozganov noticed a confused man standing by the roadside and immediately stopped to help. Upon speaking with the weary traveler, they learned that he was a citizen of the Republic of Uzbekistan. On May 3, he had set out from the city of Bukhara by bicycle with the goal of reaching Mecca, Saudi Arabia, to perform the Hajj pilgrimage.Having already covered thousands of kilometers and crossed into Kazakhstan, the pilgrim lost his way near the village of Shetpe in Mangystau Region. Without mobile service or navigation tools, and unable to speak Kazakh, he found himself disoriented and wandering through several settlements in the Tupkaragan district, including the city of Fort-Shevchenko and the villages of Sayin Shapagatov and Akshukur.The probation officers did not remain indifferent to the man's plight. They provided comprehensive support: they installed navigation apps on his phone, gave clear directions, and explained in detail how to continue his journey. In addition, they offered him financial assistance to help cover his needs on the road.This unexpected act of kindness and compassion deeply moved the traveler. Touched by the warmth and support he received in a foreign country, he expressed sincere gratitude to the Kazakh officers.This story is a powerful example of how probation officers extend their mission beyond legal supervision, embodying both professionalism and humanity. Issues of forest protection and restoration discussed in Kostanay region 29.05.2025
An off-site meeting of the Committee on Ecology and Nature Management of the Mazhilis of the Parliament of the Republic of Kazakhstan was held in Kostanay region. The event was attended by the Chairman of the Committee Edil Terekbaiuly Zhanbyrshin, Vice Minister of Ecology and Natural Resources Nurken Sharbiyev, Vice Minister of Emergency Situations Ramil Kamalov, as well as representatives of scientific institutes, environmental organizations and central government agencies.The main topic of discussion was the development of a system for the protection, conservation and restoration of the region's forest fund, as well as the improvement of the regulatory framework in this area.In his speech, Akim of Kostanay region Kumar Aksakalov emphasized that the forest fire in Auliekol district in 2022, which covered about 40 thousand hectares, became a serious challenge and showed the need for systemic solutions.On the instructions of the Head of State, large-scale work is being carried out in the region to strengthen forestry:•the number of workers in the forestry industry has increased by 1.5 times (up to 1,230 people - according to forest management standards);•annual funding for the industry has increased from 1.5 to 7 billion tenge;•4.4 billion tenge (43% of all costs in the country) have been allocated to strengthen the material and technical base over two years;•the fleet of forest fire-fighting equipment has been replenished with 27 fire trucks, 59 tractors and 39 patrol cars;•in 2025, it is planned to purchase another 26 fire trucks, 28 tractors and 36 small forest fire complexes for 3.5 billion tenge.In addition, the region has revised the work schedule of forest fire stations - they have been transferred to a year-round mode, interaction with emergency services has been established, work continues on growing planting material, clearing burnt areas, and planting new forest crops.During the meeting, legislative proposals were also announced. In particular:• amend the Forest and Land Codes of the Republic of Kazakhstan to establish a mandatory 20-meter protection zone between the forest fund and agricultural land;• increase liability for burning residues in fields, leading to steppe and forest fires;• study the possibility of converting private houses in remote villages into forest fire stations - as a cost-effective alternative to new construction;• update forest management data after the 2022 fire, especially in the Semiozerny and Basamansky forestries.The Akim of the region noted that the participation of central government bodies is necessary to resolve the issues identified. Following the results of the off-site meeting, a number of proposals were developed aimed at improving fire-fighting infrastructure and sustainable development of the forestry industry."We are open to dialogue and ready to work together. ParticipantsThe contest welcomes:Students in grades 8–11(12) from Kazakh schools in Kazakhstan and abroad (including countries with compact Kazakh communities);Winners of regional and local qualifying stages;Delegations consisting of 5 participants (one per nomination) and  1 team leader. 3. Main NominationsThe contest includes the following five nominations:“Abai’s Sacred Legacy” – expressive recitation by heart of Abai’s poems and words of edification.“Poetic Disciples of Abai” – recitation of poems by Shakarim Kudaiberdiuly, Akylbai Abaiuly, and Magauiya Abaiuly.“If You Love a Song, Love It Like Me” – performance of songs and kyuis by Abai, Shakarim, and their disciples.“Everyone Has a Claim to Poetry” – recitation of original poems composed by the participants.“The Image of Great Abai in Literature” – literary analysis of the image of Abai in artistic and literary works. 4. Expenses and Participation ConditionsAccommodation and meals for participants and accompanying persons during the entire contest period (June 18–21) are covered   by the organizers.Travel expenses to and from the contest venue are borne by the sending party.For participants from visa-required countries, the organizers will provide visa support (invitations, official letters, etc.) in cooperation with the Ministry of Foreign Affairs of the Republic of Kazakhstan. 5. Cultural and Educational ProgramAs part of the contest, a special excursion program will be organized for participants, including visits to landmarks associated with the life and work of Abai Kunanbayuly and his intellectual circle:Abai’s native village — Kaskabulak.Abai and Shakarim Memorial Complex in the Zhidebai area.Abai and M. Auezov Literary-Memorial Museums in Boryly village.City tour of Semey, the cradle of Kazakh intellectualism and home to many prominent historical figures. 6. Kazakhstan Showcases Experience in Rehabilitation and Reintegration of Citizens from Conflict Zones at UN Event in Vienna 29.05.2025
Vienna, May 21, 2025 – A side event dedicated to the return, rehabilitation, and reintegration of citizens from armed conflict zones was organized during the 34th session of the UN Commission on Crime Prevention and Criminal Justice (CCPCJ).The event, organized by the United Nations Office on Drugs and Crime (UNODC) with the support of Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan, highlighted the practical experiences of Central Asian countries in conducting humanitarian repatriation operations and implementing comprehensive reintegration programs.Ambassador-at-Large of the Ministry of Foreign Affairs of the Republic of Kazakhstan, Stanislav Vasilenko, opened the event with welcoming remarks. He stressed the importance of international cooperation and the exchange of best practices in addressing the complex challenges of reintegrating citizens returning from conflict zones.Yernar Mausimbekov, a representative of the Kazakhstani Public Fund “Informational Advocacy and Rehabilitation Center “AQNIET”, spoke about specific measures for working with returned citizens, also sharing in detail the results of practical research conducted among repatriates.A special feature of the event was the testimony of a Kazakhstani repatriate who returned to Kazakhstan during one of the phases of the humanitarian operation “Jusan”. She recounted her experience living in the conflict zone, her return journey, and the comprehensive support she received from the state, which enabled her successful rehabilitation and reintegration into society.The event generated significant interest among attendees, who underscored the importance of such initiatives in promoting sustainable peace and security.Kazakhstan’s experience was also presented at the discussions took place with Elena Kupchina, OSCE Coordinator for Countering Transnational Threats, as well as during meetings at the Austrian Ministry of Foreign Affairs with representatives from diplomatic and law enforcement institutions.Source : https://www.gov.kz/memleket/entities/mfa/press/news/details/1004312?lang=kk
