On March 28 of the current year the Ministry of Energy held a regular meeting of the Commission on Oil and Gas of the Public Council regarding Fuel and Energy Complex and Ecology.At the meeting of the Commission on Oil and Gas the following issues were considered:1. Discussion of the work on the uninterrupted and high-quality provision of FLM in the domestic market by Kazakhstan's oil refineries;2. Hearing of a report on measures to improve legislation in the field of gas and gas supply, as well as on the elimination of legal gaps identified in the process of law enforcement practice for the sale of commodity gas purchased from a national operator outside the territory of the Republic of Kazakhstan;3. Development of methane extraction from coal-beds  in the Karaganda basin;4. On new mechanisms and rules in subsoil use in accordance with the New Code "About Subsoil and Subsoil Use".The meeting was attended by members of the Public Council, representatives of the Ministry, «KazTransGas» JSC and the Union of Oilfield Service Companies of Kazakhstan.On the first issue, the head of the Commission B. Auetaev raised the question of the real time when 3 domestic plants will fully provide oil products with the needs of the domestic market, it is also recommended to take appropriate measures to eliminate the numerous intermediary structures that resell oil products from resource holders.On the second issue, V.M. Press release on the technical regulations of the Eurasian Economic Union "About the safety of oil prepared for transportation and (or) use" (TR EEU 045/2017) 14.04.2025
By decision of the Council of the Eurasian Economic Commission (hereinafter - EEC) from December 20, 2017 No. 89 the technical regulations of the Eurasian Economic Union "About the safety of oil prepared for transportation and (or) use" (TR EEU 045/2017) (hereinafter - technical regulations) are adopted, which will come into force on July 1, 2019. The technical regulations are developed in accordance with the Plan of Technical Regulations of the Customs Union and amending the technical regulations of the Customs Union, approved by the Decision of the Council of EEC  from October 1, 2014 No. 79. The technical regulation establishes requirements for the safety of oil prepared for transportation and (or) use (hereinafter referred to as oil), as well as requirements for marking of oil to ensure its free movement in the territory of the Eurasian Economic Union (hereinafter referred to as the Union)The technical regulations apply to oil that is put into circulation and circulated in the market of the Union, the technical regulations do not apply to oil exported outside the customs territory of the Union supplied under the state defense order that is stored in organizations that ensure the preservation of the state material reserve , and also used by the manufacturer (producer) of oil exclusively for own needs.Oil, released into circulation and circulating in the territory of the Union, according to physical and chemical indicators should comply with the requirements of technical regulations.Assessment of the compliance of oil with the requirements of technical regulations is carried out in the form of tests with the registration of a passport.Oil is marked with a single sign of product circulation on the market of the Union, which is stamped in the passport.The methods of testing conducted in assessing the compliance of oil with the requirements of the technical regulations are established in standards that will be included in the list of international and regional (interstate) standards, and in the absence of national standards containing rules and methods of research (tests) and measurements, including the sampling rules necessary for the application and implementation of the requirements of the technical regulations and the implementation of the conformity assessment of oil.The text of the technical regulation can be found on the official EEC website by reference  http://www.eurasiancommission.org/ru/act/texnreg/deptexreg/tr/Pages/TR_EAEU_045.aspx.Also by  Decision of the Collegium of EEC from March 6, 2018 No. 36 the transitional provisions of the technical regulationsare adopted. The first draft of legislative amendments on the implementation of modern strategic environmental assessment are developed in Kazakhstan 14.04.2025
On April 26, 2018 the first draft of legislative amendments to the Environmental Code of the Republic of Kazakhstan was submitted in Astana which is aimed at creating a modern system of strategic environmental assessment (SEA) in the country corresponding to international standards, namely the Protocol on SEA of the UN Economic Commission for Europe.SEA is an effective tool used at the state planning stage and designed to take into account environmental factors in the development and approval of strategic government documents (government plans, programs, strategies, concepts, etc.). SEA helps prevent an irreversible negative impact on the environment and human health in advance. In particular basing on the results of SEA the developers of government programs receive specific proposals that take into account not only economic but also environmental aspects.The first text of a new chapter of the Environmental Code on SEA, developed by national and international experts, was discussed at an expert meeting under the auspices of the Ministry of Energy of the Republic of Kazakhstan, UNECE and OSCE (April 26, 2018). The discussion was attended by experts from relevant government bodies, international consultants from UNECE and the OSCE, national experts and the general public. The proposals and comments will be taken into account in the future work of the experts and submitted for further consideration in the autumn of 2018 and approval in 2019.The day before, on April 25, 2018, the working group positively assessed the concept of a comprehensive reform of the regulatory framework for environmental impact assessment (EIA) in Kazakhstan, involving the introduction of an entirely new, modern EIA system that meets international standards and the requirements of the Espoo Convention. On May 31, 2018 in Astana the Minister of Energy of the Republic of Kazakhstan Kanat Bozumbayev made a report for the Public Council on the results of the work of the Ministry for 2017.In his report, the Minister spoke about the main directions of the work of the state body in the oil and gas industry, electric power industry, coal, nuclear industry and environmental protection. In the oil and gas industry, a noticeable growth in the indicators of the sectors was noted. The volume of oil and gas production for 2017 compared to 2016 increased by 10.5% and 14% respectively.The Minister of Energy of the RK attached great importance to the development of the oil and gas chemical industry. In recent years legislation has been significantly improved to create conditions for the organization of oil and gas chemical industries.The implementation of two projects Polypropylene (capacity of 500 thousand tons per year, worth 2.6 billion US dollars) and Polyethylene (capacity 1.2 million tons per year, worth 6.5 billion dollars). will attract about 9 billion US dollars, will create up to 10,000 jobs during the construction phase and 1,000 in operation.The sector of electric power industry on the background of growing consumption shows an increase in electricity generation by 8.7% compared to the previous year.By the end of 2018, the II stage of construction of the 500 kV line of the interregional project "North-East-South" will be fully completed. The project is aimed at improving the reliability of power supply to the East Kazakhstan region and Almaty region and strengthening energy independence.The Ministry attaches special importance to the issue of stimulating business in the use of green technologies. In May this year. an International Center of "green" technologies and investment projects has been opened to support and introduce low-carb investment projects with the search for potential investors, technical analysis of projects and the possibility of transferring the best "green" technologies. The Minister of Energy told about the work on the development of the new Environmental Code.The Ministry has introduced a system for assessing the degree of risks in the field of environmental protection, which has made it possible to reduce the number of inspections almost twofold, taking into account the nature of the activities of nature users: from 3177 inspections in 2016 to 1753 in 2017. In 2017, the Ministry developed 3 branch legislative acts. In the current year, five draft legislative acts are being drafted by the Ministry, in particular, it is expected to adopt the draft Law of the Republic of Kazakhstan "On Amendments and Additions to the Law of the Republic of Kazakhstan" On Gas and Gas Supply "initiated by the deputies of the Parliament of the Republic of Kazakhstan.1) The growth of oil production is achieved due to 3 large deposits: Kashagan, Karachaganak, Tengiz. Projects of expanding and further development of Tengiz, Karachaganak and Kashagan will make a significant contribution to the economic growth of the country in the medium term. The volume of oil production will grow steadily and by 2025 will reach the level of 104 million tons / year.As for oil refining, modernization of Pavlodar and Atyrau refineries has been completed. The share of import dependence of the market in motor fuels has decreased.In 2018, the modernization of the Shymkent oil refinery will be completed.Since the beginning of the year, the Technical Regulation of the Customs Union has come into effect, banning the production of oil products that do not meet the standards of K-4 and 5. To increase productivity at three refineries, an automated maintenance management system (maintenance) is being introduced. The annual repair schedule will be reduced from 45 to 20 days, and a stop for 45 days will be carried out every three years. This will allow at each refinery to increase the volume of oil processing by an average of 300 thousand tons per year. Work is underway to build a new refinery. A working group was created in order to develop the pre-TED in the period until July 1 of this year. for the purpose of locating the plant, its parameters and financing.2) The level of gasification of the country today is 47.4%, 1320 settlements have access to gas. Within the framework of transfers for the development of regions, about 13 billion tenge are allocated from the republican budget each year.Thanks to the 5th social initiative of the Head of State, the issue of gasification of Astana and northern regions will be resolved.The beginning of the implementation of the project for the construction of the Saryarka gas main is planned for July of this year. The first stage along the route "Kyzylorda-Zhezkazgan-Karaganda-Temirtau-Astana" will be completed by December 2019. The cost of the 1st stage of 1,081 km is 267.3 billion tenge.3) The renewable energy market is growing. Last year, 5 objects of RES (3 HPPs, 1 WWES, 1 SES) were put into operation. This year, it is planned to introduce 10 renewable energy sources with a total capacity of 123 MW. The share of RES in the total electricity production in the Republic of Kazakhstan was 1.08%.4) In 2017 the Ministry established a legislative and institutional framework for the implementation of the auction mechanism for the implementation of renewable energy projects.Currently (May 23 - June 7 this year), spring auctions are held with the volume of purchased installed capacity of 245 MW. On the first day of the auction, the tariff for the wind farm decreased by 20%.In 2017 coal mining companies produced 106.7 million tons of coal, which showed an increase of 8.3% to the level of 2016.At the same time, the amount of financing for nature protection activities by nature users amounted to 129.6 billion tenge for 2017, which is almost 1.5 times higher than in 2015 (87 billion tenge). As a result of the audit, in order to reduce the administrative burden on the business as part of the inspections conducted, the control and supervisory functions are reduced by 30%.In the field of waste management, the share of recycled waste products was 31%, solid waste - 9%, while this indicator increased by 1.3 times from industrial waste in 2015, and by 5 times in solid waste. It is planned to increase the share of processing of industrial waste to 32% in 2018, and to 11% of solide waste.In 2016, IOM was introduced for cars and their components, in 2017 - for electrical equipment and packaging. During the period of implementation of the IOM (2016-2017), 136.1 thousand tons of waste were collected and processed. “Just like Kyz Zhibek, I myself come from Akzhayik. This part is closest to me among all the national operas. As I grew up in these parts, I know the local traditions. This music is in our blood, these songs are familiar to everyone from a young age. From the age of three, with a handkerchief in my hands, I sang songs that were included in the opera Kyz Zhibek. Birzhan – Sara in the XXI Century Format 14.04.2025
M. Tulebayev’s lyric-dramatic opera to the libretto of K. Jumaliyev was first presented on November 7, 1946, at the Abay Kazakh Opera and Ballet Theatre. Over 72 years, the opera Birzhan – Sara has gained international fame: it was presented in Moscow on December 6, 1958, at the decade of Kazakh art. It was very successful in Berlin and Dresden (1986). Later the libretto was translated into Turkish, and it was performed in Samsun in 2013, as well as in Istanbul, Bursa, Eskisehir and Ankara in 2014. In the same year the Astana Opera Company performed this opera in Russia at the Mariinsky Theatre.Birzhan – Sara is a true treasure of Kazakh opera art. A decision to breathe new life to this national classical masterpiece was made at the capital’s opera house. Phenomenal technologies are used in the performance for the first time: beyond belief, several tons of water will be used onstage. Pictures of the rich Kazakhstani nature are implemented both in rigid sets and in 3D projections. It should also be noted that this production is created in a cinematic way.Sofya Tasmagambetova and Pavel Dragunov began working on the sketches in the fall of 2017. The designers admit that it was not easy to undertake a national production. There is a lot of incuse in this production: all the belts are decorated with intricate patterns, prop masters laboriously worked for at least 3 hours over each detail. There are about 100 such belts. A team of prop masters worked on spears and arrows. A clock made of real wood deserves particular attention. The craftsmen needed carpentry skills to manually make small details. The gramophone has also drawn our attention. It looks very plausible, and even though it does not play, its task is to convey the atmosphere of that time. Artistry in the Highest Sense of the WordThe props have already been transferred to the rehearsal halls, so that the artists can get into characters using everyday objects in various scenes.Not every singer can portray Birzhan, as it is very complex, large, requiring gathering all strength. Laureates of many international competitions Meir Bainesh and Beimbet Tanarykov are preparing to present this role. Charismatic singer Meir Bainesh more than once brilliantly performed this part at the Astana Opera. Beimet Tanarykov performs the role of Birzhan throughout his creative career. The soloist puts meaning into every word, reinforcing them with his gestures and facial expressions. A vocalist’s work on a role is similar to the processing of a rough diamond and turning it into a beautiful gem. On January 1, 2018 we celebrate 25thanniversary of the establishment of diplomatic relations between the Republic of Kazakhstan and the Czech Republic.The quarter of the century has passed under the sign of a strong and steady growth of bilateral interaction in all areas of cooperation. We have established a trustful political dialogue, significantly increased the volume of bilateral trade, expanded the base of bilateral agreements, built up cultural, humanitarian and educational exchanges.The key events which have greatly contributed to the development of bilateral relations include the official visit of the President of the Czech Republic His Excellency Vaclav Klaus to Kazakhstan in 2004, official visit of the President of the Republic of Kazakhstan His Excellency Nursultan Nazarbayev to the Czech Republic in 2012, official visit of the President of the Czech Republic His Excellency Milos Zeman to Kazakhstan in 2014, and the working visit by the Czech leader Milos Zeman to Kazakhstan in 2017 to participate in the opening ceremony of the International Exhibition EXPO-2017 in Astana.The history of diplomatic relations has witnessed the establishment of an active cooperation between the legislative bodies of two countries where the Inter-Parliamentary Kazakhstan-Czech Friendship Group have been playing a major role. To a large extent, the progress in economic dimension have been achieved due to the activities of the Intergovernmental Commission on Economic, Industrial, Scientific and Technical Cooperation, which was established in 2005. The inclusion of Kazakhstan in 2009 into the list of 12 priority trade and economic partners of the Czech Republic contributed to further expansion of ties in the area of trade and investment. A growing inflow of tourists from Kazakhstan to the Czech Republic has served as a live bridge between two countries. The higher educational institutions of the Czech Republic became the centre of attraction for Kazakh students. Since January 1, 2017 all Czech citizens have been granted non-visa regime for 30 days visit to Kazakhstan. The Republic of Kazakhstan and the Czech Republic enjoy constructive cooperation in the international arena and contribute to peace and global security through the mechanisms of the UN, OSCE and other international organizations. The first official visit of the President of the Slovak RepublicHis Excellency Rudolf Schuster to Kazakhstan in November 2001, which resulted in signing of the Declaration on Fundamentals of Relations, has served as an important stage in the process of the development of bilateral cooperation. Further significant impetus to the strengthening of cooperation was given by the official visit of the President of the Republic of Kazakhstan His Excellency Nursultan Nazarbayev to Slovakia inNovember 2007 and the official visit of the President of the Slovak Republic His Excellency Ivan Gasparovic to Kazakhstan in March 2010, and theworking visit of the Slovak leader Ivan Gasparovic to Kazakhstan in December 2010 to participate in the OSCE summit.The parliamentary diplomacy has always greatly contributed to the strengthening of the Kazakh-Slovak relations. Slovakia supports Kazakhstan on EU visa regime liberalization for citizens of Kazakhstan. Since January 1, 2017 all Slovak citizens have been granted non-visa regime for 30 days visit to Kazakhstan. ASTANA, 4 January 2017 – Deputy Minister of Foreign Affairs Yerzhan Ashikbayev discussed the program of Kazakhstan's activity as the chairman of the UN Security Council during the press conference at the Central Communications Service.Ashikbayev noted that during the presidency in the UN Security Council, the Kazakh delegation will continue to implement the seven priorities set by President Nursultan Nazarbayev in his political address to the UN Security Council titled “Kazakhstan's conceptual vision of strengthening global partnership for building a safe, just and prosperous world.”On the first working day, the members of the UN Security Council considered and adopted the Council's Work Program for January, expressed their full support and underlined its eventfulness, content, relevance and balance. The Deputy Minister emphasized that Kazakhstan established the ceremony of raising the flags of new non-permanent members of the Security Council as the practice for the UN Security Council.During the press conference, Ashikbayev drew attention to the forthcoming high-level thematic briefing on the theme “Non-proliferation of weapons of mass destruction: confidence-building measures” chaired by President Nursultan Nazarbayev to be held on January 18. It is expected that UN Secretary-General Antonio Guterres, as well as high-level representatives of the UN Security Council member countries will speak at the event. “The theme of the briefing clearly correlates with the traditional priorities of the Kazakh diplomacy and with the foreign policy initiatives of the Head of State,” the deputy minister said.Another important event during the presidency in the UN Security Council will be the ministerial debate titled “Building a regional partnership in Afghanistan and Central Asia as a model for the interdependence of security and development” with the participation of Foreign Minister Kairat Abdrakhmanov.As for the situation in Afghanistan, Ashikbayev mentioned three main aspects in the solution of the Afghanistan problem, which could serve as a further model for application in other conflict areas: the close relationship between security and development, regional approach to solving various problems and a comprehensive development strategy between the UN structures. He also noted that the solution of the Afghanistan problem is of particular importance for ensuring long-term stability and security for the countries of the region.In January, on a traditional basis, the Council will hold open and closed discussions of the situations in Syria, Libya, the Democratic Republic of the Congo, the Central African Republic, Darfur, West Africa and the Sahel, South Sudan, Mali, Somalia, Cyprus and Colombia under the chairmanship of Kazakhstan. On January 25 there will be quarterly open debates of the UN Security Council at the level of the permanent representatives of the UN member states on the theme “The situation in the Middle East, including the question of Palestine.” It is scheduled to adopt a number of resolutions and presidential statements.The Deputy Minister also spoke about the results of the first year of Kazakhstan's membership in the UN Security Council. The Kazakh delegation contributed to the adoption of 61 resolutions, including 11 co-authorships and 27 statements by the chairman of the Security Council. There were voiced the issues that are in priority for Kazakhstan, including preventive diplomacy and the strengthening of confidence-building measures, non-proliferation, conflict resolution, countering international terrorism, and others. Kazakhstan and the African Union agreed on providing humanitarian help to Somalia 14.04.2025
On January 15, 2018 Ambassador Extraordinary and Plenipotentiary of the Republic of Kazakhstan to the Federal Democratic Republic of Ethiopia – Permanent Representative to the African Union H.E. Mr. Yerlik Ali and African Union Commissioner for Peace and Security H.E. Mr. Smail Chergui signed the Agreement on providing humanitarian assistance to Somalia.Within the context of the Agreement, Kazakhstan allocated 215 thousand dollars US to the Commission of the African Union for providing humanitarian assistance to Somalia. The objectives of the Agreement relate to allocating finances for the implementation of two clean water projects in the Southwest of the country – in regions controlled by the African Union AMISOM peacekeepers.In accordance with the Agreement, the Kazakh side will undertake the inspection visit to Somalia during the second half of 2018 – in order to verify the implementation of the mentioned projects.The decision to provide humanitarian assistance to Somalia through the relevant African Union structures is based on the assumption that social and economic situation in the country are extremely difficult - due to the civil war and the destructive activity of the Al-Shabab terrorist group.The agreement was signed in the framework of policy on providing voluntary contributions by Kazakhstan to international organizations.In addition, the decision to provide humanitarian assistance to Somalia corresponds with the Kazakhstani priorities as a non-permanent member of the UN Security Council, which were formulated in the Address of the President of Kazakhstan N.A.
