On Measures to Ensure Macroeconomic Stability in Order to Improve Conditions for the Development of Small and Micro-Entrepreneurship in Terms of Tax Audits 25.02.2026
On December 17, 2025, the Government of the Republic of Kazakhstan adopted a decision aimed at ensuring macroeconomic stability and mitigating the negative consequences of economic reforms.Thus, starting from January 1, 2026, tax audits concerning tax liabilities for tax periods prior to January 1, 2026, have been discontinued with respect to micro and small business entities, except for scheduled tax audits, counter (cross) tax audits, as well as audits initiated:- on the grounds provided for by criminal procedure legislation;- at the request and pursuant to acts of prosecutorial supervision, by prosecution authorities upon the instruction of the President of the Republic of Kazakhstan and the Prosecutor General of the Republic of Kazakhstan or in coordination with them;- for the purpose of determining settlements between a taxpayer and its debtors;- for the execution of an order to suspend cash expenditure transactions;- in respect of subsoil users;- in cases of submission of an application and/or request provided for by tax legislation requiring a tax audit;- on issues set out in a taxpayer’s complaint against a notice of tax audit results;- in cases of submission of additional tax reporting and withdrawal of tax reporting for tax periods prior to January 1, 2026, after December 17, 2025;- on issues related to confirmation of violations identified as a result of desk (cameral) control. Regional Meeting on Constitutional Reforms Held 25.02.2026
Today, a regional meeting on constitutional reforms was held at the Ruhaniyat Center, chaired by Deputy Akim of the district Dias Moldabayev.During the meeting, the main directions of the draft new Constitution proposed within the framework of the national referendum scheduled for March 15, 2026, were discussed.“As you know, on February 11 the Head of State signed the Decree on holding a national referendum on March 15, 2026. The following day, the draft of the new Constitution of the Kazakhstan was officially published in the mass media. The core of the new Constitution is focused on education and science, culture and innovation. Currency Legislation: control for the sake of economic security 25.02.2026
The legal framework for currency regulation in the Republic of Kazakhstan is established by the Law of the Republic of Kazakhstan "On currency regulation and currency control" (Law of the RK No. 167-VI, dated July 2, 2018).Since January 1, 2024, the functions of currency control have been delegated to the National Bank of the Republic of Kazakhstan and the State Revenue Committee of the Ministry of Finance, acting within their respective jurisdictions.The currency control authorities are responsible for monitoring the fulfillment of obligations under export-import contracts, overseeing the repatriation of foreign exchange earnings, and verifying compliance with registration and reporting procedures for foreign exchange agreements. Liability for violations:Administrative liability is governed by the Code of the Republic of Kazakhstan on Administrative Offenses (No. 235-V, dated July 5, 2014):- Article 251: "Failure to comply with repatriation requirements for national and/or foreign currency" establishes liability for the delayed or incomplete receipt of funds resulting from export operations.- Article 244: "Violation of the procedure for obtaining accounting numbers for currency agreements or foreign bank accounts, and the submission of related information, documents, and reports" provides for liability regarding non-compliance with registration requirements and reporting mandates.In practice, the most frequent violations include the untimely repatriation of export earnings, the failure to obtain an accounting number for a currency agreement, and violation of deadlines for submitting mandatory summaries.Applying administrative measures is designed to ensure the transparency of cross-border transactions, strengthen financial discipline, and protect the state's economic interests.Prevention first:Currency control authorities primarily focus on preventing offenses by conducting \ outreach and providing explanatory guidance to participants of foreign economic activity. 5G is coming to the regions Tele2/Altel will build 24 base stations 5G in the Kostanay region 25.02.2026
MT-S, the operator of the Tele2 and Altel brands, and the Akimat of the Kostanay region have signed a memorandum of strategic partnership to develop the region's telecommunications infrastructure. This agreement promises to significantly improve access to high-speed 5G internet for residents of Kostanay and remote areas, turning the region into a true digital hub.In 2026, Tele2/Altel intends to launch 24 new 5G base stations and at least 40 new LTE+ sites in Kostanay and the region, while also upgrading 25 existing stations in the city and districts. The total number of base stations will increase to 400 by the end of the year, 74 of which will support 5G technologies. Eight settlements will receive high-speed internet access as part of the regional broadband project."This year is dedicated to digitalization and artificial intelligence," noted Kumar Aksakalov, Akim of the Kostanay region. "This is practical work that is contributing to the development of the region's economy and improving the quality of life for residents of our region. I would like to point out that our IT sector is developing quite rapidly. For example, by the end of 2025, we will have approximately 340 companies working in this field. A joint meeting of the Kostanay Region Akimat and the Police Department took place. The main topic of the expanded session was the programs "Law and Order" and "Taza Kazakhstan" being implemented in the country.On November 5, 2025, the basic principles, values, and directions of the internal policy of the Republic of Kazakhstan were approved. The documents "Law and Order" and "Taza Kazakhstan" are defined as fundamental principles on the path to building a Just Kazakhstan. These principles will also be enshrined at the constitutional level in the draft of the new Constitution."On the initiative of the Head of State, the principle of 'Law and Order' is being implemented step by step in the region. Over the past five years, the crime rate has decreased by 40%. The number of crimes committed in public places and on the streets has halved. As part of digitalization security, the system of Operational Management Centers is actively developing. In 2025, these systems helped identify about 63 thousand offenses and solve more than 370 crimes. Over the past five years, the number of surveillance cameras in the region has increased from 3.3 thousand to 46.9 thousand," noted the Akim of Kostanay Region, Kumar Aksakalov.The principle of careful attitude towards nature and responsibility for it, enshrined in the draft of the new Constitution, directly resonates with the "Taza Kazakhstan" program.Since 2024, large-scale work has been carried out in the region to improve settlements, enhance architectural appearance, restore and rehabilitate abandoned buildings and industrial premises, clean up territories, implement landscaping, lighting, and environmental education of the population.Last year, in the region, major repairs were carried out on 108 apartment buildings, 80 parks and squares were improved, 144 thousand green plantings were planted, 164 children's and sports grounds were installed, as well as more than 6 thousand lighting poles."The sustainable growth of the region's economy contributes to the effective implementation of the 'Taza Kazakhstan' initiative. By the end of 2025, the region's economic growth is expected to be at least 8%, which is higher than the national average (6.5%). Funding for the road sector increases annually. Last year, 103 billion tenge was allocated, which is 40% more than in 2024 and 2.6 times more compared to 2022. 1,300 kilometers of highways, more than 400 streets in 103 settlements of the region, and about 81 access roads to rural settlements were repaired. The practice of auditing by bodies of equal status complies with international standards and is widely used in global auditing practice.The purpose of this audit is to assess the reliability of the financial statements of the Chamber of Accounts of Azerbaijan in accordance with international accounting and auditing standards.The audit procedures included:a preliminary analysis of the regulatory framework and financial documentation;assessment of the internal control system;checking the completeness and reliability of financial statements;interviews with responsible officials.The field stage of the audit took place from 17 to 20 February 2026 in Baku. В рамках реализации областного проекта Медкласс «Шаг в медицину» , согласно плана районного отдела образования Осакаровского района на базе КГУ «Опорная школа (ресурсный центр) №12» отдела образования Осакаровского района управления образования Карагандинской области 20 февраля 2026 года прошла интелектуальная квест-игра среди школ района, где приняли участие школа им.А.Бөкейхана, им.А.Байтурсынова, им.Сатпаева, им.Абая и гимназия №9. Мероприятие было направлено на расширение знаний в области медицины. Участники 9-11 классов продемонстрировали отличную теоретическую подготовку, логическое мышление и умение работать в команде. Ребята отвечали на вопросы о строении организма человека, разгадывали клинические ситуации, определяли возможные заболевания по симптомам и объясняли функции крови, сердца и дыхательной системы. The UAPF is a key element of Kazakhstan's pension system, ensuring the reliability and transparency of pension savings. Its primary objective is to accumulate citizens' pension savings and ensure their future benefits. The Fund's services help citizens not only accumulate the necessary funds for a decent retirement but also actively participate in financial planning for their future. The UAPF provides various digital services to Kazakhstanis and continues to develop them, adapting to client needs. The 24/7 availability of the Fund's services on its website and mobile app is a key factor in increasing contributor interest.From January 1, 2026, to January 31, 2026, the Fund provided 10.8 million services to the population. Of these, 2.7 million were provided electronically, and 7.9 million were automated. Thus, the share of services provided in automated, electronic, and remote formats amounted to 99.2% of the total. A total of 80,500 services were provided in person, including 78,500 directly at the Fund's offices.As a reminder, all pension accounts are opened automatically in the UAPF upon receipt of the first contribution. Targeted requirements are also automatically calculated for citizens of the Republic of Kazakhstan under 18 years of age, and target savings accounts (TSA) are opened to record and pay out target savings to adult recipients of target savings under the "National Fund for Children" program.During the reporting period, the total number of individual pension savings accounts (IPSA) opened automatically for all types of individual pension contributions, as well as notional pension savings accounts (NPSA) for recording employer’s compulsory pension contributions (ECPC) transferred by the employer from their own funds, and target savings accounts (TSA) opened to record and pay out target savings to recipients of target savings under the "National Fund for Children" program, amounted to 414,500.Receiving statements from the IPSA, NPSA, and TSA remains the most popular service. Since the beginning of the year, 3.1 million statements have been issued for all types of accounts, 2.5 million of which were electronic and 515,900 were automatically issued. UAPF reminds that receiving account information through your personal account is the most convenient, reliable, and efficient way to monitor your pension savings. The service operates online 24/7, allowing you to receive up-to-date information at any time and from anywhere. Account information is available not only through the UAPF mobile app and your personal account on the UAPF website, but also through the egov.kz portal or the e-government mobile app. This provides additional convenience for users who prefer to interact with government services through a unified platform. UAPF notes that, starting in 2025, the annual automatic mailing of statements will no longer be provided. However, receiving information on the status of pension savings by mail remains possible by submitting a request to the UAPF address.In addition to receiving statements in their personal account on the website and in the mobile app, contributors (beneficiaries) can use services such as making changes and additions to their details, obtaining a certificate of account availability, submitting an application for pension benefits due to the establishment of a Group 1 or 2 disability for life or upon reaching the age of 50 through voluntary pension contributions, tracking the status of a benefit application, transferring a portion of pension savings to an investment portfolio manager (IPM), calculating a projected future pension using a pension calculator, etc. Over the past month, 9,500 contributor applications for the transfer of a portion of their pension savings to IPM trust management were accepted, the majority of which were submitted electronically. 10,500 applications for account details changes were received in January 2026, 10,000 of which were submitted at the Fund's offices.When requesting a service from UAPF specialists, contributors typically receive additional consultations and advice on savings management. As part of outreach efforts, 4,500 on-site presentations were held, attended by 97,700 people. На одном из заседаний Проектного офиса по вопросам внедрения Налогового кодекса поднимались вопросы корректировки НДС на 80 процентов, относимого в зачет, по продукции, являющейся результатом переработки сельскохозяйственного сырья, в соответствии с подпунктом 7) пункта 2 и пунктом 5 статьи 484 Налогового кодекса.Министерство национальной экономики сообщает, что с учетом положений Закона Республики Казахстан «О государственном регулировании развития агропромышленного комплекса и сельских территорий» от 8 июля 2005 года №66 в случае экспорта продукции, являющейся результатом переработки сельскохозяйственного сырья, указанная корректировка не применяется.Например, при экспорте муки возврат НДС осуществляется в общеустановленном порядке в полном объеме при соблюдении требований налогового законодательства, поскольку мука относится к продукции переработки.Таким образом, положения нового Налогового кодекса сохраняют ранее действовавший порядок налогообложения продукции переработки.Source : https://www.gov.kz/memleket/entities/economy/press/news/details/1168185?lang=kk
