Citizen registration procedure at place of residence changes in Kazakhstan 18.11.2025
As of November 24 2025, changes to the procedure for citizen registration at their place of residence will come into effect. This service can be requested online through the eGov.kz or the eGov Mobile app.Users will need a digital signature (DS) and a number associated with their account (MCD) to complete the online registration at the place of residence. The procedure is fully automated and conducted online, which significantly reduces the time required to obtain the service. Users also have the option to access the service online at self-service areas within the Citizen Service Centers.The service is available to the following categories of citizens:citizens of the Republic of Kazakhstan, including property owners;guardians or legal representatives of persons over 18 years of age who have been declared legally incapacitated or partially incapacitated by a court;parents or legal representatives of children aged 14 to 16.Children under 14 years of age are not subject to registration at the place of residence. In accordance with Article 16 of the Civil Code of the Republic of Kazakhstan, the place of residence of children under fourteen years of age is considered to be the place of residence of their parents or legal representatives.The registration of children aged 14 to 16 is carried out by their parents or legal representatives. Guardians of persons over 18 who have been declared legally incapacitated by a court can also register their wards at a new place of residence through the eGov.kz portal.In addition, the updates also affected citizens living in government rental housing. 15th Anniversary of the National Guard Faculty at the National Defense University 18.11.2025
The National Guard Faculty of the Republic of Kazakhstan continues to strengthen its position as a key center for training specialists at the operational-tactical level. Established by a Government Resolution dated November 17, 2010, the faculty trains officers in five qualifications in the field of National Guard management and contributes to the development of the scientific and pedagogical potential of the troops.During his visit to the faculty, the Deputy Minister of Internal Affairs — Commander-in-Chief of the National Guard, Major General Ansagan Baltabekov, emphasized the importance of enhancing the personnel potential, highlighting the need to train officers with academic degrees for the forces of law and order. In 2025, the faculty marks the 15th anniversary of its activity at the National Defense University, a significant milestone in the history of military education in the country.The faculty consists of two departments — Operational Art and Tactics, and Support of Service and Combat Activities. The faculty conducts educational, methodological, and scientific work; maintains combat and mobilization readiness; and develops educational programs that take into account modern security challenges.Three times a year, advanced training courses are held here for National Guard officers. Since 2014, 385 servicemen have completed training in various areas, including officers of the Main Command, regional commands, special-purpose units, logistics, technical, and armament services.The faculty’s personnel actively participate in public, sports, and cultural events, consistently winning prizes at university-, city-, and service-level competitions.Based on the results of the 2024–2025 academic period, the following were recognized as the best:Best Methodologist — Associate Professor of the Department of Operational Art and Tactics, Colonel Shalkar Mynbayev;Best Instructor — Senior Instructor of the Department of Support of Service and Combat Activities, Colonel Talgat Sarsebayev.Among the master’s students, high ratings were achieved by Lieutenant Colonels Nurbek Karabalin, Maksut Zhusupbekov, Dauren Akhmetbekov, and Major Damir Izembayev.Thanks to the joint efforts of representatives of the Armed Forces of the Republic of Kazakhstan, the scientific community of military scholars is actively developing within the National Defense University. ENU and Akimat of Astana are expanding innovative partnership 17.11.2025
A meeting was held at The L.N. Gumilyov Eurasian National University between ENU scientists and representatives of the Akimat of Astana. The main purpose of the meeting is to present scientific projects developed by the university and discuss the possibilities of their joint implementation with city structures.During the event, ENU’s leading scientists presented the results of their research and proposals in the fields of investment, economics, digitalization, energy, culture, language, education, religion, transport, housing and communal services, construction and ecology. Their reports were aimed at socio-economic development and included innovative solutions to pressing problems.Special attention was drawn to such projects as:"Monitoring the Food Security of Regions, Cities, Districts and Settlements Using Artificial Intelligence Methods"; "Financial Mechanisms for the Sustainable Development of Astana: ESG Direction"; "Religion, Memory and Rehabilitation: a Three-Pronged Scientific and Practical Initiative for Astana city"; "Digitalization of the Meat Supply Chain", etc.Vice Rector for Science and Commercialization Zhanna Kurmangaliyeva stressed the need to strengthen cooperation between the university and the Akimat:"Science and technology is a strategically important issue for all states. In this regard, we must develop cooperation between science, business and production. Last year, amendments to the Law of the Republic of Kazakhstan “On Science and Technology Policy” provided the executive authorities with the opportunity to set a budget for research and development. One of the key directions of our development program is effective cooperation with Akimat of Astana. We are confident that thanks to this, the city's infrastructure will be able to get concrete results from the developments of our scientists. Discussions on Enhancing Further Cooperation with the Turkic Investment Fund Held at the Kazakh Foreign Ministry 17.11.2025
Astana, November 17, 2025 – Minister of Foreign Affairs of the Republic of Kazakhstan Yermek Kosherbayev held a meeting with President of the Turkic Investment Fund (TIF) Bagdad Amreyev.During the talks, the parties discussed issues of cooperation within the framework of the Fund and the outcomes of the 12th Summit of the Organization of Turkic States, held on 7 October in Gabala.Minister Kosherbayev emphasized that Kazakhstan attaches great importance to the development of the Fund, which is expected to become a key element of economic cooperation in the Turkic and Islamic world.In turn, TIF President Amreyev reported on the current activities aimed at completing the institutionalization process and forming the Fund’s project portfolio.During the negotiations, the sides also exchanged views on relevant economic issues and the prospects for TIF’s cooperation with other international institutions. In particular, they discussed opportunities for interaction with Islamic finance institutions operating within the OIC framework – the Islamic Development Bank and the Islamic Organization for Food Security.The Turkic Investment Fund was established on 11 November 2022 at the 9th OTS Summit. The members of the Fund are Azerbaijan, Hungary, Kazakhstan, Kyrgyzstan, Türkiye, and Uzbekistan.
