Article 1 of the new draft Constitution is a fundamental norm that defines the essence and direction of the state. This article clearly states that the Republic of Kazakhstan is a democratic, secular, legal and social state. These principles represent the basic principles of the country's development. A democratic state is a system that recognizes the supremacy of popular power. A secular state is a structure in which the functions of religion and the state are separated, and freedom of conscience is ensured. A constitutional state is an environment in which the rule of law is established and the requirements common to all are fairly observed. A welfare state is a state that pursues policies aimed at improving the well-being of citizens and ensuring social equality. The most important point of the article is the recognition that the highest value of the state is the person and his life, rights and freedoms. This principle means that all state decisions, laws and reforms must be made in the interests of the person. That is, the state serves the person, and the rights and life of the person are above any political or economic interests. Thus, Article 1 not only defines the constitutional basis of the country, but also sets the direction of the entire legal system. Recognition of the person as the highest value is the main condition for the formation of a just, stable and civilized society.

The new draft Constitution defines human honor and dignity as the highest value. Article 20, paragraph 1, clearly states that human honor and dignity are inviolable and shall be protected by law. This norm is aimed at protecting the personal honor and personal integrity of every citizen at the state level. Human dignity is not just a moral concept, it is a value that has a legal guarantee. That is, no person, no body has the right to insult a person's honor and degrade his dignity. The law does not allow violations of this right and provides specific mechanisms for its protection. Furthermore, no one may be subjected to torture, inhuman or degrading treatment or punishment. This principle implies that the state upholds respect for the individual, justice, and the rule of law. These norms serve to strengthen mutual respect in society and ensure the safety of citizens. Protection of human dignity is the main sign of a civilized, legal state and the basis for the formation of a just society.

This provision in the new draft Constitution establishes human rights and freedoms as the highest value of the state. The main idea here is clear: the state should serve people first and foremost. Rights and freedoms are inherent to everyone and cannot be taken away from them by anyone. This means that rights are not a gift from power, but a value inherent in the natural nature of man. Therefore, all laws and state decisions must be made in accordance with this principle. Citizenship carries with it certain rights and responsibilities. The legal relationship between a citizen and the state is based on mutual responsibility. At the same time, the rights of foreign citizens and stateless persons are also protected in cases provided for by law. This is a manifestation of legal equality and justice. One of the important principles is that the exercise of each person's rights should not harm the rights of others. Freedom goes hand in hand with responsibility. Maintaining public order, moral values, and constitutional foundations is a common duty for all. If a state body or official commits an illegal act and causes harm to a citizen, the state shall compensate for the harm. This norm clarifies the responsibility of the authorities and increases the level of legal protection of citizens. In general, these provisions are aimed at strengthening the principle of the rule of law and establishing the relationship between man and the state on the basis of justice and legality.
CONSTITUTION OF THE REPUBLIC OF KAZAKHSTAN: HOW ARE FAMILY VALUES PROTECTED? 18.02.2026
The sustainable development of society and the future of the nation depend primarily on the strength of the family institution. Therefore, the new constitutional amendments pay special attention to the issues of marriage, family, motherhood, fatherhood, and children, and define specific legal mechanisms for their state protection. Article 30, paragraph 1 of the Constitution clearly states that “Marriage and family, mother, father and child shall be under the protection of the state.” This norm establishes the protection of family values as a priority direction of state policy. According to the Constitution, marriage is a voluntary and equal union of a man and a woman, registered in accordance with the law. Such a legal definition allows us to preserve the traditional family model in society and protect the rights of family members. State protection is implemented through specific mechanisms. In particular: – social benefits and payments; – mother and child support programs; – guarantees in the field of education and healthcare. Thus, the state views improving family well-being not only as a social task, but also as an important part of national security and demographic policy. In addition, the Constitution clarifies not only the right but also the duty of parents to care for and educate their children. This principle is aimed at creating conditions for the all-round development of the child, ensuring his safety, and protecting his rights. The establishment of the obligation of adult able-bodied children to care for their disabled parents is a manifestation of the legal strengthening of mutual responsibility and respect within the family. In conclusion, the norms related to the family in the new Constitution are clear evidence of a systematic policy aimed at ensuring social stability, preserving national values, and building a strong society.

Today, at the Akai village cultural center, members of the Committee on Agrarian Issues, Nature Management and Rural Development of the Senate of the Parliament of the Republic of Kazakhstan held a public meeting titled “A People’s Constitution for a Fair and Progressive Kazakhstan.”The meeting was attended by the Deputy Akim of the region K. Nurtay, Chairman of the District Maslikhat A. Koshalakov, Deputy Akim of the district Sh. Министерство национальной экономики РК утвердило приказ, направленный на оптимизацию управления кадровыми ресурсами в подведомственных организациях государственного сектора.Документ предусматривает сокращение вакантных штатных единиц, которые не были заняты более шести месяцев, с одновременной корректировкой фонда оплаты труда.При этом нормы не распространяются на должности первых руководителей, сезонных работников, уникальные производственные и узкоспециализированные профессии, такие как специалисты по ядерной физике, высокотехнологичному оборудованию или редким инженерным направлениям, без которых невозможно функционирование организаций, а также на случаи сохранения рабочих мест в соответствии с трудовым законодательством.В рамках изменений установлен порядок внесения корректировок в планы развития организаций. При выявлении длительных вакансий исполнительный орган обязан представить уточненный план развития с обоснованием предлагаемых изменений, включая сведения о сокращении вакантных единиц и фонда оплаты труда. The Ministry of Finance of the Republic of Kazakhstan has approved Rules allowing micro and small business entities to have penalties and fines written off, provided they repay the principal amount of their tax arrears 18.02.2026

Riyadh, February 17, 2026 – Minister of Foreign Affairs of the Republic of Kazakhstan Yermek Kosherbayev paid an official visit to the Kingdom of Saudi Arabia.The delegation also included Chairman of the Management Board of Samruk-Kazyna JSC Nurlan Zhakupov, Minister of Energy of Kazakhstan Yerlan Akkenzhenov, and representatives of state agencies and quasi-state entities.The central event of the visit was the talks with the Kingdom’s Foreign Minister, Prince Faisal bin Farhan Al Saud. The parties conducted a substantive review of the current state and prospects for the development of the Kazakh-Saudi partnership, giving priority attention to strengthening political dialogue, expanding trade, economic and investment cooperation, as well as deepening cultural and humanitarian ties.The foreign ministers noted the positive dynamics of bilateral relations based on the principles of mutual respect, trust and strategic complementarity. They confirmed their commitment to further improving the contractual and legal framework and filling cooperation with specific mutually beneficial projects.An in-depth exchange of views took place on pressing issues of the regional and global agenda. The importance of coordinating efforts within international frameworks, including the UN, OIC, CICA, as well as the OPEC+ format was noted. An agreement was reached to continue close interagency cooperation and coordinate approaches on key international issues.“Kazakhstan considers Saudi Arabia as a close and reliable partner in the Middle East and the Arab world. The Draft of new Constitution of Kazakhstan was presented in the Parliament of North Macedonia 18.02.2026
Skopje, February 16, 2026 – Ambassador of Kazakhstan Satybaldy Burshakov gave a presentation on the new Constitution of Kazakhstan at a meeting with members of the Parliamentary Group of North Macedonia for Cooperation with the Republic of Kazakhstan, headed by Chairperson Nikola Konjanovski.Ambassador Burshakov informed the members about the national referendum on the adoption of the draft new Constitution, scheduled for March 15 of this year in Kazakhstan. The draft provides for further democratization and modernization of the political system, the redistribution of a number of powers from the President to the Parliament, and the strengthening of the role of local representative bodies.The Kazakh diplomat emphasized that the proposed constitutional amendments mark the final stage of the transition from a super-presidential model to a presidential republic with an influential parliament. The Ambassador noted that the new Constitution is designed to improve the system of checks and balances by delineating powers between the branches of government according to the formula: "A Strong President – An Influential Parliament – An Accountable Government."Burshakov noted that the key goal of revising the Fundamental Law is to adapt public administration to the challenges of the modern world, including digital transformation and global instability. At the heart of the reform, the Ambassador stressed, is strengthening the protection of citizens' rights and freedoms, enshrining guarantees of privacy, personal data security, and the transition from a resource-based development model to an economy based on human capital, science, and innovation.During the meeting, the parties also discussed prospects for the development of bilateral inter-parliamentary cooperation and exchanged views on current international agenda items of mutual interest.Furthermore, the Ambassador of Kazakhstan provided the parliamentarians of North Macedonia with detailed information about the decision of the Republic of Kazakhstan to become a founding member state of the Council of Peace and its accession to the Abraham Accords.At the end of the meeting, Ambassador Burshakov answered questions from the deputies, who showed great interest in the comprehensive modernization of Kazakhstan's political system.
