The event was attended by the university's faculty and students, who discussed the meaning and significance of the new norms in the Constitution. The meeting was chaired by PhD, Associate Professor Gulzada Shinet. In her speech, she noted that the definition of human capital in the Constitution as a strategic direction of the state marks a new stage in the development of society. "At the present stage, the main resource of the economy is not natural wealth, but educated and qualified people. The fact that the Constitution gives priority to education and science, as well as professional competence, indicates that the state adheres to a long-term development strategy," he said. At the meeting, PhD, senior lecturer Mira Bekebayeva focused on the impact of new norms on the labor market. According to her, prioritizing human capital will be the basis for qualitative changes in labor relations. "Competitiveness is now measured not only by the volume of production, but also by the professional level of a specialist. Therefore, investing in education is a guarantee of the country's sustainable economic development," he said. Candidate of Legal Sciences, senior lecturer Nurzhan Zhaksylykov explained the direct connection between the legal norms in the Constitution and the daily lives of citizens. — Constitutional amendments are not an abstract concept. A citizen's access to education, professional development, and the ability to protect their rights are determined within the framework of this document. Therefore, a deep understanding of the new norms is important for every citizen, - said N. Zhaksylykov. "The principle of social justice has been strengthened": The New Constitution was explained in Shymkent 17.02.2026
Information and explanatory work continues in Shymkent to explain the content of the New Constitution. In this regard, Alfarabi Mynbay, Deputy Chairman of the city branch of the "Auyl" party, held a meeting with the labor collective of "Rakhat-Shymkent" LLP. During the meeting, the speaker compared the main changes in the current Constitution and the updated version, explaining the essence and significance of the reform through specific examples. According to Alfarabi Mynbay, one of the main features of the New Constitution is the increased opportunity for citizens to directly participate in the decision-making process. — The Constitution is the cornerstone of the state's development. The updated Constitution is a concrete response to the people's demands. It has raised the relationship between the state and society to a new level. The role of the referendum institution has increased, which means that the mechanism for each citizen to influence the future of the country has strengthened, he said. It was also noted that the Constitution clearly states that land and natural resources belong to the people. According to the Speaker, this norm will establish the principle of fair distribution of national wealth and serve as a basis for strengthening social justice. The meeting also focused on the establishment of the Constitutional Court. As mentioned, citizens will now have the opportunity to directly appeal to the Constitutional Court if they believe their rights have been violated. This will strengthen the concrete mechanisms of the rule of law. The new Constitution also strengthens the principle of balance between the branches of power. The role of Parliament has increased, and some of the deputies of the Majilis will be elected through single-mandate districts. This will strengthen the connection between the people and the deputies and allow for open discussion of regional issues. During the meeting, factory workers asked a number of questions regarding labor rights protection, social guarantees, and the local government system. The Speaker answered each question comprehensively, emphasizing that the norms of the New Constitution are directly related to the daily lives of citizens. — The new Constitution is not just a legal document, it is the fundamental law that affects the quality of life of every citizen. Measles cases are on the rise in Almaty: children are at the highest risk. 17.02.2026
*482 cases of measles have been registered in Almaty since the beginning of 2026* The measles epidemiological situation in Almaty remains unstable, and the majority of cases are unvaccinated children. Asel Kalykova, Deputy Head of the Almaty Department of Sanitary and Epidemiological Control, spoke about the current epidemiological situation and preventive measures at a press conference at the Regional Communications Service. According to her, the increase in cases began in November 2025, when 30 cases were registered, and by December, their number had increased to 142. Since the beginning of 2026, the increase has continued, and to date, 482 confirmed cases of measles have been recorded. "We see that the vast majority of those infected are children who have not been vaccinated against measles. This directly impacts the spread of the infection and the development of outbreaks. This is why the issue of vaccination is especially pressing today," noted Asel Kalykova. Of the total number of confirmed cases, 451 are children under 14 years of age, which is 93.5%. Adolescents make up 0.4%, and adults - 6.01%. The incidence rate per 100,000 population reached 19.8. The highest number of cases was registered in the Alatau district - 197, Nauryzbay - 110, Bostandyk - 45, Auezov - 39, Almaly - 32, Turksib - 24, Zhetysu - 20, and Medeu - 15 cases. "Among those infected, 87.9% were not vaccinated against measles. The main reasons are vaccination refusal, medical contraindications, and not reaching the vaccination age. These factors create a vulnerable population group," the speaker emphasized. Thirty-four cases of measles were registered among vaccinated individuals, 33 of whom had incomplete vaccination courses and only one who was fully vaccinated. The largest proportion of cases were among children aged 1 to 4 years and infants under one year. By age group, the disease was most frequently detected among children from unorganized settings (72.1%), followed by children from organized settings, schoolchildren, military personnel, unemployed adults, and students. Anti-epidemic measures have been implemented in all infection foci. 4,154 contacts have been identified and are being monitored during the incubation period. 706 contacts have been vaccinated against measles, rubella, and mumps according to epidemic indications. Filters have been introduced in kindergartens and schools, classroom learning has been temporarily suspended, mass gatherings have been restricted, and unvaccinated contacts of children have been separated. "Vaccination remains the only effective way to protect against measles and its complications. Each dose of the vaccine strengthens the child's immunity and reduces the risk of severe illness. We urge parents to be responsible about vaccinations," said Asel Kalykova. In Almaty, catch-up immunization of children under 18 who have not previously been vaccinated against measles continues. Additional vaccinations are also being administered to children aged 6 to 10 months and 29 days. From December 2025 to February 2026, 1,720 infants were covered, representing 16.1% of those eligible. Since the beginning of the year, 4,200 children and adolescents have been vaccinated against measles. Routine vaccinations are administered twice—at 1 year and 6 years of age—at vaccination clinics in local outpatient clinics. Experts emphasize that adherence to the vaccination schedule helps develop stable post-vaccination immunity and prevent further spread of infection.

Price Controls on Socially Significant Food Products Strengthened in Karaganda Region 17.02.2026
Since the beginning of 2026, the Department of Trade and Consumer Rights Protection of the Karaganda region has intensified its work to prevent unjustified price increases for socially significant food products. Due to the expansion of the list of socially significant goods, explanatory events have been conducted for businesses. Control is carried out with an emphasis on prevention and prompt suppression of exceeding the 15% trade markup. Since the beginning of the year, 15 entrepreneurs have been held accountable under Article 204-4 of the Administrative Offences Code of the Republic of Kazakhstan: 6 wholesale suppliers, 4 supermarkets, and 5 convenience stores. The total amount of fines amounted to 934 thousand tenge. Violations were established during the sale of milk, rice, chicken meat, sunflower oil, eggs, flour, salt, as well as for newly included apples, cucumbers, and tomatoes. Additionally, 2 cases of violations under Article 193, Part 4 of the Administrative Offences Code of the Republic of Kazakhstan (non-compliance of price tags) were identified. Thus, one entrepreneur was selling buckwheat groats for 370 tenge with a purchase price of 294 tenge. The trade markup amounted to 26%, which exceeds the established norm. Another supplier purchased cabbage for 100 tenge per kilogram and sold it to retail chains for 135 tenge. The trade markup reached 35%. As a result of the work carried out, the price was reduced both by the wholesale supplier and in the retail chains. Furthermore, among the goods included in the list of socially significant food products (SSFP), violations have been identified since the beginning of the year for items such as cucumbers, tomatoes, and apples. In particular, one entrepreneur purchased apples for 300 tenge per kilogram and sold them to retail chains for 710 tenge. The trade markup amounted to 136%. All identified cases have resulted in the enterprises being held administratively liable. As a result of the measures taken, the final prices for consumers were reduced. In addition, the measures taken have helped stabilize the price situation. For a number of items, a decrease compared to the previously established level has been recorded since the beginning of the year: rice - 93.1%, chicken - 92.0%, milk - 98.8%, apples - 98.3%, salt - 92.2%. Monitoring of wholesale and retail prices, as well as analysis of electronic invoices, continues on an ongoing basis.
