Today, a series of working meetings were held as part of the adjustment of the Kostanay City Master Plan.Jointly with representatives of "NIPI Astanagenplan" LLP, the organization responsible for developing the main urban planning document of the regional center, an on-site inspection of the city territory was conducted. During the visit, objects requiring key decisions and comprehensive elaboration, including transport infrastructure facilities, were inspected.Following the site visit, an expanded meeting was held with the participation of mass media, developers, business representatives, public utilities, and government agencies. The meeting focused on key issues regarding the further development of the city.This format of work will be maintained on a regular basis. Interagency Cooperation on Compliance with the Law 17.07.2026
A joint operational meeting with the Almaty City Prosecutor’s Office was held at the State Revenue Department for Almaty.As part of the agenda, the participants reviewed the results of an analysis of judicial practice in administrative cases concerning challenges to decisions ordering tax audits and the results of such audits for the period of 2024–2025 and the first half of 2026.The meeting was attended by representatives of the Almaty City Prosecutor’s Office, as well as the management and employees of the Department’s Legal Department, Audit Department, and Indirect Tax Administration Department.Following the meeting, specific measures were identified to improve the quality of tax administration and ensure strict compliance with procedural deadlines. Taraz Hosts Regional Investment Headquarters Meeting with Domestic and Foreign Investors 17.07.2026
Deputy Minister of Foreign Affairs of the Republic of Kazakhstan Alibek Kuantyrov took part in a meeting of the Regional Investment Headquarters, attended by domestic and foreign investors.Opening the meeting, A.Kuantyrov noted that regional investment council, as instructed by the President of the Republic of Kazakhstan, should become an effective platform for promptly resolving investor issues, including through "manual control." The government's strategic goal is to increase the national economy to $450 billion by 2029 and attract at least $150 billion in foreign direct investment."We see that the region is actively transitioning from implementing individual investment projects to the systemic development of entire economic sectors. New production chains with high added value are being formed, conditions are being created for the deep processing of raw materials and the development of export-oriented industries," – noted Alibek Kuantyrov.From 2023 to 2025, 56 investment projects totaling 241.5 billion tenge were commissioned in the region, creating approximately 2,000 jobs. Today, the region's investment portfolio includes 116 projects worth 5.6 trillion tenge, creating approximately 20,000 jobs — primarily in industry, agriculture, and energy.As part of the trip, A. Tax clarifications for rotated government employees 17.07.2026

Deregistration as a Value Added Tax (VAT) payer 17.07.2026
A taxpayer shall be deregistered as a value-added tax (VAT) payer in the following cases:upon transition from the general taxation regime to a special tax regime;upon termination of activities or liquidation of the taxpayer.When transitioning from the general taxation regime to a special tax regime, the taxpayer shall, simultaneously with the notification on the applied taxation regime submitted in accordance with the legislation of the Republic of Kazakhstan on permits and notifications, submit a liquidation tax return for the tax to the tax authority.A taxpayer shall be removed from VAT registration in the following cases:upon termination of activities or liquidation of the taxpayer, except where such termination or liquidation is due to bankruptcy — from the date of submission of the application (tax application) for termination of activities to the relevant registration authority;upon termination of activities or liquidation of the taxpayer due to bankruptcy — from the date of deregistration of the individual entrepreneur or removal of the legal entity from the taxpayer registration registers;upon termination of activities or liquidation of the taxpayer due to a court decision that has entered into legal force declaring the registration of the individual entrepreneur or legal entity invalid — from the date of the taxpayer's VAT registration;upon reorganization of legal entities through merger or accession — from the date of submission of the liquidation tax return and the transfer deed;upon reorganization of a legal entity through division — from the date of submission of the liquidation tax return and the division balance sheet;upon the death of an individual registered as an individual entrepreneur — from the date of removal from the taxpayer database;upon transition from the general taxation regime to a special tax regime — from the effective date of application of the special tax regime.These provisions shall not apply to taxpayers subject to conditional VAT registration. Amnesty 2026: What Tax and Customs Fines Will Be Forgiven 17.07.2026
On July 1, 2026, the Head of State signed the Law "On Amnesty in Connection with the Adoption of the New Constitution of the Republic of Kazakhstan," which entered into force on July 2. The law provides for a large-scale exemption from a number of administrative fines by state bodies, including cases handled by state revenue bodies.The amnesty applies to individuals who are citizens of the Republic of Kazakhstan, individual entrepreneurs, and individuals engaged in private practice.To be eligible for a fine waiver, three conditions must be met: the fine was imposed by a state revenue authority (not a court), the fine was not paid in full or in part as of July 2, 2026, and the violation is not included in the list of exceptions established by law.The amnesty includes certain violations related to registration with tax authorities, the use of special tax regimes, late submission of tax reports, the use of cash registers, and most administrative violations in the field of customs legislation.Legal entities, officials, foreigners, and stateless persons are not subject to amnesty.In addition, the amnesty does not apply to fines imposed by a court, as well as to violations related to concealing tax objects, evading taxes, underestimating tax obligations, and the turnover of petroleum products (under Articles 275, 277, 278, and Part 7 of Article 281 of the Code of Administrative Offenses).The exemption from fines will be granted automatically. Enforcement proceedings and methods of forced collection in such cases will also be terminated.The state revenue authorities have been given six months to independently terminate the enforcement of relevant decrees and complete the amnesty procedure. Issues of preparation for the heating season were discussed 17.07.2026
Today, Akim of the region Murat Ergeshbayev familiarized himself with the operation of the new combined heat and power plant built in the city of Kyzylorda with the direct support of the Head of State. The Turkish company «AksaEnergy» invested 215 billion tenge in the construction of the plant, which produces 240 megawatts of electricity and 277 gigacalories of thermal energy.As part of the project, 3 gas turbine units with a capacity of 185 megawatts, 1 steam turbine of 55 megawatts, 3 steam boilers, and 2 hot water boilers have been installed. The new plant is planned to be fully launched in August.After that, the Akim of the region visited the «Kyzylorda Combined Heat and Power Plant». Currently, 85 percent of the heat energy sources and 40 percent of the heating networks here are worn out. The station produces 67 megawatts of electricity and 355 gigacalories of thermal energy.Overall, it is planned to allocate 5.5 billion tenge for preparation for the upcoming heating season. With these funds, the modernization project of 8.7 kilometers of heating networks will be completed, and major repairs of gas turbine units No. 1 and No. 2 will be carried out. In addition, 1.3 kilometers of heating networks, 1 boiler house, 1 turbine, 10 autonomous boiler houses, and main and auxiliary equipment will be repaired.The Akim of the region also visited the institution «Kyzylorda Electric Distribution Networks». The institution manages 10,608 kilometers of electric networks and 2,058 substations, with a total transformer capacity of 1,350 megawatts.Following the tour of facilities ensuring the normal life of the population, instructions were given to the responsible heads of the sectors. On 16 July 2026, with the support of the Youth Policy Department of the Aktobe Region and organized by the regional Zhasyl El Headquarters, the Jasyl El Cup 2026 volleyball tournament was held among members of the Jasyl El Youth Labor Brigades.The main objective of the tournament was to promote a healthy lifestyle among young people and encourage active participation of Jasyl El brigade members in extracurricular and community activities.The opening ceremony was attended by Alimbek Zhanibekovich Turaliyev, Head of the Youth Policy Department of the Aktobe Region, and Nurzhan Kurmangalievich, Head of the Atameken Student Brigades Youth Public Association, who wished all participating teams success in the competition.At the conclusion of the tournament, participants were awarded diplomas, certificates of appreciation, trophies, medals, and cash certificates.A total of 12 teams took part in the tournament. Akim of Kostanay region Kumar Aksakalov visited Fedorovsky district on a working trip.Previously, only five out of the district's 44 settlements were connected to natural gas. Now, residents of the villages of Lesnoye and Berezovka have received blue fuel. Thus, the number of gasified settlements has increased to seven, and the district's gasification level has reached 36 percent."As part of a memorandum between the akimat of Fedorovsky district and Capital Partners Astana LLP, the construction of gas pipelines to the villages of Peshkovka and Vladykino is planned at the expense of the enterprise. In addition, design work has begun on the construction of main and distribution gas networks in another 18 settlements," noted the head of the region.In addition, all 44 settlements of Fedorovsky district are provided with centralized water supply.
