The first bright holiday of spring — Gratitude Day — has quickly taken a special place in our society, becoming a celebration of warmth and kindness, friendship and unity. Today, in the meeting hall of the district akimat, District Akim Zhandos Yerkinbek congratulated everyone on this heartfelt holiday and honored a number of citizens who have made significant contributions to the development of the district. Among them are true heroes of peaceful times who work tirelessly to ensure the uninterrupted functioning of essential public services.Honoring workers and promoting their dedicated service has become a good tradition in our country.By decree of the President, a decision has been made to hold a national referendum on the new Constitution on March 15, 2026. The new document, which is one of the main symbols of our statehood, clearly establishes the principle: “The state exists for the person, not the person for the state.” Indeed, our country provides all the necessary conditions to protect human rights and freedoms and to ensure a comfortable life.As everyone knows, in the last days of winter our region experienced severe weather conditions. The temperature suddenly rose and heavy rain fell throughout the day. This was followed by strong winds and freezing temperatures. It should be noted that such natural phenomena have not occurred in our district before.In several settlements, power lines, equipment, and trees were covered with thick ice, and heavy snowfall caused reinforced concrete poles and trees to collapse. To eliminate the consequences of the emergency, an оперативный штаб was established by order of the regional akim, and a special commission began its work.Efforts to restore electricity are being carried out around the clock, in an intensified two-shift schedule, to reconnect residents as quickly as possible.This situation became a serious test for our region. The uninterrupted provision of essential services (water, electricity, gas, heating, etc.) is under the direct supervision of the regional akim. On February 26, 2026, a meeting was held to discuss the support of investment projects in the tourism sector and address problematic issues faced by investors.During the meeting, state support mechanisms and project support tools aimed at implementing investment initiatives in the tourism sector and related fields were reviewed.Talgat Zhanatovich Gazizov, Chairman of the Management Board of JSC “NC Kazakh Tourism,” delivered a report on the support of investment projects. He presented approaches to comprehensive investor support, the formation of investment proposals, and the promotion of projects at both national and international levels.Leila Bakhyt, Chief Manager of the Investment Projects Department of JSC “NC Kazakh Tourism,” presented the master plan for the development of the Katon-Karagay region. An extraordinary session of the Kostanay Regional Maslikhat of the VIII convocation considered a number of issues. The regional akim, Kumar Aksakalov, participated in the meeting.The deputies discussed amendments to the regional budget for 2026–2028, setting rental rates for the use of monuments of history and culture of local significance, and approving the tariff per cubic meter of drinking water supplied from water supply systems subject to subsidization in the Kostanay region.Furthermore, changes to certain decisions of the Maslikhat were considered.The meeting also raised the issue of Arkalyk city's development. Currently, the largest gap in key indicators of infrastructure quality among the region's cities is recorded precisely in Arkalyk. The share of roads in good and satisfactory condition there is 31.6%."For comparison: in Tobyl city — 51.5%, in Rudny — 63.6%, in Zhetikara — 73.2%, in Lisakovsk — 93.6%, in Kostanay — 99.5%. The difference between the regional center and Arkalyk reaches 70%. The actual share of quality roads in Kostanay is more than three times higher. Courtyard areas and facades of apartment buildings in Arkalyk have not been renovated for many years. The enpf.kz website presents a report on the management of pension assets of the National Bank of the Republic of Kazakhstan and the IPM as of February 1, 2026. UAPF JSC (UAPF, the Fund) presents a report on the management of pension assets by the National Bank of the Republic of Kazakhstan (NBRK) and investment portfolio managers (IPM) on the website enpf.kz in the section "Statistics and Analytics - Investment Management of Pension Assets". As of February 1, 2026, the total volume of pension assets managed by the NBRK and the IPM amounted to KZT26,337.27bln. As of this date, UAPF pension assets held in trust by the NBRK, formed from compulsory pension contributions (CPCs), compulsory occupational pension contributions (COPCs), and voluntary pension contributions (VPCs), amounted to approximately KZT25,435.96bln. The volume of pension assets formed from employer compulsory pension contributions (ECPCs) held in trust by the NBRK amounted to KZT806.69 bln.Pension assets under IPM management amounted to KZT94.62 bln.  Investment portfolio of pension assets managed by the National Bank of the Republic of Kazakhstan The National Bank, as the trustee of the UAPF pension assets, pursues a balanced investment policy: investing in various types of financial instruments by currency, country, sector, and issuer.The main areas of investment of pension assets formed through CPC, COPC, and VPC, as of February 1, 2026, are as follows: government securities of the Ministry of Finance of the Republic of Kazakhstan - 42.92%, bonds of quasi-public companies - 9.36%, deposits of the National Bank of the Republic of Kazakhstan - 2.53%, bonds of second-tier banks of the Republic of Kazakhstan - 2.48%, shares and depositary receipts of issuers of the Republic of Kazakhstan - 2.38%, government securities of foreign states - 2.09%, microfinance organizations - 1.23%.The investment portfolio, broken down by currencies in which financial instruments acquired through the CPC, COPC, and VPC are denominated, as of February 1, 2026, is as follows: investments in national currency account for 59.33%, and investments in US dollars account for 40.66% of the pension asset portfolio.An analysis of the income structure shows that interest income on securities, including deposits and reverse repo transactions, amounted to KZT179.5 bln, income from the revaluation of securities amounted to KZT105.48 bln, and other income amounted to KZT0.14 bln. The revaluation of securities, foreign currency, and externally managed assets, including taking into account exchange rate revaluation, was negative.The accrued investment income for the last 12 months from February 2025 to January 2026 amounted to approximately KZT2.28 trln, with a yield of 9.74% for this period. ECPC's investment portfolio as of February 1, 2026, was as follows: government securities of the Ministry of Finance of the Republic of Kazakhstan – 87.90%, repo transactions – 6.23%, NBRK deposits – 5.85%, and cash in investment accounts – 0.01%.The ECPC investment portfolio includes only financial instruments denominated in the national currency. Interest income on securities, including deposits and reverse repo transactions, amounted to KZT9.42 bln. The market revaluation of securities was negative.As of February 1, 2026, ECPC's return over the past 12 months was 10.36%.As a reminder, pension savings are long-term investments. Therefore, it is advisable to analyze investment income over a period of at least one year. In certain periods, a decrease in returns may be observed due to foreign exchange rate volatility, changes in the market value of financial instruments, and the impact of inflation. Diversifying an investment portfolio, whereby income from some instruments offsets temporary losses from others, ensures the safety and sustainable return of pension savings over the long term. Contributors with voluntary pension savings can transfer 100% of their savings to an IPM.As a reminder, a system for evaluating IPM performance based on Ki composite indices was introduced on January 1, 2026. A composite index is a benchmark that includes national and global stock market indices, providing an objective assessment of IPM performance, taking into account global economic trends and capital market conditions. Since 2026, IPMs have been implementing pension asset management activities based on a new approach, which involves choosing one of three investment portfolios with different levels of risk, return, and investment terms.If the return on pension assets falls below the established minimum (composite benchmark), the IPM must offset the negative difference from its own capital. Thus, private managers are responsible for ensuring the safety of savings using their own capital. How can I return pension savings from IPM trust management to the National Bank of the Republic of Kazakhstan? 04.03.2026
With expanded opportunities for managing pension savings, citizens have the right, in accordance with the Social Code of the Republic of Kazakhstan, to transfer a portion of their savings from the trust management of the National Bank of the Republic of Kazakhstan (NBRK) to investment portfolio managers (IPMs), transfer funds from one IPM to another, and return pension funds from IPM management back to the NBRK.Therefore, under current legislation, contributors have the right to reconsider previously made investment decisions based on their personal financial goals and preferences.In response to inquiries regarding the procedure for returning pension funds from IPM management to the NBRK, the UAPF explains the conditions and steps involved in making this decision.In accordance with paragraph 10, clause 1, Article 40, Chapter 5 of the Social Code of the Republic of Kazakhstan, contributors of co[pulsory pension contributions (CPC), individuals for whom employer’s compulsory pension contributions (ECPC), mandatory occupational pension contributions (COPC), voluntary pension contributions (VPC) have been transferred, and recipients of pension benefits from the Unified Accumulative Pension Fund (UAPF) have the right to submit an application to the Fund for the return of pension savings held in trust by an IPM to the trust management of the National Bank of the Republic of Kazakhstan no earlier than one year from the date of transfer of pension savings to the trust management of the IPM.If pension savings have been transferred to the trust management of the same IPM several times, the return of pension savings to the National Bank of the Republic of Kazakhstan is carried out no earlier than one year from the date of the initial transfer of pension savings to trust management.The procedure and timeframe for the transfer of pension assets from the trust management of an IPM to the trust management of the National Bank of the Republic of Kazakhstan are determined by the rules approved by the Agency of the Republic of Kazakhstan for Regulation and Development of the Financial Market (ARDFM).[1] The procedure for transferring pension savings from IPM trust management to the management of the National Bank of the Republic of Kazakhstan: If a contributor decides to return pension savings from the IPM to the NBRK, they submit an application to the UAPF using the form established by the UAPF's internal documents, either in person or through the UAPF website, signed with an electronic digital signature. If a contributor submits an application to return pension savings from the IPM's trust management to the NBRK's, the Fund will transfer the funds within 30 calendar days of receiving the application. In some cases, the return of pension savings from the IPM trust management to the NBRK management is carried out automatically (without the mandatory requirement of submitting an application for the return of pension savings from the IPM trust management to the NBRK management):within 10 business days - until reaching retirement age;within 2 business days from the date of receipt of an application for the appointment of pension benefits in connection with the death of a person with pension savings in the UAPF (for burial, to heirs), or a court decision that has entered into legal force, as well as in other cases stipulated by the Social Code of the Republic of Kazakhstan: for example, upon receipt of an application for the payment of pension savings from persons with disabilities of the first and second groups, if the disability is established indefinitely; the established package of documents from persons who have left for permanent residence outside of Kazakhstan, etc.within 10 business days from the date of termination of the trust management agreement for pension assets with the IPM, if the contributor has not exercised the right to transfer pension savings to trust management of another IPM. The Fund notifies the IPM of the upcoming transfer of assets no later than 10 working days before the date of transfer of pension assets, except in cases related to the death of the contributor, a court decision that has entered into legal force, and other grounds provided for by law.[2]. The UAPF has the right to refuse the return of pension savings within 5 working days from the date of receipt of the corresponding application for return in the following cases:the contributor's identity document is invalid on the date of application;the application is submitted earlier than one year after the initial transfer of pension assets from the NBRK management to the IPM management (except in cases related to reaching retirement age, the contributor's death, a final court decision, termination of the trust management agreement with the IPM, and other grounds provided for by law[3]). Refunds from IPM trust management to the National Bank of the Republic of Kazakhstan (NBRK) are made in the amount specified in the application for the return of pension savings. As part of the execution of the instructions of the Government of the Republic of Kazakhstan, the Damu Entrepreneurship Development Fund announces the launch of a new program, Orleu – Leasing, aimed at modernizing and retrofitting small and medium-sized businesses in the manufacturing industry.The new tool will expand SMEs' access to preferential leasing financing and stimulate the renewal of production facilities. The program allows enterprises to raise funds for the purchase of modern equipment within 10 working days without additional collateral. How can I return pension savings from IPM trust management to the National Bank of the Republic of Kazakhstan? 04.03.2026
With expanded opportunities for managing pension savings, citizens have the right, in accordance with the Social Code of the Republic of Kazakhstan, to transfer a portion of their savings from the trust management of the National Bank of the Republic of Kazakhstan (NBRK) to investment portfolio managers (IPMs), transfer funds from one IPM to another, and return pension funds from IPM management back to the NBRK.Therefore, under current legislation, contributors have the right to reconsider previously made investment decisions based on their personal financial goals and preferences.In response to inquiries regarding the procedure for returning pension funds from IPM management to the NBRK, the UAPF explains the conditions and steps involved in making this decision.In accordance with paragraph 10, clause 1, Article 40, Chapter 5 of the Social Code of the Republic of Kazakhstan, contributors of co[pulsory pension contributions (CPC), individuals for whom employer’s compulsory pension contributions (ECPC), mandatory occupational pension contributions (COPC), voluntary pension contributions (VPC) have been transferred, and recipients of pension benefits from the Unified Accumulative Pension Fund (UAPF) have the right to submit an application to the Fund for the return of pension savings held in trust by an IPM to the trust management of the National Bank of the Republic of Kazakhstan no earlier than one year from the date of transfer of pension savings to the trust management of the IPM.If pension savings have been transferred to the trust management of the same IPM several times, the return of pension savings to the National Bank of the Republic of Kazakhstan is carried out no earlier than one year from the date of the initial transfer of pension savings to trust management.The procedure and timeframe for the transfer of pension assets from the trust management of an IPM to the trust management of the National Bank of the Republic of Kazakhstan are determined by the rules approved by the Agency of the Republic of Kazakhstan for Regulation and Development of the Financial Market (ARDFM).[1] The procedure for transferring pension savings from IPM trust management to the management of the National Bank of the Republic of Kazakhstan:If a contributor decides to return pension savings from the IPM to the NBRK, they submit an application to the UAPF using the form established by the UAPF's internal documents, either in person or through the UAPF website, signed with an electronic digital signature. If a contributor submits an application to return pension savings from the IPM's trust management to the NBRK's, the Fund will transfer the funds within 30 calendar days of receiving the application.In some cases, the return of pension savings from the IPM trust management to the NBRK management is carried out automatically (without the mandatory requirement of submitting an application for the return of pension savings from the IPM trust management to the NBRK management):within 10 business days - until reaching retirement age;within 2 business days from the date of receipt of an application for the appointment of pension benefits in connection with the death of a person with pension savings in the UAPF (for burial, to heirs), or a court decision that has entered into legal force, as well as in other cases stipulated by the Social Code of the Republic of Kazakhstan: for example, upon receipt of an application for the payment of pension savings from persons with disabilities of the first and second groups, if the disability is established indefinitely; the established package of documents from persons who have left for permanent residence outside of Kazakhstan, etc.within 10 business days from the date of termination of the trust management agreement for pension assets with the IPM, if the contributor has not exercised the right to transfer pension savings to trust management of another IPM.The Fund notifies the IPM of the upcoming transfer of assets no later than 10 working days before the date of transfer of pension assets, except in cases related to the death of the contributor, a court decision that has entered into legal force, and other grounds provided for by law.[2]. The UAPF has the right to refuse the return of pension savings within 5 working days from the date of receipt of the corresponding application for return in the following cases:the contributor's identity document is invalid on the date of application;the application is submitted earlier than one year after the initial transfer of pension assets from the NBRK management to the IPM management (except in cases related to reaching retirement age, the contributor's death, a final court decision, termination of the trust management agreement with the IPM, and other grounds provided for by law[3]). Refunds from IPM trust management to the National Bank of the Republic of Kazakhstan (NBRK) are made in the amount specified in the application for the return of pension savings. Upon receipt of a payment order for the return of the contributor's pension savings from the UAPF, the IPM custodian bank transfers the contributor's pension savings to the UAPF account at the NBRK within one business day. UAPF was founded on August 22, 2013 on the basis of GNPF APF JSC. The founder and shareholder of the UAPF is the Government of the Republic of Kazakhstan represented by the State Institution Committee of State Property and Privatization of the Ministry of Finance of the Republic of Kazakhstan. Trust management of UAPF pension assets is carried out by the National Bank of the Republic of Kazakhstan. In accordance with the pension legislation, the UAPF attracts compulsory pension contributions, employer’s compulsory pension contributions, compulsory occupational pension contributions, voluntary pension contributions, as well as carries out enrollment and accounting of voluntary pension contributions formed at the expense of the unclaimed amount of guaranteed compensation for the guaranteed deposit, transferred by the organization carrying out mandatory guarantee of deposits, in accordance with the Law of the Republic of Kazakhstan "On mandatory guarantee of deposits placed in second-tier banks of the Republic of Kazakhstan", ensures the implementation of pension benefits.
