160 Members of Territorial Election Commissions Completed Training 12.07.2026
On June 24-25, the Central Election Commission held an online training seminar for 160 members of territorial election commissions from all regions of the country.The course program covered a wide range of practical issues related to the preparation and conduct of elections. Participants discussed current amendments and innovations in electoral legislation, as well as procedures for informing voters, election campaigning, and observation.Special attention was given to practical skills development, including the analysis of cases from previous election campaigns and the planning of electoral campaigns within territorial commissions - covering the calendar, coordination, and interaction with precinct election commissions. The final session of the second day was a practical training on communications in the electoral process.A significant part of the program was conducted in an interactive format: participants worked in small groups, analyzed video-based practical situations, prepared case solutions, and presented them for subsequent expert review. The online webinar brought together government officials, experts, and academicians from Central Asia and abroad.The webinar covered key migration streams, regional integration, and collaborative mechanisms among Central Asian states in addressing contemporary challenges. Special emphasis was placed on labour migration and regional security.The speaker was Leila Delovarova, PhD in International Relations, Professor at Al-Farabi Kazakh National University, and National Consultant for the International Organization for Migration (IOM). She provided a comprehensive analysis of current trends, focusing on refugee issues, statelessness, and sustainable development.The webinar generated broad interest among an international audience. The majority of the attendees represented the Republic of Kazakhstan (53.8%), the Republic of Uzbekistan (28.7%), and the Kyrgyz Republic (10%). During a working visit, the condition of the city's street lighting system and architectural illumination of buildings was inspected.Since 2023, Kostanay has been implementing a phased modernization program for its outdoor lighting infrastructure. A total of 4.5 billion tenge has been allocated for this purpose.While in 2023 only 274 streets, or 65% of the city's streets, were illuminated, today this figure has increased to 402 streets, reaching 95% coverage.By the end of 2026, the number of lighting fixtures in the city is expected to reach 19,623. Of these, 68% will be modern energy-efficient dimmable lamps capable of automatically adjusting brightness according to the time of day, weather conditions, and traffic intensity.At the same time, efforts to expand architectural lighting are ongoing. Currently, 188 apartment buildings and commercial facilities are equipped with architectural illumination, enhancing the city's appearance and creating a more attractive nighttime environment.The development of urban infrastructure remains a priority. Bathing season: safety under special control 11.07.2026
In Kostanay region, in order to ensure the safety of citizens in reservoirs during the bathing season, the work of rescue services has been strengthened and large-scale preventive measures are being carried out.There are more than 8 thousand reservoirs in the region. Of these, 226 places are designated as prohibited for swimming. In accordance with the decree of the akim of the region, 25 official bathing places have been identified for the safe recreation of the population. Of these, 6 are communal and 19 are private beaches.During the bathing season, 120 rescuers, 35 pieces of equipment, 21 watercraft and special diving equipment are in constant readiness for emergency prevention and rapid response. In addition, the coastline is patrolled in places not intended for swimming. There are also six mobile rescue posts equipped with motorboats.Currently, the Department of Emergency Situations of Kostanay region is constantly conducting explanatory work among the population. Police officers, soldiers of the National Guard, representatives of the education sector and volunteers are involved in this activity. Урумчи.Выставка «Китай – Евразия» традиционно выступает одной из ключевых международных площадок инициативы «Пояс и путь», укрепляя статус Синьцзян-Уйгурского автономного района как крупнейшего транспортно-логистического и торгового хаба центра западного Китая, соединяющего рынки Азии и Европы.Выступая на открытии, вице-премьер Казахстана Серик Жумангарин поблагодарил китайскую сторону за высокий уровень организации мероприятия. Он отметил, что выставка стала авторитетной площадкой для укрепления торгово-экономического сотрудничества, укрепления деловых контактов и запуска новых совместных проектов.Серик Жумангарин подчеркнул, что благодаря стратегическому взаимодействию и личному доверию лидеров двух государств – Президента Казахстана Касым-Жомарта Токаева и Председателя КНР Си Цзиньпина – казахстанско-китайские отношения достигли нового этапа всестороннего стратегического партнерства. Сегодня Китай является крупнейшим торговым партнером Казахстана, а приграничное сотрудничество с СУАР остается одним из ключевых драйверов двусторонней торговли.«Для Казахстана СУАР – это не только ближайший сосед, но и ключевой транспортно-логистический узел, открывающий выход на многомиллионный рынок Китая. Именно через Синьцзян проходят основные транспортные артерии. Мы готовы расширять экспорт качественной и экологически чистой казахстанской продукции: сельскохозяйственной, пищевой, металлургической и химической», — отметил Серик Жумангарин.По словам вице-премьера, площадка ЭКСПО в Урумчи в этом году станет отправной точкой для новых совместных проектов, которые придадут дополнительный импульс промышленной кооперации, взаимным инвестициям и развитию производственных цепочек.Выступая на церемонии открытия, заместитель Премьера Госсовета КНР Дин Сюэсян подчеркнул важность дальнейшего укрепления международного сотрудничества, развития культурных обменов и продвижения технологических инноваций. По его словам, Китай намерен расширять взаимодействие в сферах науки, образования и искусственного интеллекта, совместно решать глобальные вызовы и содействовать устойчивому развитию.В рамках визита вице-премьер Казахстана ознакомился с масштабной экспозицией, общая площадь которой составляет 140 тыс. м2. В этом году организаторы впервые применили инновационную схему по принципу «один павильон – несколько тематических зон». Всего создано шесть специализированных зон: инвестиционное сотрудничество, производительные силы нового качества, отрасли с характерными преимуществами, «зеленое» развитие, интеграция культуры и туризма, а также сотрудничество в рамках Шёлкового пути.Масштаб охвата и уровень участия в нынешней выставке достигли нового рекорда – в ней принимают участие представители 49 стран и регионов, международных организаций. В рамках деловой программы, сфокусированной на содействии торговле, инвестициях, потреблении и инновациях, запланировано более 80 мероприятий. В их числе – специализированная сессия Казахстана в рамках программы «Экспорт в Китай».Центральное место занял Национальный павильон «Казахстан», где свою продукцию представили более 30 отечественных компаний. Работа выставки продлится до 29 июня.Казахстанская экспозиция наглядно демонстрирует экспортный потенциал отечественных производителей. Здесь представлена продукция агропромышленного комплекса, пищевой и легкой промышленности, безалкогольные напитки, парфюмерно-косметические товары и продукция высокого передела. Особое внимание посетителей привлекают инновационные молочные продукты, включая сухое верблюжье молоко, а также мясная и рыбная продукция, соответствующая международным стандартам качества.Справочная:Международная выставка «Китай – Евразия» (China–Eurasia Expo) проводится с 2011 года в г. Kazakhstan and PACE Discussed Prospects for Inter-Parliamentary Cooperation 11.07.2026
Strasbourg, 22-24 June 2026 – Senator Yevgeniy Bolgert took part in the summer session of the Parliamentary Assembly of the Council of Europe (PACE).During his visit, Mr. Bolgert held talks with Ms. Petra Bayr (Austria), the President of the Assembly. The parties discussed the prospects for inter-parliamentary cooperation between Kazakhstan and PACE. Particular attention was paid to the upcoming political changes in Kazakhstan in the context of the adoption of the new Constitution. Ms. Bayr was briefed on the progress of preparations for the forthcoming elections to the Kurultai.In turn, the PACE President noted the growing interest among Assembly members in participating in the observation of the elections to the new Parliament of Kazakhstan.The Kazakhstan MP held bilateral meetings with Zsolt Németh – Chair of the “European Conservatives, Patriots and Affiliates” Group, Pablo Hispán – Chair of the “European People's Party” Group, Iulian Bulai – Chair of the “Alliance of Liberals and Democrats for Europe” Group, Frank Schwabe – Chair of the “Socialists, Democrats and Greens” Group, Knut Abraham – Head of the German national delegation to PACE, as well as with the Dean of the PACE Parliamentary Corps, Emanuelis Zingeris.Mr. Bolgert informed his colleagues about the democratic processes under way in the country, the modernisation of the political system, including the transition to a unicameral parliament.In addition, a meeting was held with a group of Assembly members planning to take part in observing the elections to the Kurultai, including the head of the future PACE observation mission, Sevilay Çelenk. The upcoming parliamentary elections were discussed, and European parliamentarians were briefed on the current political and party landscape in Kazakhstan.In turn, PACE members noted the unique nature of the political transformations taking place in Kazakhstan and their dynamic character.During the current visit, Mr. Bolgert addressed a meeting of the Committee on Legal Affairs and Human Rights.
