Responsibilities of individuals and legal entities to prevent animal diseases, including diseases common to animals and humans 16.10.2025
Individuals and legal entities are obligated to: 1) carry out veterinary and administrative-economic activities in compliance with veterinary (veterinary-sanitary) regulations established by the legislation of the Republic of Kazakhstan in the field of veterinary medicine, ensuring the prevention of animal diseases and the safety of transported (transported) objects;2) keep, breed, and use animals, including animals in zoos, circuses, apiaries, and aquariums, in accordance with veterinary (veterinary-sanitary) regulations and veterinary standards;3) maintain the territory, livestock premises, and facilities for storing and processing feed, products, and raw materials of animal origin in accordance with veterinary (veterinary-sanitary) regulations and veterinary standards, and prevent environmental pollution;4) comply with zoohygienic and veterinary (veterinary-sanitary) requirements during the placement, construction, reconstruction, and commissioning of state veterinary-sanitary control and supervision facilities related to the maintenance, breeding, use, production, procurement (slaughter), storage, processing, and sale, as well as during the transportation (relocation) of the objects being moved (transported);5) ensure the identification of farm animals;6) notify the divisions of local executive bodies operating in the field of veterinary medicine, state veterinary organizations created by local executive bodies, and state veterinary-sanitary control and supervision bodies about:newly acquired animals (animals), the resulting offspring, their (their) slaughter and sale;In cases of mortality, simultaneous illness of several animals, or unusual behavior, and until veterinary specialists or state veterinary and sanitary inspectors arrive, take measures to isolate animals if disease is suspected;7) ensure timely vaccination and diagnostics of their animals to ensure veterinary and sanitary safety;8) freely make the transported (transported) object available to state veterinary and sanitary inspectors for veterinary inspection;9) comply with the acts of state veterinary and sanitary inspectors;10) prevent the slaughter of animals for sale without ante-mortem veterinary inspection and post-mortem veterinary and sanitary examination of carcasses and organs;11) carry out the slaughter of farm animals intended for subsequent sale at meat processing plants, slaughterhouses, or slaughter sites (slaughter sites for farm animals);12) assist veterinary specialists in the performance of their official duties related to veterinary measures;13) conduct animal quarantine;14) coordinate regulatory and technical documentation for new and improved veterinary drugs, as well as for the production of food products, feed, and feed additives, with the authorized body.State Institution "Mendykarinsky District Territorial Inspectorate of the Veterinary and Sanitary Inspectorate of the Ministry of Agriculture of the Republic of Kazakhstan", Borovskoye village, Altynsarin Street 83, tel.: 2-40-64, 2-42-67.Source : https://www.gov.kz/memleket/entities/kostanai-mendykarin-audany-akimat/press/news/details/1087701?lang=kk

“Dawn of the Great Steppe” Becomes a Symbol of Cultural Connection Between Kazakhstan and Thailand 16.10.2025

A working visit by the regional akim Kumar Aksakalov to the Mendykarinsky district 16.10.2025
During the visit, the regional head reviewed the implementation of the "Taza Kazakhstan" program, the progress of housing construction, and the development of the agro-industrial complex.One of the areas of the "Taza Kazakhstan" program, initiated by the Head of State, is the creation of landscaped public spaces. Construction of a new alley along Mikhaylenko Street has been completed in the village of Borovskoye.The project cost 44 million tenge, 36 million tenge of which came from the regional budget and 8 million tenge from the national budget. The new alley has become not only an adornment to the district center but also a comfortable place for residents to relax."The "Taza Kazakhstan" program cares for every corner of our native land. We create comfortable, clean, and safe spaces for people. It is important that such projects appear not only in cities but also in rural areas," noted Kumar Aksakalov.During his working visit, the regional governor inspected the construction of a three-story apartment building in the village of Borovskoye. The project is being financed by the contractor, SK KBS LLC, and the total construction cost is 826 million tenge.After completion, the Akimat will purchase 45 apartments to replenish the municipal housing stock. The building will consist of 32 one-bedroom, 10 two-bedroom, and 6 three-bedroom apartments, with a total area of ​​over 2,600 square meters.Kumar Aksakalov also visited a two-story, 12-apartment building in the village of Kamenskuralskoye, restored by the Kamenskouralskoye partnership. The project cost 90 million tenge.The housing is intended for the farm's employees. Such examples demonstrate the social responsibility of business and the interest of employers in preserving the human resources potential of rural areas, the regional governor emphasized.One of the key highlights of the working visit was the opening of a dairy farm for 1,200 head of cattle in the village of Kamenskuralskoye. The project was implemented by Kamenskuralsk LLC with government support.The total cost of the project is 4.3 billion tenge, with a production capacity of 6,700 tons of milk per year, and 45 permanent jobs created.The farm was built using advanced technologies. Modern equipment reduces losses, improves milk quality, and efficiently uses resources such as feed, water, and labor.It's worth noting that the project was made possible thanks to government support. Low-interest loans were provided, utilities and infrastructure were installed, and the state also covered part of the equipment costs.Dairy production is a strategic area. "The state supports investors who are creating processing facilities and new jobs in rural areas," noted Kumar Aksakalov. "Currently, the region has four dairy farms with a capacity of 33,000 tons of milk per year, three more are under construction, and over 20 billion tenge has been allocated for the construction of five new farms."In the village of Borovskoye, the regional akim visited a cold-pressed oilseed oil production facility, which was commissioned in March of this year.Investments totaled 286 million tenge, with a production capacity of 3,000 tons of oil, 1,800 tons of cake, and 1,200 tons of granulated husk per year. Memorial Opened in Atbasar Honoring 17 Soldiers Fallen on the Tajik-Afghan Border 16.10.2025
In the city of Atbasar, Akmola Region, a solemn ceremony was held to inaugurate a memorial dedicated to 17 soldiers who died in the line of duty on April 7, 1995, in the Psikhavr Gorge on the Tajik-Afghan border. Guardsmen in Karaganda Rescued a Drowning Man 16.10.2025
The Head of the Military Police Department of the Regional Command “Оrtalyq” of the National Guard, Police Colonel Berik Suleimenov, and serviceman of military unit 6505, Corporal Ali Shakenov, demonstrated heroism while performing their official duties.While driving past Bukpa Lake on Novoradskaya Street in Karaganda, they noticed a fisherman whose boat had ruptured and begun to sink in the middle of the lake. Without hesitation, the servicemen stopped their vehicle, threw a car tow rope to the man, and pulled him safely to shore — effectively saving his life.“When we pulled him out, he was completely soaked. We needed to warm him up immediately. We helped him remove his wet clothes, seated him in the car, turned on the heater, and monitored his condition. When we offered medical assistance, he said he felt fine and asked to be taken home,” — said Ali Shakenov.The rescued man expressed heartfelt gratitude to the servicemen:“I was shouting, but no one came. If it weren’t for you — I wouldn’t have survived,” he repeated several times in thanks.This act serves as a vivid example that the servicemen of the National Guard of the Republic of Kazakhstan are always ready to help and act in emergency situations. As part of the implementation of the plan for visits to mandated institutions and other organizations by representatives of the Human Rights Commissioner of the Republic of Kazakhstan for the Almaty Region, M.Zh. The Bureau of National Statistics of the Agency for Strategic Planning and Reforms of the Republic of Kazakhstan with support of the Shanghai Data Exchange, has presented an analytical paper exploring the economic potential of data.The document outlines approaches to establishing a data exchange – a regulated platform designed to enable the secure and transparent exchange, valuation, and monetization of data among government bodies, businesses and other participants in the digital ecosystem.Development of the data market is regarded as a key direction of digitalization, as highlighted in the Address of the Head of State. The preparation of the paper aims to foster open dialogue and engage stakeholders in discussing the role of data as a new economic asset.The analytical paper reflects international best practices, as well as the legal and technological aspects of establishing such platforms, and considers the expected economic impacts – including improvements in data quality, the promotion of innovation, and the creation of new models of collaboration.Joint work with the Shanghai Data Exchange made it possible to incorporate global experience and advanced approaches to organizing data trade and exchange.“A data exchange is a regulated platform that ensures secure and managed sharing of verified data and data products among market participants. Its establishment in Kazakhstan will create the institutional foundations for lawful and safe data circulation while ensuring the protection of data owners’ rights and personal data” – said Mr. Aset Irgaliyev, Chairman of the Agency.China’s experience demonstrates that the data market can serve as a new driver of growth – in 2022, the volume of data transactions there increased by 42%. Fishing Competition for Veterans Held in Karmakshy 16.10.2025

Landscaping and Road Repair Works Under Control 16.10.2025
In Karmakshy district, a number of projects aimed at improving residents’ quality of life and enhancing road infrastructure in settlements are being implemented in stages. To monitor the progress of these works, District Akim Zhandos Erkinbek made a working visit to the Zhosaly and Iirkol rural districts, where he inspected several construction sites.The district head first familiarized himself with the project for landscaping the central square located in the Zhosaly rural district. Construction works under this project began in September of this year. As of today, 90% of the paving work with cobblestone (brick tiles) has been completed, and the installation of fences is nearing completion. In addition, all necessary equipment and materials have been delivered to the site. According to the plan, the facility is scheduled to be fully commissioned by the end of October.Next, the akim inspected the progress of the major repair of the water drainage pipe along the district road “Samara–Shymkent–Iirkol.” During construction, a 0.3 km detour road was built. The roadbed for the pipeline installation has been compacted, the water pipe has been installed, and sand backfilling works are currently underway.The district akim monitored the ongoing works at each site and instructed the contracting organizations to ensure high-quality and timely completion. Seminar on explaining the new Tax Code of the Republic of KazakhstanOn October 15, 2025, a seminar for representatives of small and medium-sized businesses was held at the site of Bank CenterCredit JSC to clarify the provisions of the new Tax Code of the Republic of Kazakhstan, which will enter into force on January 1, 2026.The seminar was attended by taxpayers, representatives of the business community, consulting companies, public figures and experts in the field of taxation.During the event, representatives of the Department highlighted in detail the key changes aimed at:ensuring the principle of fair taxation;simplification of tax administration;digitalization of tax control.Special attention was paid to the following aspects:differentiated corporate income tax rates, the introduction of a progressive scale of individual income tax (IIT), changes that will take effect on January 1, 2026: rates, deductions, and social tax;changes in the value added tax (VAT): rates, registration procedure, procedure for refunding excess amounts;issues of desk monitoring and reform of special tax regimes;the transition to the new protocol 2.0.3 for cash registers (KKM).At the end of the seminar, the participants had the opportunity to ask questions and receive clarifications on relevant topics directly from representatives of the tax authorities.Holding such events helps to increase tax literacy among entrepreneurs and form an open dialogue between business and the state.Source : https://www.gov.kz/memleket/entities/kgd-vko/press/news/details/1087353?lang=kk

15 октября 2025 года прошло заседание Общественного совета Бурлинского района под председательством председателя совета Б.Макеева.
