With the support of the implementation of the Enhanced Partnership and Cooperation Agreement between the Republic of Kazakhstan and the European Union, the Ministry of Justice held an international seminar "Protection of Intellectual Property Rights in Courts: international and national experience" on September 12, 2025. Today's Address to the people of Kazakhstan by Head of State Kassym-Jomart Tokayev was a historic document that gave a new impetus to the destiny of the country, full of clear goals and specific tasks. I was especially moved by the thoughts expressed about the place of Kazakhstan in the era of artificial intelligence. President Kassym-Jomart Tokayev clearly and boldly stated: "Kazakhstan must become a fully digital country within three years. Otherwise, the consequences of falling behind will be very serious." Indeed, artificial intelligence and digital technologies are fundamentally changing the laws of the formation of today's world. We must not lag behind this trend, but, on the contrary, combine knowledge and experience, technological innovations, and raise the potential of our country to new heights. I believe that the President's initiative to "create a Ministry of Artificial Intelligence and Digital Development" is a very important step in line with the times. This ministry will increase the transparency and efficiency of public administration and open up new opportunities for our youth to freely master new technologies. In addition, the initiative to create a unicameral Parliament proposed by the Head of State will be an important reform aimed at modernizing the country's political system and strengthening public trust. Kassym-Jomart Kemeluly said about this: "I would like to initiate the creation of a unicameral Parliament in our country in the near future... If we come to a common agreement, it would be better to elect such a Parliament only on party lists." This is a decision that will change the political nature of the country and give us the impetus to enter a new era. The President proposed to implement this initiative through open discussion, with the consent of the people, and in a national referendum in 2027. I believe that the two important directions in today's Address - technological modernization and political reforms - will lay the foundation for the future development of our country. We need such bold and innovative steps as we look to the future with confidence and reach new heights. And I believe that their implementation is a shared responsibility for all of us. Agriculture and artificial intelligence: a new direction for Kazakhstan's development 14.09.2025
In this changing era, countries around the world are entering an era of new opportunities, along with challenges. In such a historic transition, the Address of the Head of State is a deeply thought-out and result-oriented document that defines the path of development of Kazakhstan. The President's initiatives in agriculture, food security, and the development of modern technologies, including artificial intelligence, are important guidelines that clarify the country's strategic future. For the "Auyl" party, the rural issue is not just an economic sector, it is the root of the country, the pillar of national identity. Therefore, it is extremely important to support every initiative related to agriculture mentioned in the Address and implement it in a timely and effective manner. The introduction of unused agricultural lands into circulation by 2026 is a decision that will give an economic boost. This will pave the way for the creation of new jobs in rural areas, an increase in domestic production, and strengthening food security. At the same time, reforming the subsidy and credit system is a right step aimed at eliminating obstacles that have been tying the hands of agricultural entities. This will be a great opportunity, especially for medium and small farms. Currently, the food issue clearly demonstrates one aspect of global geopolitical instability. For Kazakhstan, this is not only an economic issue, but also a national security issue. The development of logistics, improvement of storage and processing infrastructure for the export of agricultural products will not only stabilize the domestic market, but also increase competitiveness in foreign markets. At the same time, strengthening veterinary safety and modernizing food quality control systems are a guarantee of protecting public health and producing products that meet international standards. As the President noted, the world has now entered a new technological era. Artificial intelligence is not only a tool for the IT industry, but is becoming a key mechanism for increasing efficiency in all sectors of the economy. The "Auyl" party fully supports the introduction of artificial intelligence into agriculture. These technologies allow for effective management of arable land, accurate forecasting of weather and soil conditions, automatic calculation of productivity and making optimal decisions, as well as early detection of diseases in livestock farming. Therefore, agriculture and artificial intelligence are not contradictory concepts, but rather complementary tools of the future. The President's Address is an important document aimed at Kazakhstan's confident step into a new era. It includes initiatives related to the development of agriculture and artificial intelligence - directions that are of particular importance and worthy of support for the "Auyl" party. We, as a party, are ready to mobilize all resources to form a new development model at the intersection of agriculture and technology. As part of information and explanatory work among the population, on September 24, 2025, UAPF JSC will hold an Open Day on the topic: "Changes in the Tax Code of the Republic of Kazakhstan on the taxation of lump-sum pension benefit payments. Digital UAPF, everything for the convenience of contributors."As is known, on July 18, 2025, the Head of State signed a new Tax Code of the Republic of Kazakhstan, which provides for the exemption from January 1, 2026 of income in the form of pension benefits, lump-sum pension benefit payments for housing / medical treatment (LSPBP) from the UAPF from individual income tax (IIT), with the exception of pension payments from the UAPF made to non-residents of the Republic of Kazakhstan. The changes also include the abolition from January 1, 2026 of tax deductions for voluntary pension contributions made in one's own favor, applied in the amounts established by the Tax Code to income subject to taxation at the source of payment. At the same time, the rule will be retained that voluntary pension contributions transferred by a tax agent to the UAPF in favor of an employee are not the income of an individual (accordingly, are not subject to IIT), and for the employer, such expenses are deductible when calculating corporate income tax. That is, in this case, both the employee and the employer receive tax benefits.During the Open Day, UAPF contributors will have the opportunity to receive more detailed information about the main provisions of the new Tax Code of the Republic of Kazakhstan, which comes into force on January 1, 2026, in terms of pension benefits, as well as get acquainted with UAPF services provided in digital format.In addition, participants will be able to receive qualified advice on all issues related to the funded pension system of Kazakhstan.The meeting will be held online, which will allow everyone to take part in it. 28.9 million tons of animal feed produced in Kazakhstan 14.09.2025
Work continues on the preparation of animal feed for farm animals in preparation for the 2025–2026 winter season. According to local executive bodies, 23 million tons of hay (93.6% of the plan), about 1.8 million tons of silage (105.5%), 1.4 million tons of compound feed (24.5%), 1 million tons of silage (50.8%), and more than 1.8 million tons of straw (39.2%) have been produced. Active work is being carried out in the North Kazakhstan region (116.2%), as well as in Akmola, Aktobe, Zhambyl, Kostanay, East Kazakhstan, Zhetysu regions and the city of Shymkent (100%). The amount of prepared feed is sufficient to ensure planned production, calving, and livestock survival. In general, the feed supply situation in the republic is stable.
International Congress of Cardiac Surgeons Held in Shymkent 13.09.2025

We need not only to treat the disease, but also to prevent it, relying on science, technology and interdisciplinary cooperation." These words determined the main direction of the congress. The meeting discussed the experience of using minimally invasive and robotic-assisted operations, 3D modeling, and navigation systems in cardiac surgery. Issues of developing international cooperation and supporting young specialists were also raised. A NEW PHASE OF OPEN POLICY 13.09.2025
Among the initiatives outlined in this year's Address by President Kassym-Jomart Tokayev, the issue of establishing a unicameral Parliament deserves special attention. What particularly impressed me was the President's stance that "we will not announce fundamental reforms suddenly, we will not hide them from society." In fact, only by discussing fateful issues with the people can we make fair decisions. This is a manifestation of true responsibility for the future of the country. The significance of parliamentary reform is profound. If the country agrees to establish a unicameral Parliament, then the responsibility of political parties will increase even more than before. Party competition will intensify, and the Majilis will become a platform for real political debate. This, in turn, will increase public trust and strengthen the relationship between the government and society. Also important are the thoughts expressed in the Address regarding entrepreneurs. The Head of State emphasized the need to support business, establish fair competition, and protect entrepreneurs who work honestly. This will pave the way for a new impetus for the economy of Kazakhstan. If entrepreneurs develop freely, the country's well-being will also increase. The intersection of political reform and economic reform is our main advantage. On the one hand, a unicameral Parliament based on the trust of the people is being established, and on the other hand, a powerful economy based on free enterprise is being formed. Both serve the same goal - to create a Just and Strong Kazakhstan. Therefore, the participation of all of us and the active participation of every citizen in implementing these initiatives is extremely important. Nowadays, every citizen has the opportunity to achieve high achievements. For this, it is necessary to work honestly and continue the continuity of generations. The President said, "Therefore, we will always provide comprehensive support to young people who strive for science and education, who are thinking about improving their country and land. All the large-scale work we have undertaken is being done for the bright future of young people. The younger generation will benefit from it tomorrow, multiply it, and continue it with dignity." Indeed, today all conditions have been created for citizens to achieve success. The main task for them is only honest work. We worked to raise the honor of the country. We won medals at the World Championships and the Asian Games. Currently, we are educating students, helping young people find their way in sports and achieve great achievements.
