Unlimited opportunities for young people with disabilities: unique projects combining sports and art took place in Shymkent 13.09.2025

International Congress of Cardiac Surgeons Held in Shymkent 13.09.2025
The International Congress of Cardiac Surgeons on the topic "Innovations, Technologies and World Experience: the Future of Cardiac Surgery is in Our Hands" was held in Shymkent, timed to coincide with the 25th anniversary of the Shymkent Cardiology Center. A NEW PHASE OF OPEN POLICY 13.09.2025
Among the initiatives outlined in this year's Address by President Kassym-Jomart Tokayev, the issue of establishing a unicameral Parliament deserves special attention. The significance of parliamentary reform is profound. If the country agrees to establish a unicameral Parliament, then the responsibility of political parties will increase even more than before. Party competition will intensify, and the Majilis will become a platform for real political debate. This, in turn, will increase public trust and strengthen the relationship between the government and society. Also important are the thoughts expressed in the Address regarding entrepreneurs. The Head of State emphasized the need to support business, establish fair competition, and protect entrepreneurs who work honestly. This will pave the way for a new impetus for the economy of Kazakhstan. If entrepreneurs develop freely, the country's well-being will also increase. The intersection of political reform and economic reform is our main advantage. On the one hand, a unicameral Parliament based on the trust of the people is being established, and on the other hand, a powerful economy based on free enterprise is being formed. Entrepreneurs need clear legislation and effective support 13.09.2025
In his Address, the President paid special attention to the development of regions and attracting investment. He said that responsibility in this direction should be assigned to local leaders, and that regional akims should work actively, not just looking at the center. He also emphasized the need to create jobs and develop deep processing industries through the effective use of special economic zones and industrial zones. I consider these initiatives to be very correct. At the same time, the recommendations regarding inspections are also encouraging. It would be much more effective for entrepreneurs if control measures by tax and state authorities were carried out in the form of warnings, rather than punishments. After all, many entrepreneurs' hired accountants may submit incorrect reports due to inexperience or ignorance. In such cases, immediately imposing a fine and punishing them would be unfair. On the contrary, if a warning were issued, it would be both a lesson and an effective way to prevent such mistakes in the future. Therefore, I believe that providing guidance through explanations rather than punishing entrepreneurs for mistakes would give a great impetus to business development. The initiatives of the Head of State to develop the regions, attract investment, open new production facilities, and support small and medium-sized businesses, outlined in his Address, are a great support and direction for entrepreneurs. Today, the tourism industry is a fairly promising area of activity that directly affects the development of related sectors of the economy such as trade, catering and the provision of hotel services.According to the results of the first half of the current year, the volume of services provided by accommodation facilities amounted to 2.0 billion tenge, an increase of 33.2% compared to the previous year.The number of Kazakh citizens who visited the region amounted to 121.9 thousand people, the number of foreign tourists amounted to 6.0 thousand people, the number of rooms amounted to 6331 beds.In general, 2 sanatoriums, 1 rehabilitation center, 94 hotels, 2 motels, 4 hostels, and 14 recreation centers operate in the region.The main tourist sites of interest among tourists are the Sosnovy Bor sanatorium, the Naurzumsky Nature Reserve and the Thermal Park, which are equipped with the necessary communications and "soft" infrastructure. On its territory there are buildings built in the form of replicas of architectural monuments: the Taj Mahal in India, the Chichen Itza building in Mexico, the Eiffel Tower.A Wall of national memory has also been built on its territory, which contains 200 names of outstanding Kazakhstani figures, which have no analogues in the world.Also, for the convenience of tourists, a hotel, a restaurant, a summer amphitheater, sports and playgrounds have been built on its territory. In general, the project cost is 3.5 billion tenge, construction is scheduled to be completed this year.It is safe to say that this tour facility will become a center of attraction for tourists and will allow creating a full-scale tourist product in the Torgai region, which will include not only visits to the hub, but also a number of other facilities of interest to tourists located in the nearest regions.Thus, there are unique structures on the territory of the district - the Torgai geoglyphs (the Torgai swastika is located 22 km away, and the Ushtogai square is 125 km from the village of Amangeldy), which are of great interest to the scientific community and tourists.No less interesting object for guests and residents of the region are the "walking" dunes of "Kumkeshu" located at the entrance to the area.To organize recreation away from the daily hustle and bustle, a recreation center "Shanyrak" is being built in the Denisovsky district.The recreation center is located on a section of the Tobol River within the Verkhne-Tobolsk reservoir. To date, the first stage of the project has been completed: two comfortable beaches with shaded and children's areas, a pier for swimming, catamaran rentals, 6 comfortable houses designed for year-round living in the residential complex "Fishing Village" and 8 barbecue areas with gazebos have been built.It is also planned to build a year–round thermal complex "Baden Baden" in the region, the investor has acquired a franchise, allocated a plot of land, the estimated cost of the project is 3.5 billion tenge, the project is planned to be implemented by 2028.In addition, it is planned to build a hotel complex of the international Marriott hotel chain (Courtyard by Marriott Kostanay) in the city of Tobyl, Kostanay region, the project cost is 9.8 billion tenge. SHYMKENT AGRICULTURALISTS HAVE COMPLETED THE GRAIN HARVESTING 12.09.2025
In 2025, more than 10.9 thousand hectares were allocated for grain crops in Shymkent, of which 10.3 thousand hectares were occupied by wheat and 0.6 thousand hectares by barley. The total volume of harvested agricultural products reached 66 thousand tons - this is a significant contribution to the food security of the region. Farmers pin their hopes on the achievements of local scientists for improved results. A startup project for the production of fertilizers from local raw materials, recognized as one of the best among the works of young researchers, promises to significantly improve the situation. Their discovery could be a turning point for the region, where low-fertility soils traditionally limit crop yields. As noted by the head of the Department of Agriculture and Veterinary Medicine of Shymkent, Sagdat Makhanov, the decrease in grain yields is also planned to be compensated for by high-income crops, such as safflower, which is gaining increasing popularity among local farmers. By the way, after the grain harvest was completed, Shymkent farmers almost immediately switched their attention to harvesting safflower. In 2025, oilseed crops in the region were sown on an area of 3 thousand hectares, and the current safflower harvest promises to be one of the highest in recent years. According to farmer Kamysbay Toishibekov, the price per kilogram of safflower seeds this year has reached 130 tenge, which is higher than last year's figures. This allows farms not only to cover costs, but also to invest in upgrading equipment, including purchasing modern combines and tractors. The safflower harvest is expected to be several thousand tons, thereby strengthening Shymkent's position in the oilseed industry of Kazakhstan. The harvest is carried out in an intensive mode: equipment works from early morning until late evening, and farmers compete in speed and quality. This approach not only increases efficiency, but also creates an atmosphere of friendly competition that stimulates progress in the industry. The agricultural sector of Shymkent is actively supported by the state. In 2025, 919 tons of diesel fuel were allocated for spring field and autumn harvesting work at a preferential price, which is significantly lower than the market price. Of the total volume, 616 tons were intended for spring work, and 303 tons for harvesting. This measure reduces the financial burden on farmers and allows them to focus on increasing productivity. Key support will also be provided by the signing by the Head of State of the law on reducing the tax on agricultural land, which will come into force in January 2026. The tax rate for farmers in Shymkent will decrease from 91 thousand tenge to about 1 thousand tenge per hectare.
