THE PRESIDENT GIVES SPECIAL PRIORITY TO SCIENCE AND HIGHER EDUCATION IN HIS ANNUAL ADDRESS 12.09.2025
In his traditional Address to the people of Kazakhstan, Head of State Kassym-Jomart Tokayev noted the complexity of the current global geopolitical situation. However, despite this, the President stressed that the country should not stop developing and proposed concrete ways for modernization and growth. In today's complex global environment, investments in education and science are the most reliable capital for the future. At the same time, the international agreement signed yesterday with one of the leading Chinese universities at the initiative of the President marks the beginning of a new era in the field of education in our country. Through the implementation of the dual-degree program, we are going to increase the international reputation of domestic higher education and pave the way for our youth to become globally competitive. The President's Address noted that Kazakhstan will become a digital state in the next three years. This is a concrete plan to increase the country's potential through the mastery of modern technologies and the introduction of innovations. To achieve this goal, Uzbekali Zhanibekov OKPU is working to educate young people in digital literacy, develop IT education, and support scientific research. We are ready to contribute to the digital transformation of Kazakhstan by combining education and technology. In his annual address, the President gives special priority to the sphere of science and higher education. This year, he also talks about transferring innovation policy to the competence of the ministry, supporting talented researchers, their return to the country, migration policy, creating conditions for qualified specialists, including technical specialists. Today, fundamental work is being carried out to this end. 2025 will be a special year in the history of Zhanibekov University. What CIT rates are stipulated in the new Tax Code??Answer:The basic CIT rate remains at 20%.For the banking sector, the rate will be 25%, except for lending to business entities, for which the rate is 20%. Can such organizations exempt their income from taxation?Answer:There are two tax options for non-profit organizations (NPOs) that provide for tax exemption.The first option is that if an NPO meets the two conditions established by the law on NPOs (it does not distribute net income and is not established for the purpose of generating income), then such an NPO excludes certain specific incomes from compound annual return for the purposes of the CIT. On upcoming amendments to the rules of operation of the CarGoRuqsat electronic queue system 12.09.2025
As part of the digital transformation and improved efficiency of crossing the State Border of the Republic of Kazakhstan, the Ministry of Finance has prepared amendments to the rules of operation of the CarGoRuqsat electronic queue system. These changes are fixed in the drafts of two regulatory legal acts:Order No. 707 dated June 27, 2023, approves the Rules for passing vehicles and goods across the State Border of the Republic of Kazakhstan, including using the electronic queue system on a paid basis;Order No. 538 dated May 25, 2023, determines the amount of fees for passing through the electronic queue at the border.The documents have completed state registration with the Ministry of Justice of the Republic of Kazakhstan and entered into force in September of this year.:Main amendementsIntroduction of guarantee coverage- when booking a slot, the carrier will deposit a guarantee amount of 20 MCI into a special electronic account.- this amount is deducted and transferred to the budget in case of a two-time failure to appear at the checkpoint within 90 calendar days.- if the vehicle arrives at the appointed time, the funds are automatically returned and can be reused.Priority slotsSpecial corridors with an increased quota in the electronic queue system are introduced for certain categories of goods.:- perishable goods,- live animals,- dangerous cargo,- humanitarian aid.It makes it possible to increase the speed of border crossing and ensure uninterrupted supply of socially important goods. Amendments to the Tax Code from September 15, 2025 12.09.2025

The Ministry of Trade and Integration of the Republic of Kazakhstan is systematically working to create favorable conditions for the modernization of trade infrastructure and increasing the competitiveness of small and medium businesses.Since the beginning of this year, 418 projects have been signed under the subsidy instrument for a total of 57.5 billion tenge in loans. The total amount of subsidies paid amounted to 2,788 million tenge. Along with this, 103 guarantees for loans of 8 billion tenge were signed under the guarantee instrument with the amount of state guarantees of 3.6 billion tenge.Particular attention is paid to the development of trade infrastructure in the regions. In the East Kazakhstan region, 21 projects worth about 7 billion tenge in the sphere of domestic trade are currently being implemented with state support.As part of the Roadmap for Market Modernization, it is planned to complete the renovation of three trade markets, Zarya, Zarechny, and Tsentralny, in the city of Ust-Kamenogorsk in 2025. Two of these markets, Zarya and Zarechny, received state support from the Ministry of Trade and Integration.During a working visit to the region, Deputy Chairman of the Trade Committee Yernur Zhautikbayev familiarized himself with the progress of the projects and inspected the trade facilities, where he noted the positive dynamics of the modernization of retail space.The Zarya market, commissioned in 2002, is a universal retail market with a predominance of food products in the assortment. In 2024, two new one-story pavilions with central communications were built here. Thanks to state support, the market continues to develop: in 2025, a parking area was equipped, and two more pavilions are under construction. A complete modernization of the facility is planned before the end of this year.The Zarechny Market, which has been operating since 1999, is also undergoing a large-scale renovation. Its territory includes 5 indoor buildings and several shopping arcades. Since last year, construction of a permanent retail facility has been underway, with completion scheduled for September 2025. Work on laying utility lines and interior finishing is actively ongoing. The facility has its own parking lot.The Central Market, which was commissioned in 2000, is represented by two main permanent buildings, where both food and non-food products are sold. There are also pavilions and shopping arcades on its territory. Work is being carried out at this facility as part of the Roadmap for the modernization of markets.“Full modernization of retail markets by the end of this year is among the Government’s priority tasks. This is the path of law and order. The Ministry of Trade has fully developed the necessary regulatory framework. Now retail facilities must bring their activities into compliance with the requirements of the law. First of all, this is a matter of social responsibility of business. From the beginning of next year, markets that have not undergone modernization will not be able to continue operating,” said Deputy Chairman of the Trade Committee of the Ministry of Trade and Integration of the Republic of Kazakhstan Yernur Zhautikbayev.The Ministry of Trade of the Republic of Kazakhstan plans to increase the share of modern trade formats to 70% by 2029. Currently, this figure is 41%.
