More than 400 entrepreneurs received government support in the field of trade. 12.09.2025
More than 400 entrepreneurs in the trade sector received state support as part of the implementation of measures to develop domestic trade. The Ministry of Trade and Integration of the Republic of Kazakhstan is systematically working to create favorable conditions for the modernization of trade infrastructure and increasing the competitiveness of small and medium businesses.Since the beginning of this year, 418 projects have been signed under the subsidy instrument for a total of 57.5 billion tenge in loans. The total amount of subsidies paid amounted to 2,788 million tenge. Along with this, 103 guarantees for loans of 8 billion tenge were signed under the guarantee instrument with the amount of state guarantees of 3.6 billion tenge.Particular attention is paid to the development of trade infrastructure in the regions. In the East Kazakhstan region, 21 projects worth about 7 billion tenge in the sphere of domestic trade are currently being implemented with state support.As part of the Roadmap for Market Modernization, it is planned to complete the renovation of three trade markets, Zarya, Zarechny, and Tsentralny, in the city of Ust-Kamenogorsk in 2025. Two of these markets, Zarya and Zarechny, received state support from the Ministry of Trade and Integration.During a working visit to the region, Deputy Chairman of the Trade Committee Yernur Zhautikbayev familiarized himself with the progress of the projects and inspected the trade facilities, where he noted the positive dynamics of the modernization of retail space.The Zarya market, commissioned in 2002, is a universal retail market with a predominance of food products in the assortment. In 2024, two new one-story pavilions with central communications were built here. Thanks to state support, the market continues to develop: in 2025, a parking area was equipped, and two more pavilions are under construction. A complete modernization of the facility is planned before the end of this year.The Zarechny Market, which has been operating since 1999, is also undergoing a large-scale renovation. Its territory includes 5 indoor buildings and several shopping arcades. Since last year, construction of a permanent retail facility has been underway, with completion scheduled for September 2025. Work on laying utility lines and interior finishing is actively ongoing. The facility has its own parking lot.The Central Market, which was commissioned in 2000, is represented by two main permanent buildings, where both food and non-food products are sold. There are also pavilions and shopping arcades on its territory. Work is being carried out at this facility as part of the Roadmap for the modernization of markets.“Full modernization of retail markets by the end of this year is among the Government’s priority tasks. This is the path of law and order. The Ministry of Trade has fully developed the necessary regulatory framework. Now retail facilities must bring their activities into compliance with the requirements of the law. First of all, this is a matter of social responsibility of business. In Kazakhstan, work continues on the introduction of a special digital service "Baqylauda", which will show the full picture of state support online, the Ministry of Finance reports. The agency has combined all state support measures, and there are more than a hundred of them today, in order to quickly monitor: what exactly are state funds used for and is there any sense in this? The tool will increase the efficiency of government spending, the agency is confident.The Baqylauda service is hosted by the Ministry of Finance of the Republic of Kazakhstan on a digital platform "Qoldau.kz " (https://baqylauda.qoldau.kz). Today, data on government support measures over the past 10 years is uploaded to the system. When this work is completed, the analysis will show which of the state support tools were effective, and which were a dubious waste of government tenge. In the system, it will be possible to check and evaluate the effectiveness of benefits, subsidies, or other tools, "scaling" them to the level of individual areas, individual industries, operators, and even a specific recipient company.Despite the fact that the data for the last two years has not yet been uploaded, interesting analytical data is already available in the service. So, for 9 years (from 2015 to 2023), the volume of state support amounted to 9.94 trillion tenge. At the same time, state support measures for the "Employment Roadmap" in the "covid" period became the most ambitious budget costs – the costs amounted to about 973 billion tenge. In second place in terms of cost is the cost of preferential leasing of agricultural machinery and equipment – 920 billion tenge, in third place again is the sphere of agriculture – more than 675 billion tenge was spent on the development of livestock breeding. This was followed by the agricultural sector again – the financing of the Ken Dala program, for which 650 billion tenge was spent."It is obvious that many companies, especially in the agricultural sector, receive and use state support measures from different government programs or receive support through different operators, through different ministries. Until today, there was no single database. Therefore, it was difficult to assess the effectiveness of these expenses. Now the state will clearly see whether it makes sense to support a company that receives tens of millions of tenge from year to year, but at the same time its indicators for taxes, productivity, technology, employment and other indicators are not growing," explained A.N. Turysov, Vice Minister of Finance.According to the speaker, the Baqylauda electronic service is a first–level system. She checks the entrepreneur and evaluates his compliance with the established criteria. Currently, there are four key stop factors in it: the absence of persons related to the financing of terrorism on the lists, the absence of signs of false entrepreneurship, bankruptcy facts, as well as unfulfilled obligations under previously received state support measures. If such factors are present, the system will display this information to the service provider, i.e. the government agency or operator. For example, for the Ministry of Agriculture or a Food Corporation. And the service provider will independently decide whether to approve or refuse government support to the business."Yes, we understand that, for example, in agriculture, a lot depends on the weather, on the volatility in the market for products. However, the assessment will be conducted not for one year, but for several years. Regional Aitys of Akyns and Competition of Zhyrshy – Termeshi «Jetisu – jyrdyn bulaǵy» 12.09.2025
The regional akyns’ aitys titled "Jetisu – jyrdyn bulaǵy" was held at the I. Zhansugurov Palace of Culture in the city of Taldykorgan. The aitys began at 10:00 AM, and the zhyrshi-termeshi competition started at 3:00 PM. The award ceremony was held at 6:00 PM.The main goal of the aitys to celebrate the achievements of independent Kazakhstan, as well as to highlight the successes, socio-economic development, and culture of the Zhetysu region on the occasion of its third anniversary. Review of the investment portfolio managed by the NBRK and IPM as of August 1, 2025 12.09.2025
UAPF JSC (hereinafter referred to as UAPF) presents a report on the management of pension assets by the National Bank of the Republic of Kazakhstan (hereinafter referred to as NBRK) and investment portfolio managers (hereinafter referred to as IPM) on the enpf.kz website in the section "Statistics and Analytics - Investment Management of Pension Assets". The total volume of pension assets as of August 1, 2025, under the management of the NBRK and IPM amounted to KZT24,857.25bln. As of this date, UAPF pension assets under the trust management of the NBRK, formed through compulsory pension contributions (hereinafter referred to as CPC), compulsory occupational pension contributions (hereinafter referred to as COPC), voluntary pension contributions (hereinafter referred to as VPC), amounted to about KZT24,283.88bln[1]. The volume of pension assets formed through the employer’scompulsory pension contributions (hereinafter referred to as ECPC), which are in the trust management of the NBRK, is KZT505.92 bln.Pension assets under the management of IPMamounted to more than KZT67.45 bln. Investment portfolio of pension assets managed by the National Bank of the Republic of Kazakhstan The National Bank, as a trustee of the UAPF pension assets, pursues a balanced investment policy: invests in various types of financial instruments by currencies, countries, sectors and issuers.The main areas of investment of pension assets formed through the CPC, COPC, VPC, as of August 1, 2025, are as follows: government securities of the Ministry of Finance of the Republic of Kazakhstan - 42.87%, bonds of quasi-public companies - 8.82%, bonds of second-tier banks of the Republic of Kazakhstan - 2.81%, shares and depositary receipts of issuers of the Republic of Kazakhstan - 1.86%, IFOs - 1.17%.The investment portfolio by currencies in which the financial instruments acquired through the CPC, COPC, and VPC are denominated, as of August 1, 2025, looks like this: investments in national currency - 57.23%, in US dollars - 42.76%, in other currencies - 0.003% of the pension asset portfolio.From the analysis of the structure of the income received, it follows that the income in the form of interest on securities, including on placed deposits and reverse repo transactions, amounted to KZT1,104.97 bln, income from the revaluation of foreign currency, excluding assets under external management, - KZT159.38 bln, income from assets under external management, including taking into account the exchange rate revaluation - KZT439.09 bln, other income - KZT5.01 bln. The market revaluation of securities was negative.The amount of accrued investment income over the past 12 months amounted to about KZT3.11 trln, the yield for this period was 14.74% with inflation at 11.80%. Let us recall that the return on pension assets for individual short-term periods of time is not an indicator of the effectiveness of their management, since income in the form of remuneration for financial instruments and other transactions accrued over a short period of time does not always cover fluctuations in the value of securities and exchange rates for a given period. Therefore, it is advisable to make an objective analysis of the amount of investment income for a period of at least one year. The main investment areas of ECPC as of August 1, 2025 are as follows: government securities of the Ministry of Finance of the Republic of Kazakhstan - 96.98%, deposits of the National Bank of the Republic of Kazakhstan - 2.84%. The investment portfolio at the expense of ECPC includes only financial instruments denominated in national currency. The new Tax Code, which will enter into force in January 2026, is of strategic importance for increasing the transparency of Kazakhstan's tax system. In this regard, the Department of State Revenue for the Zhambyl region has initiated an information campaign that provides an accessible and understandable explanation of the main provisions of the new Tax Code in all regions of the country.Theinformation campaign is carried out with the organization of the State Duma for the Zhambyl region and the territorial UGD. The next meeting was held in the village of Ryskulovsky district. A seminar with representatives of the business community was held at the M.Ozbekov House of Culture in Kulan village, T.Ryskulovsky district.The participantswere presented in detail the main provisions of the new Tax Code. Astana, September 10, 2025 – An international conference entitled “Making the SDGs Count for Central Asia Women with Disabilities” was held at the Ministry of Foreign Affairs of the Republic of Kazakhstan. This event marks the final stage of the project of the Central Asian Network of Women with Disabilities, supported by the “Kynnys” Association (Finland).The event was organized by the “Shyrak” Association of Women with Disabilities, the Central Asian Network of Women with Disabilities, in cooperation with the Ministry of Foreign Affairs of Kazakhstan, the National Commission on Women’s Affairs and Family and Demographic Policy under the President of the Republic of Kazakhstan, the “Kynnys” Association, and the OSCE Programme Office in Astana.During the conference, along with thematic analyses and recommendations for achieving the Sustainable Development Goals in the context of ensuring the rights of women and girls with disabilities the experience of organizations of women with disabilities in Central Asia was presented.“Achieving the Sustainable Development Goals is a universal agenda aimed at the future. However, their implementation is impossible without considering the interests of vulnerable groups. Women and girls with disabilities are millions of citizens worldwide who must have equal access to education, healthcare, employment, and public life. Therefore, it is our common duty to ensure that no one is left behind or excluded from opportunities,” noted Olga Perepechina, Deputy Chairperson of the Senate of the Parliament of the Republic of Kazakhstan.“Advancing the principles of inclusion and the achievement of the Sustainable Development Goals remain key priorities for Kazakhstan. We are convinced that by joining the efforts of states, international organizations, and civil society, it is possible to build an inclusive society in which women and girls with disabilities have equal opportunities for self-realization and active participation in all spheres of life.
