В рамках реализации Концепции «Закон и Порядок», направленной на укрепление доверия к правоохранительным органам и внедрение современных методов аналитики в государственное управление, состоялась рабочая встреча Комитета по правовой статистике и специальным учётам Генеральной прокуратуры Республики Казахстан (далее – Комитет) и Международного университета Астана (далее – Университет). В ходе встречи был подписан меморандум о сотрудничестве.Подписание меморандума стало важным шагом на пути интеграции науки и практики ради обеспечения безопасности общества и укрепления доверия граждан к государственным институтам.Документ предусматривает объединение усилий правоохранительных органов и академического сообщества в целях развития инновационных решений по прогнозированию преступных угроз и выявлению рисков общественной безопасности.Особое внимание уделено деятельности нового подразделения Комитета, созданного в рамках исполнения поручения Главы государства на заседании коллегии правоохранительных органов в июне текущего года — Центра прогнозирования преступных угроз и рисков общественной безопасности (далее - Центр), который является площадкой для внедрения научных исследований и современных технологий в практику правоохранительных органов.«Комитет, выполняя задачи по прогнозированию преступных угроз, сталкивается с необходимостью одновременно применять технологичные инструменты и исследовательские методы. Kazakhstan's trade with Guangdong province grew by 37% in a year 21.08.2025

On the instructions of the Head of State Kassym-Jomart Tokayev, work on the systemic modernization of the fuel and energy complex continues in Kazakhstan. A reliable, self-sufficient and modern energy system will become a solid foundation for the stable economic growth of the country and the improvement of the well-being of each citizen. Development of the petrochemical industry In his Address, President Kassym-Jomart Tokayev drew attention to the urgency of the task of further developing the petrochemical industry. As part of the implementation of the instructions of the Head of State on the transition from raw material exports to the production of products with high added value, a program for the development of the petrochemical industry is being implemented. The total investment in six major projects is about 15 billion US dollars. Expected results: creation of 3,500 permanent and 16,000 temporary jobs; formation of a strategic cluster for industrial growth and decarbonization of the economy; expansion of the range of high-tech products (butadiene, urea, terephthalic acid, polyethylene, polypropylene, etc.). Key projects: a polypropylene plant with a capacity of 500 thousand tons per year has been commissioned; a polyethylene plant with a capacity of 1.25 million tons per year – construction work is underway at the site, commissioning is scheduled for 2029. Promising projects for the production of butadiene, urea, terephthalic acid and other products in demand in agriculture, the automotive and light industries have also been developed. The cluster's center will be the SEZ "National Industrial Petrochemical Technopark" (area - more than 3,600 hectares), providing participants with access to industrial sites, utilities and tax preferences. To date, 18 participating companies have registered in the SEZ. Gas industry: from geological exploration to deep processing In the gas industry, the strategic task at the current stage of development is to expand the resource base of commercial gas. As the Head of State noted in his Address, it is necessary to expand capacities and diversify gas transportation routes. One of the primary tasks of the Government remains providing gas to the population and the economy. Last year, the exploitation of a number of gas fields began, and it is also planned to develop new gas deposits with a total production volume of one billion cubic meters per year. At the same time, the President instructed the Government to rationally distribute gas supplies to the domestic market until these projects are fully launched, and to take a balanced approach to the transition of thermal power plants and household consumers from coal to gas. The Government was instructed to accelerate the construction of gas processing plants in Zhanaozen, Kashagan and Karachaganak. To introduce effective incentives aimed at ensuring the return on investment, including the provision of adequate tariffs and wholesale prices, as soon as possible. The Government's work, carried out within the framework of the tasks set by the President, is synchronized with the "Comprehensive Plan for the Development of the Gas Industry until 2029" approved this year. On the instructions of the Head of State, the construction of large gas processing plants has been intensified: At the Kashagan field, a gas processing plant project with a capacity of 1 billion m³/year is being implemented with a completion date of 2026, and a gas processing plant project with a capacity of 2.5 billion m³/year is also being developed. At the Karachaganak field, it is planned to build a gas processing plant with a capacity of 4 billion m³/year, with launch in 2028 (production of marketable gas - 3.3 billion m³/year). This is 2.4% higher than the 2023 figure. In 2024, more than 4,000 km of gas pipelines were built and 93 projects were implemented. Electric power industry: the key task is to ensure energy independence The main task in the electric power industry is to ensure the country's energy independence and fully cover the growing needs of the economy. The President's instruction sets an ambitious goal - to commission at least 14 gigawatts of new generating capacity in the next five years. This work is being carried out in several areas: modernization of existing stations, construction of new generating units, and development of hydro and renewable energy sources. In 2023 and 2024, 1.3 gigawatts of new electrical capacity has already been commissioned. In 2025, another 621.5 megawatts are being commissioned, and 2,648.5 megawatts are planned for 2026. To achieve these goals, active work is underway to build new strategic facilities. A project to build a power plant based on a combined-cycle plant with a capacity of up to 1000 MW is being implemented in the Turkestan region. In Kyzylorda, construction and installation work is underway to build a new thermal power plant with a capacity of 240 MW. The measures taken are already yielding tangible results: the average wear and tear of thermal power plants in the country has been reduced from 64% to 61% due to modernization and updating of equipment. Based on the results of the past heating season, 9 CHPPs moved from the red zone of high accident rate to the yellow zone, 3 CHPPs - from the yellow to the green zone. Currently, 10 CHPPs are in the red zone, 17 in the yellow zone, and 10 in the green zone. The CHPP modernization program will be continued on a systematic basis with the aim of annually reducing wear and tear and transferring facilities from risk zones to safe operation zones. As part of the implementation of the President's instruction, in December 2024, the Government approved the National Project "Modernization of the Energy and Utilities Sectors" (hereinafter referred to as the National Project), which launched long-term preferential financing of a large-scale repair campaign for the housing and utilities infrastructure. The National Project includes the development of generating capacities, improvement of natural monopoly areas, support for domestic producers and socially vulnerable groups of the population, as well as the introduction of digital technologies to automate processes. More than 200 infrastructure companies are involved in the process. The key indicator is a reduction in the depreciation of facilities by up to 40%. According to the National Project, about 6.8 trillion tenge of investments will be attracted for the modernization of 86 thousand km of utility networks. Among them: 1.6 thousand km of heat supply networks; 77.6 thousand km of power supply networks; 4.7 thousand km of water supply networks, 2.6 thousand km of wastewater disposal networks. This will reduce the number of accidents by 27%. Investments in the amount of 6.2 trillion tenge will be attracted for the modernization and construction of new power generation, which will reduce the depreciation of stations by 15% and introduce additional generation sources in a total volume of 7.3 GW. Today, there are 55 energy producing organizations operating in the country, of which 19 stations have a depreciation rate of over 65%. The volume of electricity generation is 113 billion kWh, while electricity consumption is higher - 115 billion kWh. Thus, according to preliminary forecasts, it is necessary to attract about 13 trillion tenge of investments to the energy and utilities sectors to implement the National Project for 5 years. It should be noted that the main share of funds will be attracted from private financial institutions (second-tier banks - STB, international financial organizations - IFO, industrial development fund - IDF). In general, the following financing mechanisms are envisaged: direct financing (BRK, STB, MFO, FRP); co-financing; bonds; budget loans; capital of private monopolies; leasing financing. An individual financing model is selected for each enterprise. In order to increase the investment attractiveness of the National Project, changes have been made to the tariff methodology, allowing for the return on investment and guaranteeing the necessary levels of cash flows. In addition, the possibility of subsidizing the interest rate on loans is being worked out, which will reduce the impact on tariffs. In order to mitigate the tariff burden for socially vulnerable groups of the population, targeted social assistance will be provided to reimburse the costs of paying for utilities. Along with this, 48 natural monopoly entities (96 projects) with a high level of asset depreciation, which have confirmed documents and are ready for financing for a total of 144.5 billion tenge for the repair and replacement of 1,347 km of utility networks and 3,047 units of equipment have been reviewed and identified. As part of the modernization and construction of energy and utilities infrastructure, it is planned to use domestic production as much as possible. Through the implementation of the National Project, it is planned to fully load Kazakhstani enterprises producing housing and utilities products. It is also planned to build another 27 production facilities with an investment volume of about 190 billion tenge and the creation of 3.5 thousand new jobs. The involved volume of production of domestic enterprises will amount to about 4.4 trillion tenge. This approach will not only increase domestic competitiveness, but also reduce dependence on imports and strengthen the position of "local" enterprises in the market as a whole. The implementation of the National Project includes measures to support socially vulnerable groups of the population, procurement rules using a single platform to combine all regulated purchases, the introduction of new digital technologies within the framework of the automation of modernization processes for information and communication infrastructure facilities of the system operator, etc.

The CHP modernization program will continue systematically to reduce annual wear and tear and move facilities from hazardous areas to safe operating areas. As part of the implementation of the President's instructions, in December 2024, the Government approved the National Project "Modernization of the Energy and Utilities Sectors" (hereinafter referred to as the national project), within the framework of which long-term concessional financing of a large-scale campaign to repair the housing and communal services infrastructure began. The national project includes the development of electricity generation capacities, improvement of the natural monopolies sector, support for domestic producers and socially vulnerable groups, as well as the introduction of digital technologies to automate processes. More than 200 infrastructure companies are involved in this work. The main indicator is to reduce the level of depreciation of facilities to 40%. According to the national project, approximately 6.8 trillion tenge will be invested in the modernization of 86 thousand kilometers of engineering networks. Including: 1.6 thousand kilometers of heating networks; 77.6 thousand kilometers of electricity networks; 4.7 thousand kilometers of water supply networks; 2.6 thousand kilometers of sewerage networks. This will reduce the number of accidents by 27%. It is planned to attract investments in the amount of 6.2 trillion tenge in the construction of new sources of electricity generation and modernization of existing plants. These funds will allow reducing the wear and tear of plants by 15% and introducing an additional 7.3 GW of production capacity. Today, there are 55 electricity generating organizations operating in the country, 19 of which are more than 65% worn out. The volume of electricity generation is 113 billion kWh, and the volume of consumption is 115 billion kWh. Thus, according to preliminary estimates, it is necessary to attract approximately 13 trillion tenge of investment in the energy and utilities sector to implement the National Project over the next five years. It should be noted that the bulk of the funds will be raised from private financial institutions (second-tier banks - STBs, international financial organizations - IFIs, Industrial Development Fund - IDF). The following general financing mechanisms are envisaged: direct financing (DBs, STBs, IFIs, DFIs); co-financing; bonds; budget loans; capital of private monopolies; leasing financing. An individual financing model is developed for each enterprise. In order to increase the investment attractiveness of the national project, changes have been made to the tariff methodology. This will ensure a return on invested funds and allow for the stable maintenance of the required level of financial flows. In addition, the possibility of subsidizing interest rates on loans is being considered. This, in turn, will help reduce the impact on tariffs. In order to alleviate the tariff burden for socially vulnerable groups, targeted social assistance is provided to cover utility bills. At the same time, 48 natural monopoly entities (96 projects) with a high level of deterioration, confirmed documents and ready for financing were considered and identified. It is planned to repair and replace 1,347 kilometers of utility lines and upgrade 3,047 units of equipment for a total amount of 144.5 billion tenge. It is planned to maximize the use of domestic production within the framework of the modernization and construction of energy and utility infrastructure. As a result of the implementation of the national project, Kazakhstani enterprises producing housing and communal services products are expected to operate at full capacity. In addition, 27 new production facilities will be built with investments of about 190 billion tenge, creating about 3.5 thousand jobs. The volume of output of domestic enterprises used is approximately 4.4 trillion tenge. This approach not only strengthens competitiveness in the domestic market, but also reduces dependence on imports and strengthens the position of "local" enterprises in the overall market. The implementation of the national project involves measures to support socially vulnerable groups of the population, principles that unify all regulated purchases using a single platform, the introduction of new digital technologies as part of the automation of the modernization processes of the system operator's information and communication infrastructure facilities, etc.

Targeted requirements and target savings are also automatically accrued to participants in the National Fund for Children program.In the period from 01.01.2025 to 31.07.2025, the Fund provided 27.9 million services to the population. Of their total number, 15.6 million were provided electronically, 11.4 million automatically. Thus, the share of services provided in automatic, electronic and remote formats amounted to 98.0% of the total. In person, 565.8 thousand services were provided, including 555.1 thousand services directly in the Fund's offices.In total, during the reporting period, the total number of individual pension savings accounts (IPSA) opened automatically for all types of pension contributions, as well as notional pension savings accounts (NPSA, opened as a result of the transfer of ECPC by the employer) and target savings accounts (TSA, opened within the framework of the National Fund for Children program) amounted to 1.0 million accounts.The most popular service is still receiving statements from individual pension accounts, notional pension accounts (NPSAs), and target savings accounts (TSAs). Since the beginning of the year, 17.2 million statements have been issued from IPSAs, NPSAs, and TSAs, of which 14.3 million were issued electronically and 2.4 million were issued automatically. UAPF reminds that receiving information about the status of accounts through your personal account is the most convenient, reliable, and efficient way to control your pension savings.
