Важнейшим шагом стало подписание 14 июля 2025 года нового Закона по вопросам обязательного медицинского страхования.«Охрана здоровья населения является особым приоритетом нашего государства, и наша задача – обеспечить рост ожидаемой продолжительности жизни населения не менее 77 лет к 2029 году. В целом цель достижима, и ежегодно прослеживается положительная динамика. По итогам 2024 года продолжительность жизни впервые достигла 75 лет и 4 месяцев. Улучшение основных показателей здоровья населения удается достичь благодаря поддержке и постоянному участию Главы нашего государства и Правительства», – отмечает министр здравоохранения Акмарал Альназарова. Профилактические скрининги включены в гарантированный государством пакет медуслугС момента внедрения системы ОСМС финансирование здравоохранения увеличилось в три раза, что позволило расширить доступ населения к высокотехнологичным и дорогостоящим услугам.Теперь вся медицинская помощь четко разделена на две части: базовый пакет, гарантированный государством абсолютно всем жителям страны, и расширенный страховой пакет для застрахованных граждан.«14 июля текущего года подписан закон, который предусматривает четкое разделение пакетов гарантированного объема бесплатной медицинской помощи и социального медицинского страхования. Обеспечивается доступность скринингов по наиболее распространенным социально значимым заболеваниям для всех граждан вне зависимости от статуса застрахованности Вводятся новые виды скрининга для раннего выявления рака, сердечно-сосудистых заболеваний и острых нарушений мозгового кровообращения для мужчин старше 50 лет уже с текущего года. Обследования при подозрении на социально значимые заболевания в рамках данного закона будут доступными для всех», – подчеркивает Акмарал Альназарова. Системой ОСМС будет охвачено дополнительно свыше 1 млн человек к 2026 годуЗакон «Об обязательном социальном медицинском страховании» предусматривает реализацию ряда мер для укрепления финансовой устойчивости системы здравоохранения.Расширение охвата ОСМС социально уязвимых категорий граждан: в целях максимального вовлечения населения в систему вводится механизм уплаты взносов за граждан из социально уязвимых категорий местными исполнительными органами. Реализация этой нормы позволит к 2026 году дополнительно охватить системой ОСМС свыше 1 млн человек.Внедрение справедливой системы взносов: для соблюдения принципа социальной справедливости отменяется верхний предел дохода, с которого производятся отчисления в Фонд социального медицинского страхования. Данный подход обеспечит соразмерный вклад граждан в систему и принесет в бюджет отрасли дополнительно до 200 млрд тенге в год.Увеличение государственного финансирования: предусмотрено поэтапное увеличение ставок взносов государства за 11 млн граждан из льготных категорий. Эта мера позволит к 2030 году увеличить финансирование на сумму до 289 млрд тенге.Формирование единого пакета медицинских услуг: с 2027 года будет внедрен единый пакет, который предполагает четкое разграничение между гарантированным объемом бесплатной медпомощи (ГОБМП) и пакетом ОСМС. Каждый житель страны будет знать, какие услуги гарантированы государством, а какие покрываются страховкой. Охрана здоровья матери и ребенкаПо итогам 2024 года продолжительность жизни в стране впервые достигла 75,4 лет. Показатель материнской смертности снизился на 12%, достигнув исторического минимума. Также отмечено снижение неонатальной смертности на 20%, младенческой – на 11% и детской – на 8%.В 2024 году в стране впервые внедрена инновационная технология «Фетальная медицина»: проведена 71 внутриутробная операция у плода, в результате чего была сохранена жизнь 96 новорожденным. Активно развивается и хирургия новорожденных – за первое полугодие 2025 года оперативное лечение получили 600 младенцев с врожденными пороками развития.Для раннего выявления патологий в стране создана эффективная инфраструктура – Клиники одного дня, Центры охраны плода. Детям с рождения проводятся четыре вида скринингов: неонатальный, аудиологический, психофизический и офтальмологический. Эта работа уже дала результаты – первичная инвалидность детей с врожденными пороками снизилась на 7,5%, а выживаемость новорожденных увеличилась с 88% до 93%. Для улучшения помощи детям в каждой организации ПМСП организуются педиатрические отделения. При поддержке ЮНИСЕФ в поликлиниках открываются Центры развития и раннего вмешательства. На сегодня уже действует 100 таких центров, где дети с трудностями развития получают комплексную помощь. В связи с растущим числом детей с аутизмом в четыре раза увеличено количество коек для их реабилитации.Для поддержки материнства впервые запущена программа «Аналар саулығы», нацеленная на укрепление репродуктивного здоровья женщин. Параллельно для женщин из отдаленных сел открываются пансионаты «Салауатты Ана» для заблаговременной госпитализации беременных из группы высокого риска.Модернизация сельского здравоохранения: 538 из 655 медицинских объектов уже начали работуВ Казахстане выполняются уникальные операции, которые ставят страну в ряд с передовыми медицинскими центрами мира. Проводятся сложнейшие вмешательства по трансплантации сердца и легких, а также тройная перекрестная трансплантация почки. Казахстан входит в число шести стран мира, где выполняются такие операции.В лечении заболеваний головного мозга применяется технология «Гамма-нож», а для борьбы с онкологией используется передовая протонная терапия.Ведется масштабная работа по обновлению инфраструктуры. В рамках нацпроекта «Модернизация сельского здравоохранения» уже построено 538 из 655 запланированных сельских объектов. «Эти объекты строятся в селах, ранее не охваченных медицинскими объектами, а также взамен устаревших и неприспособленных помещений. Эти центры охватят порядка 1 млн сельских жителей медицинскими услугами», – отмечает министр здравоохранения Акмарал Альназарова. Проводится реновация 36 областных больниц и 17 перинатальных центров. Коечный фонд детских отделений вырос на 38%. Закуплено порядка 2,1 тыс. единиц медоборудования, в результате чего оснащенность выросла до 86% (с 62%). В системе здравоохранения принимаются меры по усилению подготовки кадров, снижению цен на лекарства и развитию цифровой трансформацииВ системе здравоохранения решаются также кадровые вопросы. Так, например, восстановлена специальность «Педиатрия» и введена резидентура по 14 дефицитным детским специальностям. «В части развития человеческого капитала мы усиливаем медицинское образование, развиваем сестринскую практику с фокусом на самостоятельный прием пациентов, внедряем непрерывное профессиональное развитие как врачей, так и медицинских сестер через симуляционные центры и дистанционные платформы. Ежегодно увеличивается прием абитуриентов в медицинские вузы, что также является подтверждением престижа профессии врача. В 2025 году выпуск медицинских вузов составил 11 600 специалистов, и 2/3 из них будут трудоустроены в медицинские организации по региональному распределению. По поручению Главы государства приняты дополнительные социальные меры поддержки для медицинских работников в целях снижения дефицита кадров, особенно на селе. Врачам остродефицитных специальностей, прибывших для работы в сельские населенные пункты, предусмотрены выплаты в размере 8,5 млн тенге», – подчеркивает Акмарал Альназарова.  В фармацевтической отрасли принимаются меры по исполнению поручения Президента о доведении доли лекарств отечественного производства до 50% к 2029 году. В целях повышения прозрачности ценообразования пересмотрен механизм формирования предельных цен: исключены излишние расходы и снижены цены на генерики до 30% от стоимости оригинальных препаратов. Только по ТОП-20 высокозатратным препаратам, закупаемым СК-Фармация, ориентировочная экономия составит порядка 18 млрд тенге. В целом, ожидается снижение предельных цен в рамках ГОБМП и системе ОСМС на 19%, в оптовом и розничном сегментах – до 30%.Введение новой модели референтного ценообразования позволяет рассчитывать на снижение цен на 12%, а общий экономический эффект – порядка 50 млрд тенге.Эти средства будут перенаправлены на расширение охвата и повышение качества терапии. Также осуществляется оптимизация перечня амбулаторного лекарственного обеспечения, что позволит высвободить ресурсы для внедрения инновационных препаратов. Параллельно идет цифровая трансформация отрасли. Ведется работа по созданию Единой государственной медицинской информационной системы. Chapter 47 of the Code of the Republic of Kazakhstan "On Customs Regulation in the Republic of Kazakhstan" (hereinafter - the Code) approves the forms of customs control, one of which is the customs inspection. The access of officials from the customs and other state bodies of the Republic of Kazakhstan to the object of the inspected person for conducting an exit customs inspection is regulated by Article 420 of the Code.                                   Upon presentation of an order to conduct an exit customs inspection, as well as official identification cards or identification cards by customs officials, the inspected person must ensure access of customs officials and officials of other state bodies of the Republic of Kazakhstan involved in conducting an exit customs inspection to the object of the inspected person (except for residential premises) for conducting an exit customs inspection.                            If the legislation of the Republic of Kazakhstan establishes a special procedure for the access of officials of state bodies to certain facilities, such access is provided in compliance with the procedure established by the legislation of the Republic of Kazakhstan.                                                                   3. The inspected person has the right to refuse access to the inspected person’s object to officials of the customs authority and officials of other state bodies of the Republic of Kazakhstan involved in conducting an exit customs inspection in the following cases:                                                                              1) specified officials did not present an order for conducting an exit customs inspection and (or) official identification cards or identification cards.;                        2) officials of the customs authorities and (or) officials of other state bodies of the Republic of Kazakhstan are not specified in the order of conducting an exit customs inspection                  3) specified officials do not have special permission to access the object of the inspected person, if such permission is required in accordance with the legislation of the Republic of Kazakhstan.                                     4. In case of an unjustified refusal by the inspected person to provide access to officials of the customs authority and officials of other state bodies of the Republic of Kazakhstan involved in the on-site customs inspection, an appropriate protocol is drawn up at the facility in a form approved by the authorized body. Persons obstructing the access of officials specified in part one of this paragraph to the facility of the inspected person shall bear responsibility established by the laws of the Republic of Kazakhstan.5.
