He indicated that he did not know about the existence of the property left after his father's death and, accordingly, could not accept the inheritance within the time limit established by law.The citizen appealed to the courts of general jurisdiction, following consideration of which the claim was finally dismissed.The applicant considers that the rule of Article 1072-2 § 1 of the Civil Code applied by the courts violates his constitutional rights.The Constitutional Court noted the following. The contested norm is not related to the recognition of different forms of ownership or their protection, as provided for by Article 6(1) of the Constitution. The norm applies to all heirs equally, regardless of any circumstances, which does not violate the requirements of Article 14 of the Constitution on equality and non-discrimination. Also, the contested norm is not connected with deprivation of property, except by court decision, as established by Article 26, paragraph 3 of the Constitution.The right to inheritance presupposes compliance with the conditions established by law, including the time limits for accepting inheritance. These time limits are aimed at protecting the rights of other heirs, the safety of property and the stability of civil turnover. The Constitutional Court emphasized that the law allows the possibility of restoring the time limit for accepting inheritance for valid reasons, if the heir applies to the court within six months after the reasons for the omission have been eliminated (Article 1072-3 of the Civil Code). Consequently, the contested norm is not an obstacle to the realization of the right to inheritance.The Constitutional Court concluded that Article 1072-2(1) of the Civil Code did not affect the constitutional rights and freedoms referred to in the appeal. Large-scale construction works are underway in the new Akzhayik microdistrict of Uralsk. The construction of 25 residential buildings is planned at the expense of budgetary funds. In addition, according to the detailed planning project, 56 social facilities, 2 schools (each for 1,500 students), 4 sports complexes, 9 kindergartens, 2 polyclinics, as well as 4 playgrounds and boulevard parks are planned.It is also planned to build a regional multidisciplinary hospital with 550 beds, together with a cardiology center and a 200-bed perinatal center.Currently, 8 multi-family residential buildings and a rehabilitation center with 150 beds have been commissioned. In addition, the construction of a new sewage pumping station has been completed and put into operation. In 2024, 390 needy families will be provided with housing. Myt is an acute infectious disease of horses, characterized by catarrhal-purulent inflammation of the mucous membrane of the nasal cavity and pharynx, as well as purulent inflammation of the submandibular lymph nodes.Epizootological dataYoung horses are affected, most often from 6 months to 5 years old. Cases of the disease in older horses are rare. The source of the infectious agent are sick and recovered animals, as well as healthy carriers of bacteria. Infection occurs most often by alimentary means, less often by airborne means. Predisposing factors are colds, transportation, poor conditions of detention, etc. Myt manifests itself sporadically or in the form of epizootic outbreaks. Usually, the mortality rate does not exceed 5%, however, under unfavorable factors, myt can spread quickly and in such cases the mortality rate reaches 30-70%.Course and symptomsThe incubation period lasts 1-15 days. The disease can be acute or subacute. There are typical and atypical forms, sometimes there is a genital form of myta.The typical form is characterized by high body temperature (40-41°C), decreased appetite, depression, rhinitis, mucopurulent nasal discharge, cough, inflammation of the submandibular lymph nodes with subsequent suppuration and opening. Breathing is rapid and wheezing. Many lymphatic vessels are involved in the process.With the atypical form of myta, abscesses form in the lungs and other internal organs and lymph nodes, the temperature is constantly high, the animal is exhausted.The abortive form is characterized by an increase in body temperature, rhinitis, a slight increase in the submandibular lymph nodes without suppuration. Recovery occurs after 5-7 days.The genital form of mastitis is manifested by catarrhal-purulent inflammation of the vaginal mucosa, regional lymph nodes, and sometimes purulent mastitis. In stallions, it occurs as acute catarrhal-purulent inflammation of the glans penis and urethra.Diagnosis of mastitis is based on epizootic data (mass cases of the disease in young horses), clinical signs (fever, rhinitis), the results of pathological examination and laboratory tests.TreatmentSick animals are immediately isolated in a separate dry, warm room without drafts. Abscesses are opened and wounds are treated. According to preliminary data from the Bureau of National Statistics, Kazakhstan's gross domestic product increased by 6% in January–May 2025 compared to the same period last year.This result was made possible by accelerating the pace in key sectors, from industry and construction to trade, transport and communications.Industrial production increased 6.4%. Growth was recorded in 17 regions of the country: Zhambyl region became the leader in dynamics with an indicator of +22.9% due to active mining of ore, fertilizers, Portland cement and sugar. Turkestan and Zhetisu regions increased production by 14.8%, Almaty by 14.1%, and Shymkent grew by 18.9%.Agriculture showed an increase of 4.0% (versus 3.9% in January–April). The most noticeable growth was in Atyrau region (+10.4%), North Kazakhstan region (+7.5%) and Akmola region (+6.5%), mainly due to increased slaughter of livestock and poultry. The growth reached 6.3% in Turkestan region, 3.6% in Abai region, and 4.8% in Kostanay region.The construction industry shows a dynamic development: volumes increased by 15.4%. Eighteen regions have shown growth, and Mangystau region has doubled the volume of work thanks to large–scale projects - schools, a desalination plant, reconstruction of oil pipelines and aqueducts, a regional hospital and highway repairs. In the Kyzylorda region, the growth was 64.5%, in Kostanay – 57.8%, in Astana – 51.8%, in Turkestan – 46.6%.Housing construction continues to gain momentum: over 6 million square meters have been commissioned in five months. housing prices, which is 5.7% higher than last year. Construction is most active in Turkestan region (+25.5%), Shymkent (+23.4%) and Almaty region (+20.4%).Investments in fixed assets increased by 18.2%. The share of wholesale trade in the structure of domestic trade is about 68%. In January-May of this year, wholesale trade added 8.3%, retail – 6.5%.The leaders in terms of pace were Turkestan region (+66.2%), Akmola region (+48.9%) and Shymkent (+23.1%).Communications and telecommunications added 2.8% due to Internet services (+13.9%).The transportation industry is showing growth of 23.1%, which is largely the result of the growth of freight rail transport (+17%) and pipeline transportation (+13.8%). On June 10, 2025, the Russian State Institution "Department of the State Labor Inspection Committee of the Ministry of Labor and Social Protection of the Population of the Republic of Kazakhstan in Kostanay region" jointly with the Russian State Institution "Department of the Committee for Regulation and Control of Social Protection of the Population in Kostanay region" and the local police service of the Astana City Police Department. Kostanay has carried out preventive work on measures to prevent government employees from appearing in public places in a state of alcoholic, narcotic or toxic intoxication, non-medical consumption of narcotic drugs and psychotropic substances, as well as driving vehicles in a state of intoxication. On June 10, the Kostanay Regional Universal Scientific Library named after Leo Tolstoy, with the support of the Department of Culture of the Akimat of Kostanay region, held a scientific and practical conference "Alash murasyn adal shirakshysy", dedicated to the 140th anniversary of the public figure, poet, novelist Mirzhakyp Dulatuly. The scientific and practical conference was attended by a representative and members of the Kostanay branch of the Writers' Union of the Republic of Kazakhstan, creative intelligentsia, librarians of mass libraries of Kostanay region, as well as representatives of the Scientific Research Institute "Alash" A. Bokeikhan (Astana), Kostanay Regional University named after A. Baitursynuly, Kostanay Engineering and Economics University named after M. Dulatuly, gymnasium named after S. Maulenov, Mirzhakyp Dulatula Comprehensive school of the Department of Education of the city of Rudny, the Dzhangelda museum complex of Torgai.    The conference discussed topical issues of preserving the heritage of Alash, the role of Mirzhakyp Dulatuly in the development of Kazakh culture and literature, as well as modern approaches to the study of his work. The conference has become an excellent platform for sharing experiences and establishing professional contacts among specialists in various fields. Scientific reports were presented at the conference and a book exhibition "Khalkyn oyatkan kalamger" was organized.
