More than 16 billion tenge was paid to veterans in the form of special state benefits in 2024 25.01.2025
As of January 1, 2025, there were 85,203 veterans living in Kazakhstan, including 120 veterans of the Great Patriotic War (hereinafter referred to as the Great Patriotic War), 16,983 veterans equated with Great Patriotic War veterans in terms of benefits, 26,506 veterans of hostilities in the territory of other states, and 41,594 home front workers during the Great Patriotic War. In 2024, special state benefits in the amount of 16.7 billion tenge were paid to these categories of veterans. Vice Minister of Labor and Social Protection of the Population of the Republic of Kazakhstan Olzhas Anafin spoke at a press conference held at the Government about state social support measures for low-income Kazakhstanis. This category of citizens is provided with housing and social assistance to cover utility bills and targeted social assistance aimed at getting families out of difficult life situations. Housing assistance is provided to citizens whose expenses for paying utility bills and maintaining housing exceed the permissible maximum share of expenses for these purposes established by local representative bodies. The maximum permissible share does not exceed 10%.This type of assistance is provided at the expense of local budget funds, regardless of social status, in the event of having only one dwelling.Applications for housing assistance can be submitted through the electronic government portal (egov.kz) or through public service centers."In 2024, local executive bodies provided housing assistance to 17.5 thousand families or 41.2 thousand people for a total amount of 592 million tenge. This year, 1.5 billion tenge has been allocated from local budgets for housing assistance to 41.9 thousand recipients,” said Olzhas Anafin.To pay for additional utilities and purchase solid fuel from local budgets, one-time and monthly social payments are provided to certain categories of citizens. The list of categories of recipients, the maximum amount of social assistance and the deadlines for applying for it are established by local executive bodies and approved by decisions of local representative bodies. “These payments are not provided in all regions and will depend on the capabilities of local budgets. In 2024, 5.3 billion tenge was allocated for these purposes for 181.2 thousand recipients. According to local executive bodies, 2.6 billion tenge is allocated for social assistance to certain categories of citizens in 2025 for 193.7 thousand recipients. It is important to note that, in accordance with the established criteria, a citizen can simultaneously receive housing assistance and social payments,” said Olzhas Anafin.Targeted social assistance (hereinafter referred to as TSA) is provided to low-income families with an average per capita income below the poverty line (35% of the regional median income, but not less than 70% of the regional minimum subsistence level).“When tariffs increase, the increase in prices affects the non-food part of the minimum subsistence level (55% food, 45% non-food part). Thus, the increase in the cost of utilities will lead to an increase in the standard of living and, accordingly, to a change in the poverty line, which will affect the amount of TSA.The Ministry of Labor and Social Protection of the Population is ready for these changes. Targeted social assistance will be provided to all Kazakhstanis with incomes below the poverty line. Big changes in Altynsarin district: how new projects are changing the lives of villagers 25.01.2025
On January 24, 2025, the akim of Kostanay region Kumar Aksakalov paid a working visit to Altynsarin district. The purpose of the visit was to assess the implementation of projects that contribute to the socio-economic development of rural areas. During the visit, the akim got acquainted with a number of facilities: a dairy farm under construction, a new House of Culture, and new residential buildings. These projects are aimed at directly fulfilling the instructions of the Head of State and are bringing great benefits to the residents of the region. Farm in Basbek village: a confident step towards food security The construction of a dairy farm for 660 heads of cattle has begun in Basbek village, Altynsarin district, Kostanay region. The cost of the project is 3.5 billion tenge, of which 500 million tenge were the enterprise's own funds, and 3 billion tenge were allocated as a loan at a rate of 2.5% within the framework of state support measures. Akim of Kostanay region Kumar Aksakalov noted that this project is aimed at fulfilling the task of the Head of State to increase the share of processed products in the agro-industrial complex to 70% by 2026. The farm will produce 4.5 thousand tons of milk per year. “This project is aimed at ensuring food security, reducing dependence on imports, and creating new opportunities for the development of the agricultural economy. "We are implementing the strategy of the Head of State aimed at the sustainable growth of the agro-industrial complex and improving the quality of life in rural areas," the head of the region said. It should be noted that this is not the only project aimed at implementing the instructions of the Head of State in the region.In the Kostanay region, 6 more modern industrial dairy farms are being built in the Fedorov, Karabalyk, Mendikara and Altynsarin districts for high-quality milk production.The launch of these farms will increase milk production by 43 thousand tons, and the load on milk processing enterprises in the region will increase from 80% to 95%. The farm director Talgat Tapaev also noted the importance of the project for the region:   "Prioritizing only crop production is a path that leads to risks and potential bankruptcy. Market fluctuations and climate change make such a farm unstable. Diversification is not just a choice, it is a necessity for survival and growth. Developing dairy farming is a real way to strengthen your own economy, reduce dependence on one direction, and ensure long-term sustainability.Understanding this, of course, thanks to state support, we have undertaken the construction of a dairy farm for 600 cows. It produces 4.5 thousand tons of milk per year and employs more than 30 local residents. Those who are not ready for change will be left behind. Our example shows that changes are possible and that they bring profit not only to the farm, but also to the entire region. Our task is to complete the project on time and put the farm into operation at full capacity," he said. The implementation of such projects contributes not only to the economic development of the region, but also to the improvement of social infrastructure, creating conditions for raising the standard of living of rural residents.   House of Culture: a center of creativity and unity The next object of the working trip of the regional akim Kumar Aksakalov was the grand opening of the new House of Culture in the village of Bolshaya Churakovka. This project, implemented within the framework of the “Village – Cradle of the Nation” program, has become an important event for the villagers. 404 million tenge was allocated for the construction of the facility.The House of Culture can accommodate up to 100 people daily, which will allow for creative development, effective leisure activities and preservation of traditions. At the grand opening ceremony, Kumar Aksakalov noted the importance of such projects: “The new House of Culture is not just a building. It is a center of life, creativity and inspiration. We are improving the cultural infrastructure in rural areas, creating conditions for residents to develop themselves and preserve their traditions. Last year, funding for the cultural sector in Kostanay region increased by 24.3% and amounted to 16.9 billion tenge. Particular attention is paid to improving the infrastructure of cultural facilities, which will allow us to implement projects such as the construction of a new House of Culture.Such large-scale projects demonstrate that state support is a real step towards the development of rural areas. These are not just words, but real actions to create favorable conditions for living, working and being creative.   Housing for large families: new houses in the village of Ubagan The last destination of the regional akim's working trip was the village of Ubagan, Altynsarin district. Here, the keys to eight new two-apartment houses were ceremonially handed over. This project was implemented within the framework of the state program to provide affordable housing, which is being implemented in order to fulfill the instructions of the Head of State. A total of 298.2 million tenge was spent on the construction. The average area of ​​​​each apartment is 85 square meters. The houses are built with neat finishing, equipped with all necessary communications and are fully ready for occupancy. Among the owners of the new houses are large families, orphans and representatives of socially vulnerable groups. At the solemn ceremony, the akim of Kostanay region Kumar Aksakalov noted: «We are increasing housing construction every year. According to the results of 2024, about 500 thousand square meters of housing were put into operation, and more than 5 thousand families were provided with apartments. Last year, funds were allocated for the purchase of rental housing on the instructions of the Head of State. 940 apartments were purchased in the region for more than 18 billion tenge, which is 5.7 times more than in 2023. This year, it is planned to purchase 1,000 apartments for citizens on the waiting list." According to the akim, providing citizens with affordable housing is one of the important directions for implementing the tasks of the country's leadership. New houses are not just shelter, but a symbol of confidence in the future and an improvement in the quality of life. We will continue to work to solve housing problems, create conditions for every family to have a comfortable home and build a stable future. Gulshat Suyesenova, a mother of many children, who received the keys to the new house, shared her joy: «This is a great happiness for our family. UN HRC commends human rights situation in Kazakhstan 25.01.2025
Geneva, January 23, 2025 - The Fourth Report of Kazakhstan on the fulfilment of human rights obligations and recommendations of the previous review was considered during the 48th session of the Working Group of the United Nations Human Rights Council’s Universal Periodic Review.The delegation of the Republic of Kazakhstan consisted of senior officials of nine main state bodies that directly implement state policy and monitor the fulfillment of state’s human rights obligations, as well as members of the Majilis of the Parliament of the Republic of Kazakhstan.More than 100 UN Member States delegations participated in the review. It demonstrated a genuine interest to an open and constructive dialogue with our country. The event was held in the format of an interactive discussion, during which UN Member States raised questions, made comments and recommendations for further improvement of our country's human rights system.The Kazakhstan’s official delegation, led by Minister of Justice Yerlan Sarsembayev, addressed the UN Human Rights Council on a wide range of issues, focusing on the comprehensive reforms undertaken by President of the Republic of Kazakhstan Kassym-Jomart Tokayev, in the field of human rights and the rule of law, key legal initiatives on the elimination of torture and ill-treatment, peaceful assembly and freedom of association, ensuring the work of mass media and expanding the rights of journalists, combating human trafficking and domestic violence. In addition, the members of the delegation provided comprehensive information to questions raised by UN Member States, enriching the dialogue and sharing the good practices on human rights issues.In his address to the Council, Deputy Minister of Foreign Affairs of the Republic of Kazakhstan Roman Vassilenko shared the country's experience in cooperating with the Office of the UN High Commissioner for Human Rights, Special Procedures of the Human Rights Council and UN treaty bodies. In particular, attention was drawn to the inter-agency mechanism established by the Decree of the President of the Republic of Kazakhstan to consider inquiries from UN special rapporteurs and treaty bodies on individual communications. He underlined the constructive nature of this platform, which contributed to the adoption of three human rights action plans and several legal acts related to wide range of political and social issues of the country.During the dialogue with the Kazakhstan’s delegation, UN Member States expressed their support to the ambitious reforms and welcomed the concrete actions to strengthen fundamental human rights and freedoms. Seven illegal construction projects identified in Almaty region in two weeks 23.01.2025
The fight against illegal construction continues in the Almaty region. Over the past two weeks, monitoring groups have identified seven facilities being built without permits. Materials on all cases have already been sent to the court, where the future fate of the Samostroevs will be decided."Illegal construction is not just a violation of the law, it is a potential threat to the safety of residents and damage to the environment. We do not intend to turn a blind eye to this problem and will harshly suppress any attempts at unauthorized construction of facilities," said Gabiden Uzenbayev, Acting head of the Department of State Architectural and Construction Control of the Almaty region.Local residents complain about the increased incidence of self-construction, noting the negative impact on the quality of life and the appearance of settlements. Photos and videos of illegal construction sites are increasingly appearing on social media, accompanied by outraged comments.The Department of State Architectural and Construction Control assured that the inspections would continue. Uygur district of Almaty region attracted more than 1 billion tenge due to tourism 23.01.2025
Uyghur district continues to develop tourism, in the first nine months of 2024, 91,481 people rested in hotels and other accommodation facilities of the district, which is 24% of the total number of tourists of the region. Revenue from placement services exceeded 1 billion tenge.There are 84 tourist facilities in the Uyghur district, among which there are comfortable recreation areas for relaxing in nature, one-story bungalows, rural houses.The main factor that attracts tourists is hot water springs. Health-promoting procedures are recommended here. Geothermal waters are known for their healing properties, and well-developed infrastructure, swimming pools and food outlets provide a high level of comfort. 700 people work in recreation areas on a permanent basis, not counting seasonal employees.Charyn Gorge remains one of the main attractions of the region and attracts thousands of tourists, including foreign visitors."Our region is rich in natural resources and offers very favorable conditions for recreation. Astana, January 21, 2024 – At the initiative of the European side, Deputy Minister of Foreign Affairs of the Republic of Kazakhstan Roman Vassilenko held an overview briefing for the heads of diplomatic missions of the European Union countries, accredited in the Republic of Kazakhstan.During the event, the Kazakh diplomat spoke about the foreign policy priorities of Kazakhstan, focusing on the course of further strengthening economic cooperation and expanding transport connectivity in Central Asia and between the region and the EU.
