The meeting of the Akimat of the Kostanay region discussed the most important issues of improving the quality of life of citizens, with a focus on employment and increasing income. A 7-year-old student from Konayev won silver in open water swimming 17.01.2025
Dmitry Krempin, a 7-year-old athlete from Konaev, won a silver medal at the Oceanman competition in Dubai.More than 100 children and teenagers aged 4 to 17 from 20 countries took part in the international competition, which competed in open water swimming. Almaty region strengthens transport infrastructure 16.01.2025
Projects to improve the road infrastructure and develop the transport system are being actively implemented in the Almaty region. In 2024, 5.4 km of new roads were built, 143.2 km of average repairs and 2.4 km of major repairs were carried out. An important step was the construction of access roads to 12 schools within the framework of the Comfortable School project, which provided convenient access for residents and students. Two automated weighing stations have been installed to help protect the road surface from overloads and maintain its operational qualities.To improve safety on the region's roads, pit repairs were carried out on an area of 90,000 square meters, 1,200 km of roads were marked and pedestrian crossings were equipped. An important element of the modernization were 946 new road signs, 29 strobe lights and 9 traffic lights. 4 km of metal barrier fences were also installed, which significantly increased the level of protection for road users. Joint raids revealed 76 violations, which helped strengthen control in the transportation sector.Special attention is paid to the development of public transport. During the year, the region's fleet was replenished with 44 new buses, 27 of which were manufactured in Kazakhstan. This became possible thanks to the leasing program of the Industrial Development Fund. 18 new intra-district and one inter-regional routes have been introduced, covering 47 settlements. In the coming years, it is planned to continue updating transport to make the region more convenient and comfortable for residents and visitors of the region. Major repairs of 5 bridges and the construction of a highway are also planned for 2025, 126.2 km average, 26 km major repairs of highways of regional significance.In addition, work is planned to ensure road safety and install automated measuring stations. Design and estimate documentation is being developed for the comprehensive plan of socio-economic development of the city of Konayev and for major repairs of emergency bridges.In the future, a budget application will be sent to the meeting on the allocation of the local budget in May this year.According to paragraph 15 of the technical rules for the repair and maintenance of public roads up to RK 218-29-03, snow removal works, depending on the category of public roads, amount to category I – 2 hours, category II – 4 hours, category III – 5 hours, category IV – 6-12 hours, Category V – 16 hours. In 2024, people with disabilities ordered more than 207 thousand invataxi services through aggregators 15.01.2025
As part of the implementation of a pilot project on the use of taxi aggregators to provide invataxi services to people with special needs initiated by the Ministry of Labor and Social Protection of the Republic of Kazakhstan (hereinafter referred to as the Ministry of Labor and Social Protection of the Republic of Kazakhstan), the service was provided 207.2 thousand times in Astana and Almaty in 2024.
We would like to remind you that invataxi services were provided to people with disabilities in 2023 53.9 thousand times.
As previously reported, in order to improve the quality and speed of invataxi services, the Ministry of Labor and Social Protection of the Republic of Kazakhstan, together with akimats, decided to make changes to the mechanism of this service. For example, citizens are required to make an appointment by phone the day before receiving the service, which forces them to plan their trips in advance, wait for an invataxi, there is a lack of vehicles to provide invataxi services, etc. There are problems.
To simplify the conditions, a pilot project was initiated to attract taxi aggregators who have received a request to participate in the provision of this service.
The main condition here is the absence of interest from the fare, which is usually transferred to the benefit of aggregator platforms. Yandex has expressed its intention to participate in the pilot project on a gratuitous basis.
As part of the pilot project, citizens can use the Invataxi service through the Yandex Go mobile application. This service allows the recipient to choose a vehicle faster, track the status of the order online, and monitor the trips made. The application has an accessibility screen so that people with disabilities can notify the driver about their special needs during the trip. In turn, drivers will receive special instructions on how to help a person get into and out of the vehicle.
The first stage of the pilot project involved a focus group of people with disabilities from Astana and Almaty.
This year, the project will continue to be implemented in a pilot mode, and it is planned to scale it to other regions of the country.

The Ministry of Labor and Social Protection of the Population has started implementing the Concept of Inclusive Policy in the Republic of Kazakhstan for 2025-2030 (hereinafter referred to as the Concept). The document was signed by Prime Minister of the Republic of Kazakhstan Olzhas Bektenov the day before.It is important to note that the Concept was developed taking into account international experience, recommendations of the UN Committee on the Rights of Persons with Disabilities and suggestions from the public. Various experts from among public figures and activists were involved. A series of round tables were held with the participation of NGOs representing the interests of citizens with disabilities, a representative survey and a collection of proposals from across the country.New approaches to the implementation of inclusive policies provide for the adoption of a set of effective measures aimed at realizing the rights, expanding the opportunities of persons with disabilities (hereinafter referred to as LSIS), and creating the necessary conditions for their full–fledged social integration into society.The main conceptual innovation is the creation of conditions for the transition from a medical and social to a social and human rights model of disability.The action Plan for the implementation of the Concept contains 52 measures affecting the competence of 20 central state and local executive bodies, as well as the Atameken National Chamber of Entrepreneurs. CORRUPTION AS A CHALLENGE FOR SOCIETY AND THE STATE 15.01.2025
Corruption is a challenge that humanity has faced for centuries. Today, in the context of globalization, its consequences are becoming especially noticeable, as corruption slows down the development of society, reduces trust in government institutions and threatens economic stability. The State is systematically working to eradicate this phenomenon, focusing on prevention, improving legislation and forming an anti-corruption culture.Digital technologies are actively used in the prevention of corruption to minimize the human factor, which reduces corruption risks. Today, more than 93% of public services in Kazakhstan are available in electronic format, and remote monitoring mechanisms make it possible to quickly identify violations. Administrative barriers and all kinds of red tape are perceived as extortion or abuse of official authority. Our task is to develop a convenient and transparent system for providing public services that meets modern expectations of citizens. Such comprehensive measures create conditions for eliminating direct interaction when receiving services, reducing risks, and ultimately minimizing corruption by ensuring the quality of service for citizens.The rotation of civil servants has become another tool for preventing corruption. This mechanism helps not only to reduce the risks of offenses, but also to prevent professional burnout, increasing the efficiency of the state apparatus. In addition, since 2019, political responsibility of managers for corrupt actions of subordinates has been introduced. In 2024, a change was introduced in which the appointment of employees to another political position does not exempt them from the obligation to resign for corruption by subordinates at their previous place of work.In order to strengthen control over the expenditure of public funds, a project is being implemented and scaled up to introduce a "money coloring" mechanism for budget disbursement. This mechanism is implemented on the digital tenge platform and is an important tool for ensuring transparency and minimizing corruption risks when spending funds. It allows you to track the use of budget money at all stages — from allocation to full development. As part of the "Year of Advanced Training of Medical Workers" initiative, the Ministry of Health has developed a comprehensive plan "Human Resources Support: Balance and Accessibility" to improve the knowledge and professional skills of primary care professionals - doctors, paramedics, nurses, teaching staff of medical universities and colleges.As part of the Year of Working Professions, announced by the Head of State in 2025, special attention will be paid in the field of healthcare to the level of educational programs at medical colleges and the professional competencies of nursing staff, with a focus on practice.Together with educational and scientific organizations, an action plan has been developed to improve the skills of PHC specialists, which consists of 5 main areas:- formation of a regulatory legal framework for advanced training of PHC specialists;- professional development of PHC specialists (general practitioners and nurses);- professional development of the teaching staff of medical universities and medical colleges- improvement of the professional development system;- creation of adaptation and mentoring centers for young professionals.The training programs have been developed taking into account the latest medical achievements and technologies, as well as changes in laws and regulations. Each course includes theoretical and mostly practical classes, as well as self-study.The new training program is planned to cover over 2.5 thousand general practitioners with less than 3 years of work experience. The topics of the training modules will be developed on the basis of medical universities, based on the analysis of testing of this category of students.Over 3,500 nurses will improve their skills under this plan. The training modules for secondary medical staff have been developed in such main areas as prevention and dispensary supervision, patronage and care for young children, assistance in critical conditions, the work of a nurse in the implementation of a medical condition, immunoprophylaxis and digital technologies.Over 1,600 teachers of medical colleges will also take advanced training courses. Their training will take place based on the results of the independent examination. Teachers of medical universities are expected to be trained depending on their teaching experience, pedagogical competencies and the results of an independent assessment of knowledge."Professional training of medical workers is the foundation of the quality of medical care in the country.
