During the meeting Carrie Lam mentioned that the economy of Almaty as the Hong Kong were mostly based on the service, the trade, the finance service and the logistics which made it stable one and it meant an attractive city for investment.«Almaty is a financial and a cultural center of the region and it is an important partner of our country. If in the rating of «Doing Business» Hong Kong is on the 4 place, but Almaty takes the 36’s place among 190 countries of the world. By the principle of «one window» we do all kinds of help for investors from the flight to Almaty till the launch of the project. It is 65 million people market of Central Asia, Eurasian Economic Union with a market of 180 million people. All of it is available if the enterprise will be in Almaty. For example, last year our president opened the factory «Tokyo Rope» in Almaty by the help of the TV broadcast from Japan. Just one purchase order has overwhelmed 5 times more than the cost of the factory construction. Nowadays this company is actively realized it’s production not only in Central Asia , but also it exports to UAE, Russia. Therefore 90% of the people of Hong Kong use the public transport. Owning the car is an expensive pleasure and also it is very difficult to find the parking lot. It costs 30-40 Hong Kong dollars per hour. Бұл туралы ҚР Инвестициялар және даму министрі Жеңіс Қасымбек министрліктің алқа мәжілісінде мәлімдеді.Индустрия 4.0 технологиясының элементтерін белсенді түрде енгізу мақсатында министрлік биылға және келесі жылға қадамды жоспар әзірледі. Министрдің айтуынша, Қазақстан жағдайында Индустрия 4.0 технологиясының мәні мен маңызын қалыптастыру мәселесі тұр. Бұл үшін биыл халықаралық тәжірибеге сәйкес ағымдағы жағдайға толыққанды сараптама жасалады және Индустрия 4.0. технологиясының элементтерін өнеркәсіпке енгізу дайындығы пысықталады. Қасымбек бүгінгі таңда биылғы жылдың су тасқыны кезеңіне арналған Шаралар жоспары бекітіліп, Су тасқынына қарсы комиссиялардың жұмысы ұйымдастырылғанын баяндады.Республикалық маңызы бар автомобиль жолдарында 1 284 автожол көпірі мен 14 686 су жүретін құбыр бар. Қазіргі кезде тәулік бойғы диспетчерлік қызмет ұйымдастырылып, автомобиль жолдарында күн сайын кезекшілік жүргізіледі, сонымен қатар 496 қауіпті учаске, 967 құбыр мен 157 көпір бақылауға алынған.Бекітілген жоспарға сәйкес су тасқыны кезеңінде жұмыстарды уақытылы ұйымдастыру үшін қазіргі кезде қажетті құрылыс материалдары мен конструкциялары әзірленген.Қазіргі кезде су жүргізу құбырын ашу бойынша жұмыстар жүргізілуде, бүгінде 4 257 құбыр немесе жоспардағыдан 39% ашылды.Пойыздардың үздіксіз әрі қауіпсіз қозғалысын қамтамасыз ету, жолдарды, жасанды құрылымдарды сеңдерді өткізуге уақытылы әзірлеу мақсатында 383 вагоннан тұратын судың бұзып кетуін бөгейтін 42 пойыз құралды. Зауытта тау-кен-шахтасы жабдықтарын, электр энергиясымен қамтамасыз етуге және электрмен жабдықтауды іркілістерден қорғауға арналған микропроцессорлы басқарылатын жедел тоқ беретін шкафтар шығару жолға қойылған. Кәсіпорын Қазақстан Республикасының отандық тауар өндірушілер тізіміне енгізілген. Бүгін Алматыда «Қазгеология» АҚ қызметкерлері «Қазақстанның геологиялық барлау жұмыстарындағы инновациялар мен перспективалы технологиялар» тақырыбында халықаралық ғылыми-практикалық конференцияға қатысты.  Ол «Бекжанов оқулары» деп аталып, қазіргі замандағы аса көрнекті геолог Ғинаят Рахметоллаұлы Бекжановты еске алуға арналған. Today during his working trip to Uralsk Minister of labor and social protection of population of Kazakhstan Tamara Duissenova held a seminar-meeting on issues of realization of the program of development of productive employment and mass entrepreneurship, the forthcoming increase in pensions and benefits and the introduction of targeted social assistance (hereinafter - TSA) in a new format.The event was attended by akims of cities and districts, representatives of government agencies, branches of the State social insurance Fund, the Single pension Fund, heads of employment centers and services, TSA etc.At the beginning of his speech the head of the MLSP RK reminded that from 1 January 2017 in Kazakhstan, the program on the development of productive employment and mass entrepreneurship (hereinafter - the program), which provides: mass training and skills in occupations in demand and the basics of entrepreneurship, creation of conditions for mass entrepreneurship through credit, the development of the labor market through promotion of employment and support labor mobility."Within the first direction of the program will be organized free vocational training on the basis of the colleges with a training period to 2.5 years, especially for young people who after finishing school are not enrolled in educational institutions. This year it is planned to extend technical and vocational education more than 21 thousand young people of Kazakhstan. The state will fully cover the cost of tuition, pay a stipend to reimburse expenses for travel and accommodation and will also provide disposable hot meals for students in institutions of technical and vocational education," - said Tamara Duisenova.In addition, the colleges, training centers of the NCE "Atameken" and the training centers of the enterprises will be conducted short-term vocational training courses (1 to 6 months).To ensure availability of training to citizens living in remote rural areas, will be organized mobile training centers: in the form of mobile systems with special classes in Akmola, Aktobe, East Kazakhstan, Mangistau and Kostanay regions; on the basis of small schools in remote rural localities; on the basis of employers.Tamara Duissenova noted that the loans for the program participants in the cities will be issued by the Fund "Damu", and in the villages and small cities Fund support for agriculture and Agrarian credit Corporation. To improve labor mobility provides for the provision of state support measures to persons who voluntarily relocated to the regions defined by the Government. In particular, they will be provided funds for initial adaptation and for reimbursement of expenses for travel and baggage. The status of each citizen will enable us to take targeted measures to engage the unemployed and unproductive self-employed in active measures to promote employment, as well as clearly identify the number of people for whom contributions to the Fund of mandatory social healthcare insurance will list the state," - said Tamara Duissenova.The Minister also told in detail about the upcoming increase in pensions and benefits."Dimensions of solidarity pensions will be increased by 11%, subject to a 9% increase at the beginning of the year. The basic pension will be increased by 13%, inclusive of a 7% increase at the beginning of the year. Thus, from 1 July 2017 will ensure the increase of pensions up to 20% compared to the level of 2016. This increase applies to all pensioners, or more than 2 million people, of which 85 thousand live in the West Kazakhstan region," - said Tamara Duissenova.In particular, if the minimum pension (including basic pension) from 1 January 2017 is KZT 40 950, from 1 July 2017 it would rise to KZT 45 711. The average pension (including basic pension) will increase from 60 167 KZT (from January 1, 2017) to KZT 66 676 from 1 July 2017.The level of lump sum state benefits in connection with childbirth from 1 January 2017 increased by 7%, and from 1 July 2017 will be increased by 20%. TSA will be granted in replacement of existing: special state allowances (further - SSA) families with many children; state child allowances till 18 years for low-income families; targeted social assistance to low-income households," said the Minister.The new TSA will be classified into 2 types: unconditional and conditional cash assistance.Unconditional cash assistance will be provided to those families in which no able-bodied members (e.g., families of disabled or elderly pensioners), or families of able-bodied members of which for objective reasons are unable to participate in measures promoting employment (for example, a single mother with children of preschool age). For these families, mandatory participation in employment measures for benefits is not required.Conditional cash assistance will be given to families, having in its composition at least one able-bodied member, subject to the conclusion of the social contract and mandatory participation of all able-bodied family members in employment promotion measures.In 2014, new approaches to social assistance have been approved in Akmola, East Kazakhstan and Zhambyl regions where it was implemented the pilot project "Orleu", providing conditional cash assistance to persons who have signed the social contract. From 1 July 2015 similar regional pilot projects additionally launched in 38 districts and cities at the expense of local budgets. So, in 2015, the project "Orleu" participated 20,2 thousand persons.In 2016, the project "Orleu" was attended by 38.8 thousand people. The project implementation contributed to the increase of per capita income of its participants by more than 2 times; the involvement of the order of 90.5% of the working participants in measures to promote employment; to reduce the recipients of targeted social assistance in pilot regions by 24.7%.For further implementation of the project in 2017, the national budget provided 7.1 billion. Today at session of the Government of RK approved the draft Law "On amendments and additions to some legislative acts of Kazakhstan on social security" developed by the Ministry of labor and social protection of population of Kazakhstan in the implementation of the President's address to people of Kazakhstan dated January 31, 2017, "the Third modernization of Kazakhstan: global competitiveness".The bill provides for:- increase of pensions from 1 July 2017 up to 20% compared to 2016;- increasing the size of lump-sum allowance in connection with birth of a child from 1 July 2017 up to 20%.- transfer the intended period of implementation of 5% mandatory pension contributions from the employer from 2018 to 2020.The sizes of solidary pensions will be increased by 11%, subject to a 9% increase at the beginning of the year. In February 2017 local Executive bodies 476 employers 2063 issued a permit for attracting foreign labor force, which paid a tax levy in the amount KZT 436,9 million.The state service in delivery of permissions is carried out directly by the local authorities, and through the portal of "electronic government" on the principle of "one window".Recall from 1 January 2017, Kazakhstan has introduced a new simplified regime to attract foreign labor, according to which the terms of issuance of work permits and revoked administrative requirements for employers.Instead of these special conditions, the employers must pay a tax levy. Today during his working trip to Aktobe region Minister of labor and social protection of population of Kazakhstan Tamara Duissenova visited organizations providing public and social services to the residents of the region.First and foremost the head of the MLSP RK got acquainted with the work of public service center in Aktobe and the implementation of the project "Automated workplace of akim of rural district" (hereinafter –AWP ARD) in the Governor's office Kuraily rural district.Tamara Duissenova also visited the center of social service of children-invalids with psychoneurological diseases and crisis centre for women and children opened in the framework of public-private partnerships.Also today, the Minister will get acquainted with the work of the Aktobe Polytechnic College, where the dual and short-term professional training of employees, and will visit the entrepreneurship support center.The project AWP ARD was launched in pilot mode in may 2015 in Akmola region, from October 2016 – in the Aktobe region. Its main purpose is to register the unemployed, low-income citizens, and employees living in rural districts. The project allows you to take targeted measures to promote employment for each target group.
