A new medical and obstetric center (FAP) was launched in the village of Uryupinka, Akkol district, as part of the national project "Modernization of Rural Healthcare". This medical institution provides medical care to more than 1,500 residents of five settlements.The new outpatient clinic building was designed taking into account all the requirements for modern medical institutions. It has 10 specialized rooms: a registration department, an information room, a paramedic's room, a sputum collection room, a physiotherapy room, a procedure room, a sterilization room, an examination room, a vaccination room and utility rooms. All offices are equipped with modern furniture and medical equipment, including a defibrillator, ECG machine, nebulizer and sterile cabin. In addition, 4 units of computer equipment and webcams are installed.The medical team consists of qualified specialists: a senior doctor, 3 secondary medical workers and 1 social worker, who are ready to provide quality medical care to the villagers. The outpatient clinic is equipped with modern equipment and can receive up to 40 patients per day.In order to improve transport, an ambulance has been attached to the outpatient clinic, which allows for prompt delivery of patients if necessary.“The opening of the medical facility is an important event for us. We plan to introduce AI into all spheres of our lives. We have set a big goal - to train 1 million people in 5 years. This includes 500,000 schoolchildren, 300,000 students, 90,000 civil servants, 80,000 corporate sector representatives and 30,000 representatives of other sectors. Certain pilot projects are being implemented in all areas. In addition, we plan to introduce requirements for mandatory training in AI for current and future civil servants. We will launch this pilot project in March of this year. On February 6, the Ministry of Communications and Information Technology of the Republic of Kazakhstan and Freedom Telecom Holding Ltd. signed memorandums of cooperation in the construction of the West-East national fiber-optic hyperhighway and the creation of data processing centers (DPCs) of no lower than Tier-III level.The implementation of these initiatives will allow the country to create an alternative route for international data transit between Europe and East Asia, increase Kazakhstan's competitiveness in the field of digital services, and attract major global IT companies.The construction of the West-East national hyperhighway will significantly increase the volume of data transmission and make Kazakhstan a major participant in the transit of international Internet traffic. This project is aimed at reducing data transmission delays, increasing connection speeds, and creating an alternative route for traffic between Europe and Asia. The construction of the hyperhighway is scheduled for completion in 2026.This is especially important for cloud technologies, financial operations, artificial intelligence, and cybersecurity. From Bureaucracy to Convenience: How Digitalization Improves Public Services 14.02.2025
“Government to citizens”, that is, the sphere of providing services to citizens, is also one of the important priorities. With the help of digital technologies, we intend to make the daily life of citizens as easy as possible and achieve equal opportunities for all,” - President of the Republic of Kazakhstan Kassym-Jomart Tokayev. In 2024, Kazakhstan achieved significant results in implementing the task of the Head of State. The normative and methodological foundations of digital transformation were developed, an expert base was formed, and large-scale reforms were launched in various areas.One of the main tools of digital transformation was the reorganization of business processes. As a result of the revision of more than 1,200 state processes, 468 business processes were optimized in 23 state bodies, which made it possible to reduce their execution time by an average of 45%.In particular, the reengineering of 98 processes in the Ministry of Agriculture led to a reduction in service time by 55%. In the Ministry of Internal Affairs and the Ministry of National Economy, this indicator was 55% and 85%, respectively.The main achievement of the year was to increase the level of digitalization of public services. According to UN data, Kazakhstan entered the top 10 countries in the online services index and took 24th place out of 193 countries in terms of digitalization.Today, more than 93% of the population can access electronic services through the eGov portal. 90.8% of public services are available via smartphones. The introduction of biometric identification and QR-signatures has simplified the process of obtaining electronic services - over the year, Kazakhstanis signed more than 23 million documents using QR codes. Digital transformation in Kazakhstan is aimed at making public services more convenient, accessible and efficient.We would like to highlight several digital solutions that have shown real benefits for Kazakhstanis.Examples of digital solutions that have improved the lives of citizens:• The digital military ID card has completely replaced paper documents.• Online registration for kindergartens has made the process more transparent thanks to the voucher financing system.• The introduction of the "European Protocol" has reduced the period for receiving insurance payments from 40 to 5 days and made it possible to issue a CCA without the participation of the police.• Automation of enforcement proceedings has eliminated the involvement of private bailiffs, reducing the financial burden on citizens.• Digitization has simplified admission to kindergartens, schools, universities and hostels, as well as optimized processes in healthcare, social protection and registration services.By 2025, it is planned to reduce the term of 44 public services, transfer 20 public services to a proactive format It is planned to replace, as well as transform 35 public services.The results of digital transformation are already visible to millions of Kazakhstanis. Each project is aimed at increasing the convenience, transparency and accessibility of public services. Increasing the level of digitization improves access to education, healthcare and social services, making them more convenient and fair.
