As the Minister of Emergency Situations, for me, the fight against corruption is not just a duty, but a personal responsibility. We stand guard over the safety of our citizens, and every day we must act honestly and openly in order to earn their trust and ensure the well-being of the country. Eliminating corruption from the civil protection system is our main goal, and we are taking all necessary measures to achieve it.
In 2022, at the initiative of the Head of State, the Concept of Anti-Corruption Policy for 2022-2026 was approved. Inspired by this important step, the Ministry of Emergency Situations developed and implemented an Action Plan for the implementation of anti-corruption policy, as well as a departmental Anti-Corruption program, which became the basis for changes in the work of the entire system. It is important to us that every employee knows that no attempt at corruption will remain without consequences.
We have implemented an anti-corruption compliance service and developed an internal policy aimed at preventing conflicts of interest and minimizing corruption risks. Based on an in-depth analysis, we have created a register of positions where corruption is more likely, and introduced positions of compliance officers who constantly monitor compliance with anti-corruption standards and help strengthen a culture of honesty.
I want to emphasize that the fight against corruption in the Ministry of Emergency Situations is not only a matter for special services, but also the personal responsibility of each head. We have implemented the principle of personal responsibility, according to which any corruption among employees can lead to the strictest measures, including dismissal. It is important that all our colleagues understand that honesty and openness are the foundation on which we build our work.
In 2023, in cooperation with the Anti—Corruption Service, the agency launched the Integrity check project, a system for verifying the integrity of employees. This project has already shown excellent results, clearly proving that prevention and attention to each employee help prevent negative phenomena. In 2023 alone, 45 reports of attempted bribes were received, and all of these cases were referred to the Anti-Corruption Service for further investigation.
In 2024, we continued this course. More than 1,200 events were organized, including visits to correctional facilities, where employees could see the consequences of corruption with their own eyes. We actively involve our employees in corruption trials so that they see in practice the importance of combating this evil.
We pay special attention to the field of public services. All 12 public services provided by the Ministry of Emergency Situations are now available in electronic format through the E-Licensing portal. This solution avoids personal contact between employees and applicants, which in turn minimizes the risk of corruption.
In addition, we continue to automate control and supervision processes. The Smart Data Ukimet platform eliminates the influence of the human factor when compiling lists of objects for preventive inspections, which makes the process more transparent and objective.
To increase the transparency of work in the field of fire control, we have equipped departments with video recorders, which allows us to record any violations and actions of employees in real time. At the moment, we have already purchased 1142 video recorders, which significantly improves the monitoring of compliance with standards.
The first results of our work are already yielding positive results. In the first 10 months of 2024, we have achieved a significant reduction in the number of corruption offenses — from 20 cases to 7. This result inspires us to continue in the same spirit and confirms that the chosen path is effective.
I firmly believe that it is possible to eradicate corruption in the system. We will work honestly, openly and with full dedication. After all, this is the only way, thanks to strict control and common determination, we will be able to ensure the safety and trust of citizens, and our work will become an example to follow in other areas.
