Introduction of voucher financing in Kazakhstan: a step towards high-quality preschool education

In Kazakhstan, work continues on the personalization of the state order for preschool education and training using the voucher financing methodology.
Today, the voucher financing system for preschool education is being implemented as part of a pilot project in the cities of Taraz (Zhambyl region), Turkestan and Shymkent.
The introduction of voucher financing in Taraz made it possible to issue more than 21 thousand vouchers in three months. For the first time in the city, a correctional kindergarten was included in the list. At the moment, all 157 preschool organizations in Taraz are funded by the voucher mechanism, 19 of which are new institutions that have received the opportunity to enter the list and apply for voucher financing.
In Shymkent, 589 out of 608 preschool organizations have already switched to voucher financing. The issuance of vouchers to children from the queue began on October 17. During this time, 4,646 children received referrals to kindergartens. In Turkestan, all 144 pre-school organizations are funded under the new mechanism, and 236 vouchers have been issued so far.
Recall that the implemented voucher financing system opens access to budget financing for all pre-school education institutions, provided they meet the established requirements.
Parents are given the opportunity to choose their own kindergarten, which contributes to healthy competition not only among private, but also public preschool organizations.
The system provides a condition that ensures, first of all, transparency of the entire financing process, when "the money goes for the child, not for the institution." The calculation and transfer of funds is made only after the parents confirm the information in the attendance report card.
It should be noted that the scaling of the voucher financing mechanism is planned from next year as the regions are ready.
For reference: There are 11,642 pre—school organizations in Kazakhstan, of which 5,532 are public and 6,110 are private. Currently, pre-school education coverage for children from the age of 2 is 91.5%.
