Koshkarbayev Nurbek Tursynkanovich was born on June 5, 1979 in the village of Kokpekty, Kokpekty district. He graduated from M. O. Auezov Pedagogical College in Semey with a degree in primary school teacher and Russian language in national school, M. O. Auezov Semipalatinsk University with a degree in teacher of Kazakh language and literature, Kazakh Humanitarian and Legal Innovative University with a degree in jurisprudence, Shakarim Semey University with a degree in "production of building materials, products and structures".
He started his career as a teacher of the Russian language in elementary grades at secondary school No. 33 in Semey. From 2002 to 2008, he was a teacher of Kazakh language and literature, Deputy director for educational work at secondary school No. 17 in Semey. From 2008 to 2009, he was a teacher of Kazakh language and literature, deputy director for educational work at secondary school No. 36 in Semey. From 2009 to 2010. — Director of the Zhaksyn secondary school No. 2 in the village of Zhaksy, Zhaksyn district of the Akmola region. From 2010 to 2012, he was the Chief specialist of the Semey City Education Department.
From 2012 to 2013, he was the head of the Department of Organizational, personnel and state legal work of the office of the Akim of Beskaragai district. From February to September 2013, he was the Chief specialist of the Organizational and Personnel Work and Awards Department of the Semey city Akim's office. From 2013 to 2014, he was the Head of the Personnel Management Department of the Semey city Akim's office.
From 2014 to 2015, he was the head of the Department of Organizational and Inspection Work of the Semey city Akim's office. From 2015 to 2019, he was the Chief of Staff of the Akim of Kurchatov city. Prior to his current appointment, he held the position of deputy akim of the city of Kurchatov, Abai region.
