S. Zhakupova and Mazhilismen discussed issues of social support for families with children

Minister of Labor and Social Protection of the Population of the Republic of Kazakhstan Svetlana Zhakupova held a meeting with deputies of the Majilis of the Parliament of the Republic of Kazakhstan. It was also attended by representatives of the Presidential Administration of the Republic of Kazakhstan, the Ministry of Education of the Republic of Kazakhstan, the Ministry of Culture and Information of the Republic of Kazakhstan. During the meeting, issues of determining the level of a difficult life situation and providing social support measures to families with children were discussed.
The Minister demonstrated the possibilities of a Digital Family Card, which allows, based on data from the information systems of state bodies, to determine the level of social well-being and promptly provide state support measures to citizens in need in a proactive format.
"Currently, social policy, including support for motherhood and childhood, is being formed in several central government agencies and implemented at the local level. Our main task is to improve the conditions and improve the quality of life of the family," said Svetlana Zhakupova.
Askar Aimagambetov, Director of the Department of Social Assistance of the Ministry of Health of the Republic of Kazakhstan, informed the participants of the meeting about the comprehensive model of social assistance and social insurance for families with children. According to him, currently about 2 million Kazakhstani families with children are covered by benefits from the republican budget and social benefits from the State Social Insurance Fund (hereinafter referred to as the State Social Insurance Fund), which are assigned regardless of family income. This year, more than 1.5 trillion tenge has been allocated for these purposes (of which 750 billion tenge from the republican budget, 807 billion tenge from the State Social Insurance Fund).
"If at the basic level the state guarantees a one-time allowance for the birth of a child to both working and non-working parents at the expense of the republican budget, then a monthly allowance for child care is provided for non-working parents until they reach the age of one and a half years. The amounts of these types of benefits are set in a differentiated form, depending on the order of birth of the child.
This sizing has influenced the change in the structure of benefit recipients. Thus, the share of recipients of benefits for the birth of 4 or more children increased from 12.7% in 2013 to 32.4% on November 1, 2024.
Similarly, if in 2013 the share of recipients of benefits for caring for 4 or more children was 17.6%, then on November 1, 2024 it is up to 35%. Thus, almost every third child is born in a large family," Askar Aimagambetov said.
Two types of social benefits from the State Social Insurance Fund are provided for working parents: in case of loss of income for pregnancy and childbirth, as well as for caring for a child up to one and a half years old.
In addition, it provides for subsidizing mandatory pension contributions to women who take care of a child before the age of 1.5 years in the amount of 10% of the average monthly income.
To support families raising children with disabilities, an allowance is provided for raising a child with disabilities until they reach adulthood (the amount of the allowance is 1.61 PM – 69,886 tenge). As of November 1, more than 109 thousand people received benefits in the amount of 77.3 billion tenge. In total, 91 billion tenge is provided for these purposes in 2024.
Today, more than 585,000 families are recipients of benefits for large families, the amount of which is determined based on the number of children. The introduction of the current benefit payment mechanism is one of the reasons for the increase in the number of recipients by more than 2 times, from 252 thousand families in 2019 to 585 thousand families on November 1, 2024.
Within the framework of the Social Code, the amount of benefits for mothers awarded the Altyn Alka pendant, who gave birth and raised 7 or more children, was increased. It should be noted that in comparison with 2019, the number of newly appointed recipients of this benefit has a positive trend. So, if 6,900 people were appointed in 2019, then 11,762 women will be appointed in 2023.
Thus, in our country, mothers with many children raising minor children have the right to receive several payments at the same time.
At the same time, ensuring employment and increasing incomes of the population are key areas of work of the Ministry of Labor.
"In order to provide social protection against unemployment, the state implements active measures to promote employment, which include: vocational training, promotion of entrepreneurial initiative, creation of subsidized jobs for employment of socially vulnerable groups of the population. This year, as of November 1, 2024, more than 31.1 thousand people from large families were employed within the framework of approved regional employment maps.
Recall that persons who have been trained under the Bastau Business project from among socially vulnerable groups of the population are provided with grants for the implementation of new business ideas in the amount of up to 400 MCI (1,476,800 tenge). As of November 1, 63.2% of the total number of 8,941 grants issued were given to large families," Askar Aimagambetov said.
