As part of the exercise, practical measures have been worked out near the village of Sokolovka in the Kyzylzhar district of North Kazakhstan region to eliminate the most common emergencies of the winter period.
According to the scenario, in conditions of ice and snowstorm, an accident occurred with a rollover into a car ditch, the victim was blocked in the cabin. Another car was damaged and caught fire.
However, representatives of the emergency services turned out to be ready for the worst case scenario: the victim was extracted from the mangled interior of the car by rescuers, specialists from the disaster medicine center provided him with first aid and subsequent hospitalization. The second car was promptly extinguished by firefighters from the Tyumen region of the Russian Federation who took part in the exercise.
Evacuation measures were also worked out: passengers of buses and cars blocked as a result of snow drift were transported to a heating point deployed on the basis of a secondary school. A full range of activities was provided for them, ranging from registration and first aid, psychological assistance, to catering and overnight accommodation. The drift was promptly cleared by the forces of JSC NC Kazavtozhol.
The situation was complicated by an incident with a car that drove into a ditch carrying highly potent chemically dangerous substances. Rescuers and firefighters, specialists of sanitary and epidemiological supervision, Yesil Su and local executive bodies carried out a set of measures to limit the spread of SDS, eliminate leaks and evacuate the tank from the accident site.
On a nearby lake, the specialists of the operational rescue team worked out an algorithm for rescuing a fisherman who fell through the ice of a reservoir, providing him with first aid and hospitalization. In parallel, search and rescue operations were organized, during which two exhausted men were found lost in the forest area by specialists of the detachment, volunteers and personnel of the border guard service with the help of dogs. They were handed over to specialists from 103 and the Disaster Medicine Center, and medical assistance was provided to them.
Also, similar introductory exercises with practical measures were carried out in the districts of the region, while attention was focused on the elimination of conditional emergencies on highways and accidents on utility and energy networks, providing assistance to victims.
