Joint tactical and special exercises were conducted by the Departments of Emergency Situations of Almaty and Zhambyl regions on the 205 kilometer of the Almaty-Tashkent-Termez highway of republican significance.
The exercise took place in five stages: alerting emergency rescue services and civil protection units, moving to the work area, conducting emergency rescue operations, conducting search operations, completing rescue operations and withdrawing from the emergency zone.
According to the plan of the exercises, several scenarios were worked out.
Due to poor visibility, an accident involving a passenger car occurred, a passenger car crashed into the curb, two victims were in the passenger car. There was a danger of a car fire. Rescuers from both Departments worked out the rescue of victims of an accident from damaged vehicles, transportation of victims to a reanimobile, extinguishing a car that burned down as a result of an accident, transportation from transport to a helicopter for first aid and evacuation of the victim, first aid to the victim from vehicles and delivery to a medical institution.
Due to a snowstorm, 2 passenger buses were stuck in the snow. There are 35 people in overloaded passenger buses, of which 2 victims need to be evacuated from the emergency zone. The personnel of the garrisons, using trench tools, cleans buses and evacuates passengers by shift bus and motor transport to the heating station located in the building of the secondary school in the village of Alga, which ensures their livelihoods. The ambulance of the Kordai district medical service provides first aid to the victims from the bus and takes them to a medical institution.
The highway was blocked by completely overloaded buses, which caused traffic jams in both directions. Traffic is blocked. KazAvtoZhol LLP, using special road equipment, frees the highway and hauls buses caught in a traffic jam, as well as using special road equipment, clears the road from snow and sprinkles with deicing material. Utility and technical services provide maintenance of road equipment and road safety.
In total, 11 tactical and special exercises were held in the region, involving 811 people and 290 pieces of equipment. More than 10 heating points, medical points, food and psychological assistance points were deployed.
All stages of the exercise have been worked out and the readiness of the emergency services of the region for emergency situations in winter has been checked.
