The Republican command and staff exercises "Kys-2024" were held in the city of Kokshetau for two days.
The headquarters of the exercise leadership was located in the city of Kokshetau. The actions of the operational headquarters were led by Vice Minister for Emergency Situations Yerlan Nurpeisov. The main purpose of the exercises is to prepare and verify the readiness of the urban subsystem of the state civil protection service to eliminate the consequences of natural and man–made emergencies. In total, 4 possible emergencies were worked out.
The first venue was RK-2 (district boiler house). Practical measures related to the threat of accidents at life support facilities were worked out here. According to legend, there was a malfunction in the temperature control system in a separate boiler room on the territory of the GKP at the Kokshetau-Zhylu PCB, which led to an explosion of the boiler with the destruction of structures and ceilings with further ignition on a total area of 800 sq. m. 25 thousand subscribers remained without heat supply. The emergency response was attended by the Emergency Department of the Akmola region, employees of the Disaster Medicine Center, traffic police, employees of a utility company and an ambulance team. During the rescue operation, the Kazaviaspas helicopter was involved, with the help of which the victim was evacuated from the roof of the boiler room. A total of 89 people and 21 pieces of equipment were involved. After the liquidation of the emergency, the rescue of the victims, the formations of the state civil protection service carried out work on supplying heat to the residential sector.
Further, the actions on the republican highway "Kokshetau-Omsk" were worked out. According to the scenario, a passenger bus and a tanker truck carrying 27 tons of hydrochloric acid collided here. Actions were worked out to extinguish the passenger bus, neutralize the spilled hydrochloric acid, evacuate the injured, search for a lost passenger with the involvement of volunteers, canine service, high-terrain vehicles and UAVs. Upon completion of the rescue operations, a convoy was formed and sent to the city under the escort of police and snow removal equipment. 9 9 people and 25 pieces of equipment are involved.
The third point in the exercise scenario was the residential sector, where an accident occurred on the heating main. Actions have been worked out here in cooperation with public utilities and a volunteer organization. The transport service and the forces of the police Department are also involved. Residents of the house left without heat were taken to heating points, and they were also assisted by psychologists.
The last location of the exercises is the embankment of Lake Kopa, where, according to legend, a resident of the city who went fishing got lost. The search was conducted by the forces of the operational rescue squad, police and volunteers. An unmanned aerial vehicle was used. Actions have been worked out to rescue passengers of a car that fell through the ice. With the help of watercraft, one person was rescued from the water by the forces of the operational rescue squad and transferred to the ambulance brigade. The second was evacuated by helicopter.
In addition to employees of public utilities, local executive bodies, police officers, and others, the National Guard forces were involved in the exercises. In addition, given that the exercises were on a national scale, representatives of the Ministry of Emergency Situations of the Russian Federation, namely from the Tyumen region bordering Kazakhstan, took part in them.
According to the results of the exercises, it was noted that all actions were carried out according to the scenario. The goals set for the Kys-2024 RCSHU have been fulfilled.
