The Republican command and staff exercises "Kys-2024" were held for 2 days in the format of a single complex task aimed at working out the actions of the civil protection system to prevent and eliminate emergencies in winter.
Based on the analysis of emergency situations of previous years, the main emphasis was placed on working out actions for possible accidents on water supply, heating, power supply systems, as well as congestion on highways.
On the first day, during the theoretical part of the exercise, the operational groups of the republican headquarters predicted the possible situation and prepared proposals for decision-making in the country.
The operational groups of the regions have worked out the introductory ones based on local climatic features.
On the second day, during the practical part of the exercise, issues of public notification and information, evacuation, placement of the affected population in heating points, catering, medical and psychological assistance, emergency recovery work at life support facilities, as well as interaction between government agencies were worked out.
A technical inspection of the civil protection warning system was carried out throughout the country with a single signal "Attention to all!", followed by the interception of digital and cable television television and radio channels.
The exercises were attended by operational groups of central and local executive bodies (civil protection services), units of the Ministry of Emergency Situations, military units of the National Guard, the Ministry of Defense and units of the Ministry of Emergency Situations of Russia, as well as volunteer and non-governmental organizations.
The algorithm of actions of the authorized bodies in case of major drifts on the roads has been worked out. Special tactical exercises were conducted in the regions through which the route of the Western Europe - Western China transport corridor passes, together with road services and interested government agencies.
At the same time, within the framework of international cooperation, an operational group of the Ministry of Emergency Situations of Russia took part in tactical and special exercises in the territory of the North Kazakhstan region.
In total, 457 tactical and special exercises were conducted within the framework of the exercise with the involvement of all interested services and organizations aimed at working out actions to eliminate winter emergencies, in which 12.3 thousand people and over 4 thousand pieces of equipment, including 5 aircraft, took part. 846 heating points have been deployed for the affected population for 49 thousand people, as well as 32 field control points.
The set goals have been achieved, the tasks have been completed in conditions as close to real as possible.
