At the extraordinary XXVI session of the Maslikhat of Almaty of the VIII convocation, deputies approved the minimum tariff for the maintenance of common property in apartment buildings. During the session, the issues of updating the tariff policy, which has not been reviewed for more than 14 years, were discussed.
The minimum tariff for the maintenance of common property in Almaty was approved in 2010 by a resolution of the Akimat and amounted to 25 tenge per square meter, while its validity period was limited to one year. However, economic conditions have changed significantly since then, including rising prices for building materials, higher wages for workers, and improved requirements for the quality of housing services.
As the head of the Municipal Infrastructure Development Department of Almaty, Dulat Ashkenov, noted at the session, this year the working group calculated the tariff for the management of the condominium facility and the maintenance of common property in accordance with the Methodology for calculating the minimum amount of expenses.
Due to the increase in the minimum tariff for housing maintenance to support socially vulnerable segments of the population, the Department of Employment and Social Programs of Almaty city has developed a draft decision of the Maslikhat. This project, which is currently under approval, provides for the provision of additional social assistance to homeowners from socially vulnerable segments of the population.
The list of mandatory services included in the Methodology for calculating the cost of managing an apartment building consists of management services, the share of which does not exceed 30%, and maintenance services, the share of which is at least 70%.
The adoption of new minimum tariffs and the development of additional social support measures are aimed at creating comfortable living conditions for citizens and improving the quality of service for apartment buildings.
The introduction of modern standards for housing management and maintenance will allow timely carrying out the necessary work, improving the sanitary and technical conditions of homes, as well as ensuring transparency and efficiency in the use of funds.
