An extraordinary session of the Maslikhat of the VIII convocation was held in Almaty, during which deputies approved a new Urban Planning Regulation.
As Nurlan Buranbayev, Head of the Department of Urban Planning and Urban Studies, noted in his speech, the new Urban Planning Regulations were developed as part of the implementation of the Almaty Master Plan until 2040.
"The city regulations define the principles of zoning the territory, construction and placement of infrastructure facilities, as well as other aspects of urban planning. It is the main instrument for regulating the development of the city and is being developed on the basis of the Master Plan, in fact, being its descriptive part," he stressed.
Thus, the previous Urban Planning Regulations were adopted in 2006 and did not correspond to the current development trends in Almaty. The new document will contribute to the polycentric development of the metropolis and provide a more comfortable living environment for residents in accordance with the General Plan.
One of the innovations of the developed Urban Planning Regulations is regulatory maps, such as sanitary protection zones and wind zoning, aimed at improving the environmental situation and comfort of the urban climate.
"Such zones have been developed for the first time. For example, the wind zoning map will make it possible to use meridian streets as ventilation corridors, that is, to correctly orient houses for better aeration of the city," the department stressed.
In general, the new document increases the variability in the use of land plots to stimulate business, which creates new jobs and reduces the transport burden in the city due to the decentralization of employment.
