The renovation of the municipal infrastructure of Almaty is one of the priorities. In 2024, 20 km of heat supply networks and more than 220 km of electricity supply networks were modernized, 85 boiler houses were reconstructed. In 2025, it is planned to modernize 40 km of heat supply networks and 240 km of electricity supply networks, as well as reconstruct 21 boiler houses. As a result, in 2024-2025, the wear of heat supply networks will be reduced by 3.8% to 54.1% and electricity supply by 1.7% to 63.3% by the end of 2025.
For 2024, the share of heating networks with a service life of more than 25 years is 57.9% or 802.6 km, including: main heating networks 34.3% or 101.7 km, distribution 64.4% or 700.9 km.
At the same time, a program has been approved to reduce the wear rate of heating, water supply and sanitation networks until 2029. As this program is implemented, reconstruction work will continue to further reduce network wear.
The volume of investments in the modernization of the thermal infrastructure has been significantly increased, which makes it possible to ensure stable heat supply in the future. Although CHPP-1 and CHPP-2 consistently supply heat, the Almaty municipal district seeks to minimize the need for laying new backbone networks. Starting in 2025, local boiler houses will be developed, which will effectively cover the needs of neighborhoods and neighborhoods. According to the Mayor's office, this is more efficient and will significantly reduce maintenance costs, since repairing distribution networks is much more economical than replacing large-diameter main pipes.
In total, 18.4 billion tenge will be allocated for the development of the megacity's thermal power complex in 2025-2027. In 2025, it is planned to build 11 main and distribution heating networks, for which 8.3 billion tenge will be allocated. At the same time, the budget for 2025 assumes an increase in financing for the modernization of engineering networks by 2.3 times – from 64.1 billion tenge in 2024 to 148 billion tenge in 2025.
This year, 219 km of water and sewer networks worth 20 billion tenge have been built. In 2025, 260 km of new networks will be built, 87 km of existing water supply and sanitation networks will be upgraded, 123 km of electricity supply networks and 39 km of heat supply networks will be reconstructed. This will provide about 400,000 residents of the city with high-quality engineering infrastructure. 55.4 billion tenge is provided for these purposes in the budget of 2025.
In 2025, at least 104 km of water supply networks, 73 km of wastewater disposal networks, 39 km of heat supply and 120 km of electricity supply are planned to be updated in Almaty. This will make it possible to reduce the level of deterioration of water supply and heat supply by 3% annually, and of other utility networks by 1.2%.
In addition, Almaty is gradually solving long-term problems related to providing high-quality water supply. So, in May 2024, the new Balkash clean water reservoir was commissioned, a backup water supply scheme was built in July, the construction of the Kargaly reservoir was completed, and the Aksai reservoir will be commissioned in 2025. As a result, 220,000 residents of Bostandyk, Medeu and Nauryzbai districts will be provided with stable and high-quality water supply.
220 km of new networks have been built and 30 km of existing networks have been upgraded to ensure high-quality water supply. In 2025, 347 km of water supply and sanitation networks will be built and modernized.
