In Astana, within the boundaries of the paid parking zone, some categories of residents can use the right to free parking, the official website of the capital's akimat reports.
When applying for a parking permit, several categories of residents can park their vehicles in the paid parking area for free. These include:
- vehicles registered to persons awarded the orders of "Altyn Kyran" and "Halyk kaharmany";
- vehicles registered to mothers with many children who were awarded the "Altyn alka" and "Kumis alka" pendants, or who previously received the title of "Mother Heroine", as well as those awarded the orders of "Maternal Glory" of the I, II and III degrees;
- vehicles registered to citizens discharged from military service or conscripted for military training, who performed international duty in Afghanistan and other countries in which military operations were conducted, directly driving or being in these vehicles;
- vehicles registered for children with disabilities and persons with disabilities of the first and second groups, as well as for legal representatives of a child with disabilities;
- vehicles registered to persons affected by nuclear tests at the Semipalatinsk Nuclear test site;
- vehicles of emergency operational services (ambulance, Ministry of Internal Affairs of the Republic of Kazakhstan, Military Police of the Armed Forces of the Republic of Kazakhstan, National Security Committee of the Republic of Kazakhstan) with appropriate identification marks, color markings and inscriptions;
- vehicles registered for participants of the Great Patriotic War, namely for military personnel who served in military units, headquarters and institutions that were part of the active army and navy during the Second World War, as well as veterans of military operations on the territory of other states and persons equated by benefits to participants of the Great Patriotic War.

Preferential parking is issued for motor vehicles with the exception of tractors, self-propelled vehicles and vehicles whose dimensions exceed the size of parking spaces in communal paid parking lots.
It can be issued for no more than two cars per user. There is such a benefit for people with disabilities according to the medical certificates provided.
