IMPROVING THE WELFARE OF THE POPULATION IS THE MAIN GOAL OF STATE POLICY

Improving the well-being of the population is the main goal of state policy. However, what is an increase in well-being cannot be calculated by an increase in the amount of various social benefits and benefits. This is reflected in the stable and high-income employment of the population, a decrease in the number of families who have mastered and started a business necessary for the market, and receive targeted social assistance. In this direction, various programs are being implemented in our country every year, and productive work is being carried out.
Today, measures of social protection of low-income citizens are being taken. For example, since 2025, new approaches to the appointment of targeted social assistance (TSA) will be introduced. That is, this year, families with an average per capita income below the poverty line will be provided with TSA aimed at providing comprehensive support to get citizens out of a difficult life situation.
TSA provides for:
- cash payment provided quarterly on an unconditional and conditional basis. Families without Able-Bodied Members receive unconditional assistance, and families with at least one able-bodied member who can get a job receive conditional assistance;
- measures to promote employment. For the entire period of appointment of TSA, a social contract with the family is concluded. Termination of the contract is the basis for termination of payment of social assistance and refusal to appoint TSA for the next 6 months;
- each of the children from low-income families who have reached the age of 1 to 6 years is provided with a monthly additional payment of 1.5 MCI (5,538 tenge).
As of January 1, 2025, TSA in the amount of 5.4 billion tenge was assigned to 45.9 thousand people in 8.8 thousand families. 16.3 thousand children of preschool age of TSA recipients will receive an additional payment in the amount of 625.3 million tenge.
In accordance with the instructions of the head of state, in 2019, the mechanism for issuing TSA was revised to ensure transparency, fairness, and labor incentives. As a result, in 2023, 12.7 thousand families or 65.9 thousand people will receive 6.3 billion rubles. TSA tenge was paid. In 2024, the number of TSA recipients amounted to 45.9 thousand people or 8.8 thousand families. They received млрд 5.4 billion from the state treasury. tenge was paid. From this we can see that the number of TSA recipients is decreasing every year.
When studying TSA recipients in Shymkent by district, it was found that 31% of TSA recipients in Abay District, 20% in Al – Farabi district, 18.5% in Karatau District, 17% in Turanda and 13% in Enbekshi district.
Depending on their social status, the majority of TSA recipients are children. Their share is 31 thousand people, that is, 67.5%. It was also found that the recipients of assistance at the time of application were employed citizens – 16.8%, people caring for children, people with disabilities, the elderly – 11.1%, students – 2.6%, unemployed – 0.12% and other categories of people – 0.9%.
The main goal of the state in appointing TSA is to stimulate the population to work and promote the employment of able – bodied citizens, thereby bringing low-income families out of poverty.
According to the Department of employment and social protection of the population of Shymkent, as a result of the measures taken to provide comprehensive support to low-income families in 2023, at the end of the same year, 19 thousand people from among the recipients of TSA came out of poverty. According to the results of 2024, the number of people out of poverty is 13.5 thousand people.
For example, in 2024, 12,926 citizens from among the recipients of targeted social assistance are eligible for work, including 7,738 citizens who have a job when applying. In order to promote their permanent employment, 480 people took part in productive employment measures. "In particular, 308 citizens took part in permanent jobs, 48 citizens in public works, 18 specialists in" "youth practice"", 17 specialists in social jobs, 43 in promoting entrepreneurial initiatives, and 46 Citizens took part in professional development."
In 2023, a digital family map (hereinafter referred to as the OTC) was launched, which, based on 84 parameters, determines the level of well – being of families in the country. Based on the data of the CCC, state bodies and akims will be able to analyze the situation in the regions for the development of socio-economic development programs.

To reduce the number of families classified in categories D and E, the KPIs of akims were introduced. Akims, together with interested state bodies, are taking measures to transfer families from crisis and tragic categories to the most favorable ones. As of December 19, 2024, the number of this contingent decreased by 17.9%.
This year, from January 1, 2025, in accordance with the social code of the Republic of Kazakhstan, the poverty line for the appointment of TSA will be determined from the median income of the population.
The Ministry of Labor and social protection of the population, together with the Bureau of National Statistics, made a report on the quarterly median income according to the OTC data. According to its results, the poverty line is determined at the level of 35% of the median income, but not lower than the current level, that is, at 70% of the regional subsistence minimum.
In 2025, digitalization of the activities of Precinct commissions will be carried out, which will draw conclusions about the need of families to provide TSA based on the study of the material situation. For these commissions, the FSM Social mobile application has been developed. His advantage:
- determination of geolocation (the exact geographical location of the applicant);
- simplification of the procedure for making a quick decision and drawing up an opinion;
- to exclude the formal approach when conducting research and making decisions.
The mobile application was tested in a pilot mode in the city of Kunaev, Almaty region. From January 2025, the FSM Social application is planned to be implemented in the Republic.
From January 1, 2025, it is planned to launch a pilot project to test the mechanism for accounting for expenses of citizens applying for TSA with their consent.
When assigning TSA, an algorithm is implemented to obtain data on income and expenses of citizens from second-tier banks.
The applicant applies to the authorized body for obtaining TSA and submits an application for participation in the pilot project. After that, all adult persons in the applicant's family will be sent an sms from 1414 to their personal phone numbers, to which they must respond within one business day.
The collection of information on the movement of funds is carried out only after receiving consent from the applicant and his family members in aggregate through the information systems of state bodies and second-tier banks. If the amount of expenditure transactions on bank accounts does not exceed the poverty line, then the TSA is assigned in accordance with the current legislation.
It is expected that 24,721 new jobs will be created in Shymkent in 2025, and major changes will take place in the industrial and economic situation of the city, as well as in the social situation. Most importantly, there are citizens who are not afraid of work, who want to get "two hands – one shovel" on the basis of state programs, and there is confidence that the potential of the population will improve.
