As a result of the introduction of a digital Family card (hereinafter referred to as OTC) in 2024, more than 642 thousand people were sent SMS messages for the proactive provision of public services. At the same time, 263 thousand people used the opportunity to receive benefits or payments without applying.
The digital map of the family is formed on the basis of data from all existing information systems of state bodies. Today, it contains information about 20 million citizens of Kazakhstan or more than 6 million families.
The main goal of implementing the CCC is to ensure equal access of Kazakhstanis to the state support system. In this regard, the social code of the Republic of Kazakhstan establishes a digital map of the family as a tool for determining medium and long-term tasks and directions of social policy. Also, the OTC is a daily "electronic notification" about the rights of citizens to receive some kind of guaranteed state support depending on their social status.
Currently, the CCC allows Kazakhstanis who have the right to receive state support measures to formalize 10 types of benefits and social benefits without any applications. These are social benefits paid in case of loss of working capacity; social benefits paid in case of loss of work, social benefits or benefits for loss of breadwinner, benefits for parents (guardians) raising a child with disabilities, disability benefits, benefits for large families, benefits for mothers with many children awarded the "Altyn Alka" and "kumis Alka" necklaces, targeted social assistance, as well as a lump sum payment for burial.
Also, through the OTC, automatic notifications about the possibility of receiving pension payments, the expiration date of the status when granting or extending the status of "Kandas" and employment measures for unemployed people were implemented.
When the right to receive state support measures is established, an SMS message is sent to the potential recipient from the Unified Contact Center 1414. The citizen who received the notification must answer him about his consent. Drawing up an application and assigning a social benefit or payment is carried out in automatic mode, after which the funds are transferred to the recipient's bank account.
