Today, the State Service Agency opened a program to improve the skills of elected akims of cities of district significance, villages, townships, and rural districts with the participation of Deputy Prime Minister Kanat Bozumbayev and Agency Chairman Darkhan Zhazykbay.
The event was attended online by officials of the Presidential Administration, representatives of the Amanat Party and other political parties of the country, teachers of the Academy of Public Administration under the President, as well as district and village akims from the regions.
In his address to the people of Kazakhstan, President Kassym-Jomart Tokayev noted that in accordance with the demands of citizens, a system of direct election of akims was launched, and almost 90 percent of all village akims were elected, and 60 percent of them had not previously worked in the civil service. In addition, at the expanded meeting of the Government, the Government and the Agency were instructed to improve the qualifications of akims.
At the same time, the Chairman of the Agency D. Zhazykbay emphasized the need to pay special attention to the effectiveness of training akims in order to qualitatively fulfill the instructions of the Head of State. In addition, D. Zhazykbay said, "Political parties should pay attention to the personal responsibility and professional training of the candidates they nominate when electing village akims. We can always expect positive results from the work of people who, in accordance with the ideals of "Adal Azamat", and whose true goal is to serve the country fairly, can always be achieved."
In turn, the professional development of akims is carried out through 17 modules.
In particular:
- effective use of the local budget;
- public procurement and taxes;
- municipal property management, ecology and environmental protection;
- development of entrepreneurship and state support, attracting investment to the region;
- use of digital technologies and artificial intelligence tools in public administration;
- risk management, effective communication and other skills that may affect the success of decisions made are envisaged.
The program includes practical exercises, interactive discussions, trainings, meetings with experts in the fields of economics, public administration, law, and 240 academic hours of training in offline and online formats. In addition, practical cases and ways to effectively solve them will be considered, taking into account the most common shortcomings in the work.
According to the results of the training, akims will defend their projects related to the economic development of the regions.
During the meeting, it was noted that, taking into account the importance of training qualified managers to increase the economic potential of the regions in our country in accordance with the rapid development of digitalization and technology in the world, it is necessary to use theoretical and practical approaches in the process of improving the qualifications of akims.
The program is implemented on the basis of the Academy of Public Administration under the President, through its branches in cities and regions of republican significance.
