"Tariff instead of investment": Karaganda CHP-3 to upgrade old boiler house this year

This year, three boiler units and two turbines are planned to be overhauled at Karaganda CHP-3. A significant amount is earmarked for the modernization of boiler No. 1, which has been operating since the station was founded in 1977. Two boilers and one turbine will undergo overhaul at CHP-1. In addition, current repairs will be carried out on the main and auxiliary equipment at the energy sources.
The "Tariff for Investment" program was announced at the Karaganda Energocenter company.
From February 1, 2025, new tariffs for the production of heat and electricity came into force. The changes were approved by the Committee for Regulation of Natural Monopolies and the Ministry of Energy of the Republic of Kazakhstan, respectively. In addition to production costs, tariffs include expenses for major repairs and equipment modernization under the investment program. - The cost of the repair campaign in 2025 will amount to 23.8 billion tenge. These funds will be spent on ensuring the reliability of equipment, improving environmental friendliness and removing capacity restrictions. In total, about 26 units of equipment at both stations will be repaired, - said Fleur Garipov, General Director of Karaganda Energocenter LLP. He recalled the large-scale projects previously implemented under the "Tariff for Investment" program. In 2012, a new turbine at CHP-3 was commissioned, and in 2016 a new power unit was built. Along with annual major repairs, this allowed to reduce the wear and tear of the station.
According to the head of the company, over the past five years, the salary of employees has increased by 100%. 900 people work at CHP-3, and 300 at CHP-1. We solved the problem of personnel shortage by opening a training center on the basis of CHP-3 and developing dual training with colleges in the region, noted Fleur Garipov.
CHP-3 Director Konstantin Pyatkov spoke in more detail about the upcoming major repairs of the old boiler house.
– The largest volume of repair work is on this boiler house. The standard repair cycle for boiler houses is four years. And this year, major repairs will be carried out. The boiler's combustion chambers will be completely replaced - this is about 150 tons of metal. The heating surface and water economizer will also be updated - this is about another 40 tons. In addition, it is planned to modernize gas treatment equipment. The second-generation emulsifier will be replaced with third-generation equipment. This will increase the degree of purification, and accordingly reduce emissions into the environment. And as a result of the general overhaul, the reliability and stability of the equipment will increase, - he explained.
The speakers said that the necessary equipment will be ordered abroad, and its manufacture will take from 90 days to six months. Therefore, the entire repair campaign was formed a year ago. After the end of this year's heating season, a program for 2026 will be prepared.
In addition, to solve the problem of energy shortage, the implementation of the expansion project at CHPP-3 has begun. It is planned to install a new power unit by 2028. This will increase the power capacity of the station by 140 MW and heat capacity by 180 Gcal/h.
– All contracts have been signed: design, equipment delivery and construction and installation works. We have prepared a land plot for construction. As a result of the project, an additional 55 jobs will be created, - said Fleur Garipov.
A turbine equipment repair program has also been developed, which will be implemented from 2027.
