Head of State Kassym-Jomart Tokayev, during his working trip to the Turkestan region, raised the initiative to grant special status to the city of Turkestan during a meeting with the people. Concrete work has been undertaken in this direction. The draft law “On the special status of the city of Turkestan” received support from the Majilis and Senate of the Parliament of the Republic of Kazakhstan and has been submitted to the Head of State for signature today. This draft law consists of 13 articles. The Governor of the Turkestan region, Nuralkhan Kusherov, held a special meeting and discussed ways to effectively use this important draft law and qualitatively fulfill the assigned tasks, as well as plans for the development of the city. He gave relevant instructions to the responsible leaders.
- As you know, the historical significance of the city of Turkestan is very high. There are many cities in the world, but the city of Turkestan is unique and has a special place. Therefore, this draft law will give impetus to the development of not only the city, but also the entire region. It will create an opportunity to increase the tourist potential of the city, attract investment, and preserve the historical and cultural heritage of the city. It is necessary to create a special commission in order to qualitatively develop the regulatory legal acts provided for in the draft law. I instruct you to take appropriate measures to implement the approved action plan at a high level. Develop a large-scale plan for tourism and culture. The city administration and departments should work together. Also, systematize and supplement the activities and plans, - said Nuralkhan Kusherov.

The development of the draft law was based on the recognition of the city of Turkestan as the spiritual capital of the Turkic world, the need to preserve the historical appearance of the city and 25 historical and cultural monuments on its territory, and the instructions of the Head of State during his working trip to the region.
The purpose of the draft law is to develop Turkestan as a spiritual, historical and cultural, tourist center of the Republic of Kazakhstan and an architectural heritage and create conditions for its functioning. To create an effective system for managing, preserving and preserving the integrity of historical and cultural monuments and objects of historical and cultural heritage of the city, including objects located in the protection zones of the Khoja Akhmet Yassawi Mausoleum, to preserve, develop, revive historical and cultural heritage and develop national crafts. Within the framework of the new document, a reserve of archaeological monuments will be created in Turkestan. The heritage of Khoja Akhmet Yassawi will be studied, and construction near the mausoleum will be limited by law. The uniqueness will be protected, and the construction of illegal buildings will not be allowed. A design code for the city will be formed. Part of the expenses of craftsmen will be reimbursed from the budget. In general, the city administration and maslikhat will be given 44 powers. It is planned to create the KMU “Center for the Protection, Restoration and Use of Historical and Cultural Heritage”. A city planning council will be formed and qualified specialists will be included in its composition. Cultural, tourist and sports events of international, republican and regional levels will be organized.
