Vice Minister of Labor and Social Protection of the Population of the Republic of Kazakhstan Askar Biakhmetov spoke about the implementation of measures to promote employment at a press conference held at the Central Communications Service under the President of the Republic of Kazakhstan. As of 2024, 979 thousand citizens were employed in Kazakhstan.

Askar Biakhmetov noted that one of the main areas of activity of the Ministry of Labor and Social Protection of the Population of the Republic of Kazakhstan (hereinafter referred to as the Ministry of Labor) is to provide citizens with quality jobs. The Concept for the Development of the Labor Market until 2030 provides for an increase in the number of quality jobs to 3.8 million units by 2029. As of 2024, it reached 2.5 million.

"As of 2024, 979 thousand citizens were employed in Kazakhstan, of which 714 thousand were placed in permanent jobs. About 65 thousand citizens were placed in jobs within the framework of national projects and sectoral concepts. "Within the framework of the initiative of the Head of State "100 jobs per 10 thousand inhabitants" - more than 314 thousand people, 359 thousand people - on vacancies offered by employers, and more than 241 thousand people - within the framework of active measures to promote employment," the Vice Minister said.

Askar Biakhmetov also said that employment will be monitored monthly through the information systems of the Ministry of Labor by checking the availability of mandatory pension contributions of those employed and concluding electronic employment contracts with them.

According to the results of monitoring job creation, it was determined that pension contributions were received by 85% of the total number of those employed, and about 60% had electronic employment contracts.

In 2024, 325 thousand citizens were involved in active measures to promote employment.

Short-term vocational training courses were organized for 67.5 thousand people, including: in educational organizations - 7.8 thousand people, with employers – 1.9 thousand people, 57.7 thousand people were covered by online training on the Skills Enbek platform. A total of 14.6 thousand people were employed after training.

“Of the total number of citizens who completed online courses, more than 52 thousand, or 91%, successfully completed their studies and received appropriate certificates.

Today, Skills Enbek has 858 courses for any citizen who wants to master new skills or improve their qualifications, 311 of which are free. This year, new practical courses using VR and AR technologies will also be available,” said Askar Biakhmetov.

60 thousand people were covered by training in the basics of entrepreneurship under the “Bastau Business” project.

More than 188 thousand people were employed in subsidized jobs, including: 110 thousand people in public works, 15.5 thousand people in social jobs, 33 thousand people in youth internships, 9.6 thousand people under the “First Job” projects, 420 people in the “Generation Contract” projects, and 19.1 thousand people in the “Silver Youth” projects.

Another area of ​​measures to promote employment is the provision of state grants to socially vulnerable categories of the population to support citizens’ entrepreneurial initiatives.

“In 2024, grants were provided in two streams, and 8,941 out of the planned 9 thousand people were covered. At the same time, more than 64% of grant recipients are residents of rural areas,” Askar Biakhmetov added.

The main share of grant recipients used funds to purchase technological equipment (44%), where the largest number of participants was observed in the Turkestan (923 people) and Kyzylorda (602 people) regions, as well as in the city of Almaty (211 people).

“When applying for a grant, the applicant must indicate the planned indicator of job creation based on the results of the business project implementation. Thus, grant recipients, while providing themselves with employment, created more than 3 thousand additional permanent jobs. "Most of the jobs were created in Zhambyl (941 units), Kyzylorda (920 units) and Turkestan (482 units) regions," the vice minister noted.

He also spoke in detail about the digital projects implemented in the field of employment.

The Ministry of Labor has created the "Innovation Navigator of Projects" platform, which provides analysis and forecasting of personnel needs and timely monitoring of the effectiveness of all implemented projects. Currently, the system is monitoring 906 investment projects with a plan to create 168 thousand jobs.

The "Career Compass" platform has been introduced, which allows students to choose a future profession. The platform contains information on more than 400 professions in demand.

“For students of vocational and technical schools and universities, a functionality has been implemented on the Electronic Labor Exchange that allows them to choose a place for industrial practice. Students will not only master specific skills, but will also be able to consider a job at the enterprise where they completed their internship. Today, 610 employers have placed 3.8 thousand vacancies for internships, 130 vocational and technical schools have been involved, and 15 thousand questionnaires have been collected from students,” said Askar Biakhmetov.

In addition, during the briefing, the Vice Minister spoke about the set of measures planned for 2025 to implement the instructions of the Head of State on holding the Year of Working Professions.

“The total demand for personnel in the next 6 years is estimated at 1.6 million people, including about 900 thousand for employees with vocational and technical education and more than 400 thousand for specialists with working professions. Working personnel are in demand in the construction, agriculture, manufacturing industry, and healthcare sectors. The demand for working professions in these areas is 56%,” said Askar Biakhmetov.

Central government agencies and akimats have begun joint work on the implementation of the action plan within the framework of the Year of Working Professions. The sectoral plans of government agencies include key indicators for the opening of new enterprises and the creation of new jobs (permanent and temporary).

Within the framework of the “Youth Practice” project, it is planned to attract at least 35 thousand mentors to train young specialists, as well as provide vocational training at the workplace with a mentor. The employer will organize vocational training for the unemployed at their workplaces for a period of no more than 6 months.

This year, 100 professional standards will be developed and updated. Qualification recognition assessment has begun on the basis of 4 independent centers, and it is planned to open a 5th center, including 2 centers according to international standards.

"During the year, at least 500 thousand schoolchildren and vocational training students will be provided with training in job search and employment skills using the unified digital platform "Electronic Labor Exchange". It is planned to employ 1 thousand of the best vocational training graduates in the country's leading companies. Vocational guidance will be carried out on the basis of the "Career Compass" platform, covering
100 thousand people.

The adoption of the above measures will allow increasing incomes, stimulating business activity, and improving the social well-being of the population," the Vice Minister concluded.
