The law establishes the special status of the city of Turkestan as a spiritual, historical, cultural, tourist center and architectural heritage of the country.

The document states:

preservation of historical and cultural heritage - protection of the Khoja Akhmet Yassawi Mausoleum and other monuments;

regulation of archaeological and scientific restoration work;

revival of historical and cultural heritage and promotion of national crafts;

not to build buildings of incompatible height and architecture in the protected area;

creation of a reserve of archaeological monuments;

creation of a comfortable environment in the city through the creation of accessible infrastructure and inclusive tourism for people with disabilities;

design code to preserve the unified appearance of the city - architectural features introduction;

expanding the powers of the akimat and maslikhat for effective management and control;

supporting craftsmen and regulating transport transit by the state;

developing tourism and improving the quality of life, while preserving the historical identity of the city.
