Minister of Labor and Social Protection of the population Madina Abylkasymova told about the advantages of introducing the Single Total Payment, which is supposed to be introduced from January 1, 2019 to December 31, 2023 within the framework of the expert round table on the topic: "What to expect from a single aggregate payment?"

In pursuance of the instructions of the Head of State, announced in the Address to the People of Kazakhstan, "New Opportunities for Development in the Context of the Fourth Industrial Revolution", in order to work out issues on the participation of the self-employed population in social security systems, and to ensure quality employment, a draft law "On Amendments and Additions to some legislative acts of the Republic of Kazakhstan on the formalization of employment. "

Within the framework of the draft law:

1. Systemic measures to legalize the activities of the informal workers, through the implementation of the Single Total Payment.

2. A single definition of "employed person", and "independent worker", as well as categories relating to the employed population.

3. Unification of categories of payers in laws on social insurance, compulsory social health insurance, and pensions.

One of the novelties of the bill is the introduction of the Single Comprehensive Payment (SCP) for informally employed:

  • participate in the system of compulsory social health insurance and access to medical services that are unlimited in amount and type, with the right to choose a medical institution;
  • participate in the funded pension system and receive a basic pension benefit, depending on the length of participation in the system;
  • receive social benefits in cases of disability, loss of employment, loss of breadwinner, pregnancy, and childbirth, adoption or adoption of a child, care of a child under 1 year of age.

M. Abylkasymova, speaking at the round table, noted that by paying this one-time payment - 2525 KZT and 1263 KZT in the village - the citizen first of all formalized his activity, i.e., he officially registered his activities. Secondly, it will begin to benefit from participation in three social security systems: KHI, basic social security, and compulsory social insurance, the pension system. In addition, the state policy on social support for self-employed citizens also includes a number of other areas.

"This is the work we are doing to ensure productive employment, training, microcrediting. We think, in aggregate, this will increase their level of social security and income," said M. Abylkasymova.
