In order to implement the 97th step of the "plan of the nation 100 concrete steps", the Government is currently signing a draft Law on local self-government, concerning the formation of the fourth level of the budget. Within the framework of this project, starting from 2018, it is planned to introduce an independent budget and transfer municipal property to the level of cities of district significance, villages, settlements, rural districts in administrative territorial units with a population of more than 2 thousand people, and from 2020 — everywhere.

In this regard, in order to train specialists of the village akims ' offices on budget planning, cash management, public procurement and municipal property management, an information and explanatory group was formed from among the employees of the departments of economy and budget planning, Finance, statistics And special accounts of the General Prosecutor's Office for the Akmola region, the Treasury Department for the Akmola region. Network schedules of departure of this group for cities of district significance, villages, settlements, rural districts have been developed in order to explain the draft Law.

As of 22.02.2017, seminars and meetings were held in Burabay, Zerendinsky districts and in the city of Kokshetau.

During the seminars and meetings, the topics were explained: "The formation of budget revenues of local self-government," "Review, approval of the budget, Issues of staffing and equipment LSG, Maintain administrative records (the order of entering information on administrative offenses in the database)", "Execution of the approved budget of the village".

In seminar meetings, actively participated mayors, experts, accountants, heads of departments of the cities of district significance, villages, settlements, rural districts.
