NATIONAL PRIVATIZATION OFFICE PROPOSES APPROVAL OF STATE OWNERSHIP POLICY
15.04.2025 18:05:23 176The work of the National Privatization Office revealed a number of systematic problems in the activities of central state bodies and local executive bodies. These problems have a negative impact on the ongoing work on privatization and reducing the share of the state in the economy. Marat Omarov, the chairman of the Agency for Protection and Development of Competition, stated this at the 9th meeting of the Office. At the same time, regulatory decisions and social obligations are also neglected," Omarov said. He pointed out the lack of initiative on the part of the central state and local executive bodies, as well as the current market prices and excessive subsidies as the main problems. This primarily concerns oil, oil products, gas, electricity production, water supply, railway transport and other industries.
"Currently, there is no clear explanation regarding the role and activities of state-owned companies, especially national holdings in the country. In this regard, in accordance with the principles and recommendations of the OECD, we recommend approving the policy of ownership of state property", - noted Omarov.
Such a policy should include a clear justification of the need for certain state property. In addition, it should consider the principles and methods of state intervention in the economy, property rights in some sectors. Also, the policy should define the role of governing bodies that ensure the transparency of state asset management and take into account the strategic interests of the economy.
The National Privatization Office was established on May 28, 2024 within the framework of the Presidential Decree "On Economic Liberalization Measures".
