The Ministry of Labor and Social Protection of the Republic of Kazakhstan has developed a draft of the order of the head of the department "On the introduction of changes and additions to the order of the Deputy Prime Minister of the Republic of Kazakhstan - Minister of Labor and Social Protection of the Republic of Kazakhstan No. 275 dated June 30, 2023 "On the organization of subsidized workplaces and approval of the principles of subsidizing the wages of people employed in subsidized workplaces" (hereinafter - the Draft). The document is posted on the "Open NKA" portal for public discussion until April 15, 2025.

The project envisages the following changes:

- optimization of processes and establishment of specific deadlines for accepting applications from employers for the organization of subsidized workplaces. Thus, in 2025, applications will be accepted from February 1 to September 30, and in 2026 - from December 15 to 31 of this year;

- introduction of automatic verification of employers' compliance with the requirements for participation in the organization of subsidized workplaces through the Electronic Labor Exchange without the participation of career centers, as well as automation of the process of employment of the unemployed in subsidized workplaces;

- work of applying for the organization of subsidized workplaces confirmation of the responsibility of providers;

- defining the criteria for re-participation of the unemployed in subsidized workplaces in order to prevent alcoholism. Thus, employment of the unemployed in subsidized jobs will be carried out once in two years;

- introduction of automatic calculation of the number of jobs according to the list number of workers in accordance with the application submitted by the employer for the fair distribution of subsidized jobs among employers;

- clarification of the interaction procedure for the payment of labor of participants in the subsidized jobs of labor mobility centers and the State Corporation "Government for Citizens" KJSC. The introduced amendments clarify the deadlines and mechanisms for the formation of applications, transfer of funds and reporting.

The adoption of this project will not lead to negative socio-economic and/or legal consequences, and will not require additional financial expenses from the state budget.
