Protection of housing rights of citizens in Kazakhstan: Achievements and role of human rights ombudsman

Housing is one of the basic human rights. It is enshrined in international treaties such as the Universal Declaration of Human Rights and the International Covenant on Economic, Social and Cultural Rights. The Human Rights Commissioner plays an important role in protecting housing rights. In 2024, applications of hundreds of citizens were reviewed. Most of them found a positive solution. Residents often face difficulties in the field of housing and communal management, refusal to stand in queues, illegal evictions. The Ombudsman's work allows us to find solutions and help citizens protect their rights.
Effective interaction between the commissioner and akimats and state bodies gives real results. Thus, it was possible to remove the rent of 774 socially vulnerable residents in Mangistau region. This is a bright example of how constructive cooperation can help many people.
Another important thing was to prevent the illegal migration of women with children in winter. Coordinated actions of the commissioner and government agencies helped restore their housing rights. This case shows that citizens can trust effective protection.
Citizens trust the institution of the Ombudsman. It plays an important role in the dialogue between the people and government agencies. Visits to the regions, personal receptions, and explanatory work contribute to the effective solution of the housing problem. Each applicant will receive support and assistance in defending their rights.
The work of the representative will continue. Fairness and equality in housing provision will be the main focus. These efforts strengthen the legal system and demonstrate Kazakhstan's commitment to international obligations.
