Kazakhstan Delegation Presents Political Reforms to PACE Members

Strasbourg, June 26, 2025 – As part of the summer session of the Parliamentary Assembly of the Council of Europe (PACE), the delegation of Kazakhstan, led by Vice Minister of Culture and Information Y.Kochetov, took part in a meeting of the PACE Committee on Political Affairs and Democracy. The Kazakh delegation also included representatives from the General Prosecutor's Office of the Republic of Kazakhstan.
European parliamentarians were presented with detailed information on the implementation of democratic reforms initiated by the President of Kazakhstan Kassym-Jomart Tokayev.
At the committee meeting, the PACE rapporteur on Kazakhstan, Zsolt Németh, also delivered a speech, sharing the results of his visit to Kazakhstan from May 2 to 6. In particular, the PACE member highlighted the uniqueness of Kazakhstan’s political reforms not only within the region but also among Eastern European countries. He also spoke about the comprehensive reset of Kazakhstan’s political system and the transition to a new governance model: “Strong President – Influential Parliament – Accountable Government”.
Zsolt Németh positively assessed Kazakhstan’s cooperation with the Council of Europe at this stage.
During the visit to Strasbourg, the Kazakh delegation held a separate meeting with Deputy Secretary General of the Council of Europe Bjørn Berge. The parties discussed the current state and future directions of cooperation between Kazakhstan and the Council of Europe.
Bjørn Berge expressed interest in strengthening cooperation across various areas of the Council of Europe’s activities.
On the sidelines of the PACE session, Y.Kochetov met with the Assembly’s Rapporteur on Kazakhstan, Zsolt Németh, who shared his impressions from his visit to Kazakhstan (May 2-6). During the conversation, the Hungarian MP informed about the preparation of a report titled “The Parliamentary Assembly should support Kazakhstan to continue its democratic reforms”.
