Minister of Foreign Affairs of Kazakhstan Participates in the BRICS Summit

Rio de Janeiro, July 6, 2025 – Deputy Prime Minister – Minister of Foreign Affairs of the Republic of Kazakhstan Murat Nurtleu represented for the first time Kazakhstan as a partner country at the 17th BRICS Summit.
The opening day of the Summit was attended by heads of state and government, high-level representatives of BRICS member and partner countries, as well as the heads of international organizations.
The participants emphasized the need to strengthen multilateralism, ensure a just world order, and promote sustainable development. Key messages focused on the importance of expanding the representation of the Global South in global governance. Concerns were expressed over the escalation of armed conflicts, rising protectionism in international trade, and increasing geopolitical tensions.
In his remarks, the Kazakh Foreign Minister underscored Kazakhstan’s commitment to promoting a just, inclusive, and sustainable world order based on the principles of the UN Charter and international law. “Astana pursues balanced and multivector foreign policy – building bridges, not walls – and fostering partnerships with all nations,” said Minister Nurtleu.
The head of the Kazakh delegation expressed support for enhancing the role of Middle Powers from Asia, Africa, and Latin America in global decision-making processes. In this regard, the Summit participants’ attention was drawn to several of Kazakhstan’s international initiatives, including the establishment of the UN Regional Center for Sustainable Development Goals for Central Asia and Afghanistan in Almaty, and the hosting of the Congress of Leaders of World and Traditional Religions.
Additionally, Minister Nurtleu emphasized Kazakhstan’s interest in deepening economic cooperation with BRICS countries and advancing digital technologies, noting the country’s achievements in this area. “Kazakhstan is ready to cooperate in promoting a human-centered, inclusive, and sustainable approach in the name of just and fair digital future,” he stated.
On the margins of the Summit, the Foreign Minister of Kazakhstan held meetings with UN Secretary-General António Guterres, Director-General of the World Health Organization Tedros Ghebreyesus, President of the Asian Infrastructure Investment Bank Jin Liqun, and Minister of Foreign Affairs of Belarus Maxim Ryzhenkov. The discussions focused on priority areas of both multilateral and bilateral cooperation.
The BRICS grouping (Brazil, Russia, India, China, South Africa), established in 2006, accounts for 35% of the world’s land area, 50% of the global population, and 40% of the world’s GDP.
BRICS currently includes 11 member states (Brazil, Russia, India, China, South Africa, Ethiopia, Indonesia, UAE, Saudi Arabia, Egypt, and Iran), and 10 partner countries (Kazakhstan, Belarus, Bolivia, Vietnam, Cuba, Malaysia, Nigeria, Thailand, Uganda, and Uzbekistan). Additionally, representatives from Chile, Colombia, Türkiye, Uruguay, Palestine, Kenya, Mexico, the African Union, the Asian Infrastructure Investment Bank, the Development Bank of Latin America and the Caribbean, the New Development Bank, the UN, WTO, and WHO were invited to attend the Summit.
