Deputy Akim of Shymkent, official representative of the city administration Sarsen Kuranbek held a regular press conference. At the meeting, he reported on the socio-political situation and answered questions from journalists. In particular, he focused on the question raised by media representatives about the work of the hardware and software complex that is being introduced into schools under the Department of Education. The official representative noted several advantages of the new system and provided detailed information about the project.

According to Deputy Mayor Sarsen Kuranbek, this year work will begin on installing a modern hardware and software complex in schools under the Shymkent City Education Department. This complex is a large-scale project undertaken to increase the security and digital infrastructure of educational institutions.

"During the implementation of the system, the Internet usage indicators of each school were comprehensively studied and analyzed. Previously, schools were provided with an Internet speed of 150 Mbps. Of this, 20 Mbps were allocated to the alarm point, 30 Mbps to the video surveillance system, and 100 Mbps to the educational process. However, as a result of the analysis, it was found that some schools were connected to only 20 Mbps. One of the main advantages of the system is constant monitoring of Internet speed. If the speed decreases, specialists will quickly identify the cause of the problem and make a decision," said S. Quranbek.

The deputy akim also said that under the project, all security systems will be integrated into one centralized complex, and that while previously the network was installed by one company and the video surveillance devices by another, now all systems will work in harmony with each other.

"According to the legislation of the Republic of Kazakhstan, facilities where more than 100 people gather must be registered as terrorist-vulnerable facilities, and their video surveillance system must be directly connected to the Emergency Management Center. Currently, this requirement is not fully met in some schools. For example, cameras are located in one building of the school, but are completely absent in another. For example, due to the lack of video recordings of a student's injury at school, in some cases the cause cannot be determined. In order to solve these problems, video surveillance cameras are also installed in remote "shadow" parts of the school, such as stairwells.

The company implementing the project must invest about 4.5 billion tenge by the end of the year. A total of 5.5 billion tenge will be allocated over three years and paid monthly on a service basis. This amount was approved by the Shymkent city maslikhat, and this year's funds are provided. In addition, under the contract, the company will provide free service in the fourth year, and an additional five-year warranty will be provided, ”the official representative said.

The project will install a total of more than 10,000 video surveillance cameras. Of the 2,600 cameras currently installed in schools, 2,600 are old, outdated analog systems. These cameras will be fully upgraded and adapted to connect to the Police Department's Emergency Management Center.

According to Sarsen Kuranbek, when installing cameras, the rights of individuals are also taken into account. For example, cameras are not installed in toilets, as this is considered an invasion of a person's personal space. And since classrooms are public spaces, where the learning process takes place, their installation with surveillance cameras does not constitute an invasion of another person's personal space.

"All installed video surveillance cameras are products of the Hikvision factory. To improve the quality of the project, an appropriate certificate is required from the supplier company. 6-7 companies with such high potential have been identified in our country, and one of them became the winner on the basis of a state competition. Previously, there were cases when, although the cost of one camera was 100 thousand tenge, they wanted to increase it to 300 thousand tenge. To prevent such unreasonable costs, state procurements were strictly controlled," the deputy akim said.

Within the framework of the project, the Operational Control Center, the Methodological Center, the alarm system and the digital infrastructure will be fully integrated and will work as a single system. In this direction, Shymkent will be one of the leading regions, along with Almaty and Atyrau oblast, which have introduced this system.

"When the system is fully operational, the deputy for educational affairs, the school principal, specialists of the Methodological Center under the Department of Education, and the management of the Department of Education will be able to fully monitor and study the activities of teachers in the educational process online. This, in turn, will contribute to improving the quality of education. Also, in the future, parents may be provided with access through the electronic platform "Kundelik.kz". Parents will be able to monitor their child's attendance, academic progress, and the overall educational process online. This will strengthen the relationship between parents and the school and increase students' responsibility for their studies," said Sarsen Kuranbek.

The deputy mayor of the city said that this system is a process based on control, aimed at improving the quality of education. Through the effective use of information transparency and digital management capabilities, it will be possible to improve discipline, efficiency and effectiveness in educational institutions. He added that the implementation of this system is under the control of the relevant authorities.
