From August 1 to 14, 2025, a large-scale preventive campaign “Clean City” will be implemented in Shymkent, organized within the framework of the republican ecological and social initiative “Taza Kazakhstan”.

During the campaign, the city police department, together with the akimat, is conducting daily raids covering all districts .

Yards, streets, parks, squares and other public spaces are inspected. Particular attention is paid to the condition of the adjacent territories, proper garbage disposal, maintenance of green areas and ensuring silence in the evening.

During the first days of the event, a number of violations were identified: some residents and business owners stored construction and household waste in unauthorized places, and in some courtyards and on the territories of private houses, violations of sanitary standards were recorded. In addition, several people were brought to administrative responsibility for noise at night and failure to maintain public order.

According to police representatives, this time the raids are not only punitive, but also preventive. Violators are explained the norms of current legislation, told about the importance of observing sanitary rules and cultural behavior in public places. Local authorities note that the goal of the campaign is not just to punish, but to instill in residents the habit of maintaining cleanliness on a daily basis, and not only during organized events.

If we compare it with previous years, we can see significant progress. For example, in 2024, a similar campaign was held in a narrower format: the focus was mainly on garbage collection and park improvement. Control over maintaining silence and public order was episodic, and work with the population was limited to informational announcements. The result was a partial positive trend - the city became cleaner, but after a few months, some areas returned to their previous state.

In 2023, such events were even more local: the actions took place in central districts and included only one-time cleanups. The smaller number of services involved and the weak information campaign did not allow achieving a noticeable long-term effect. Residents, not feeling a systematic approach, treated the events as a temporary action, and not as a permanent element of city life.

In 2025, the organizers learned from past mistakes. Firstly, the coverage of the territory became maximum: not only central streets were inspected, but also remote microdistricts, the private sector and industrial zones. Secondly, not only public services and the police joined the action, but also representatives of public organizations, schoolchildren, students, volunteers. This made it possible to combine control with educational work.

Volunteers hold meetings with residents, distribute leaflets on waste management rules, and talk about the harm household waste can cause to the environment and health. At the same time, schools and yard clubs host thematic competitions, quizzes, and master classes to instill respect for the urban environment in the younger generation.

Another feature of the current campaign is the involvement of entrepreneurs. Owners of shops, cafes and other facilities are required to maintain cleanliness in the surrounding area, as well as to ensure the availability of bins and timely removal of garbage. At the same time, they are offered not only requirements, but also assistance - they are provided with containers, bags for waste collection, and, if necessary, organize the removal of large-sized garbage.

The organizers emphasize that cleanliness in the city is a shared responsibility. Only the constant participation of residents, businesses and authorities can have a long-term effect. It is significant that already in the middle of the campaign there were noticeably fewer spontaneous dumps, and in some courtyards the residents themselves organized cleaning and landscaping.

Following the event, the authorities plan to do more than just clean up once. They plan to develop a system of regular inspections and introduce new standards for improvement. In addition, they are considering introducing additional benefits and bonuses for those who actively participate in maintaining cleanliness, as well as toughening fines for malicious violators.

The Taza Kala campaign in 2025 became not just an event to clean the city, but a full-fledged project to form an environmental culture. Unlike previous years, it is comprehensive in nature, covering all aspects of urban life - from sanitation and ecology to law and order and public discipline.

The conclusion can be drawn already now: the more systematic and broad the approach to issues of cleanliness and order, the higher the chances that the city will retain its well-groomed appearance for a long time. Shymkent is taking a step towards ensuring that cleanliness ceases to be a one-time result and becomes the norm for every resident.
